Nigeria Customs Service Emerges Winner of 2022 Technology Awards

The Nigeria Customs Service emerged winner in the 2022 Technology Awards of excellence in adopting emerging technologies and excellence in technology deployment
categories.

The awards which reflect the tremendous efforts made by the Nigeria Customs Service under the leadership of the Comptroller General on the digital transformation agenda were presented by the Nigeria Technology Awards (NiTA) to promote and celebrate the excellent achievements of Nigeria’s Technology professionals and organizations as they contribute towards building a sustainable economy using technology.

Ag. Deputy Comptroller General in charge of Human Resource Development, Saidu Galadima who represented the service during the occasion presented the awards on Thursday to the Comptroller General of Col. Hameed Ibrahim Ali (Rtd) CFR at Customs Headquarters, Abuja.

In his response, the Comptroller General of Customs appreciated the organizers and promised to sustain this tempo by leveraging more on technology to effectively achieve the Service’s core functions of revenue, generation, trade facilitation, and anti-smuggling.

It will be recalled that the Nigeria Customs Service recently launched the Fast Track 2.0 program aimed at improving trade facilitation and revenue mobilization with the aid of technology.

Ghanaian Peacekeepers Receive Prestigious UN Medals

The UNISFA Acting Head of Mission and Force Commander, Major General Benjamin Olufemi Sawyerr, on Thursday 16 February 2023 at Athony the Sector South Headquarters of UNISFA, extol the virtues of the Ghanaian Contingents to UNISFA.

A total of 633 soldiers and 80 officers from the pioneering Ghana Battalion (GHANBATT) and Ghana Level II Plus Medical Unit (GHANMED) serving with the United Nations Interim Security Force for Abyei (UNISFA), received the prestigious United Nations Peacekeeping Medals at a colorful medal parade in recognition of their meritorious service and immense contributions towards the peace process in the Abyei Administrative Area. Also decorated were Headquarter Staff Officers and some Military Observers.  

Addressing the contingents, the Acting Head of Mission/ Force Commander, Major General Benjamin Olufemi Sawyerr, applauded the peacekeepers for exhibiting a high sense of professionalism and dedication in the performance of their duties. “Beginning with the first attack on a GHANBATT Recce Team to Agok on 6 March 2022, the Unit has come under unprecedented direct attacks of armed elements on 10 different occasions in their line of duty, making you the first that bear the scar of peace on your equipment”, said General Sawyerr, adding that, through all these incidents GHANBATT 1 courageously stood their ground and defended UNISFA personnel, and installations and provided protection to civilians under imminent danger.
 
General Sawyerr also said he noted with satisfaction how on several occasions, the unit went out into communities under attack to save lives and properties giving first aid, food, and shelter to internally displaced persons at the peril of their own lives, stressing that the battalion deserves the highest commendation for the extreme show of bravery and professionalism. I wish to express my satisfaction for the effective way you have operated in Sector South which is currently the most sensitive area in the Box.
 
The Acting Head of Mission expressed satisfaction with the fact that aside from all the daily operational commitment, GHANBATT has taken a keen interest in education within Sector South leading to several donations to most of the schools within its AOR, holding periodic medical outreaches, opening its health post at all its locations to offer support to locals which have helped save several lives. The veterinary services provided to the locals have been a novelty in this Mission which has been highly appreciated by the locals, given the fact that animal husbandry is their mainstay.
 
General Sawyerr commended the professional services provided by Col Thomas Gbiseh and his medical team at Ghana Level 2 Plus Hospital which is the sole provider of radiological and dental services in Abyei Box, on which the local community depends. He also commended the Sector South Commander, Lt Col Eric Aboagye Tieku for the exemplary manner he has led his troops to achieve the great feat and for displaying professionalism, courage, and flexibility to lead a well-trained and highly motivated force to weather every storm that confronted the Unit despite the austere resources available to him.
 
In a goodwill message from the people and government of Ghana, Major General Charles Kodjo Abede Asomanning Awity, thanked UNISFA leadership for the support given to the Ghanian Battalion and the Medical Unit which made them perform creditably well even though they arrived at the 2mission area with little logistics. He solicited the same support for the incoming battalions that may soon be coming to replace them General Asomanning Awity pledged the Ghanaian government’s commitment to supporting UNISFA and peacekeeping globally.

Rejoinder: APM responds to Princess Chichi Ojei over Refuting APM NEC Decision To Align With PDP Ahead Of 2023 Politics

While it is sympathetic to Princess  Chichi OJEI who is now struggling to refute statements in the public space concerning the alignment of the APM NEC with PDP, it is rather an issue of “pot calling the kettle black.”

Princess Chichi OJEI entered one chance when she deliberately decided to align with the sacked Interim national chairman of the Allied Peoples’ Movement (APM) and his cohorts for the same purpose of financial gains which she is now accusing him of.

National Women Leader, APM, further said, it is not enough to draw the attention of the public, particularly women, that a female candidate emerges to contest the election, the process of emergence must also be interrogated.

“While it is also not enough that there should be female gender inclusion in the political space, it should also be a matter of credible women participation in electioneering processes.

“It is not just enough that women should participate in politics. Such women ought to be those with the capacity, competence, and capability to participate in politics in order to engender responsible and accountable leadership.

“Having clarified these issues, let me quickly add that Princess Chichi OJEI was only short-changed by her cohorts; probably in a game of the smartest.

“Princess Chichi OJEI claims to be the presidential candidate of the revered Allied Peoples’ Movement (APM) whose motto is Integrity, Sacrifice, and Service. She is yet to be visible, even in a few days before the Presidential Election; it is yet to be known by the general public what programmes she has to tackle the challenges bedeviling the country. She was not careful to understand the platform on which she was coming out to run for the presidency of Nigeria, neither was she concerned to interrogate the process that brought her out as the presidential candidate. It was all in a quick swap from being the Vice President to Yusuf Mamman Dantalle to becoming the Presidential candidate.

“Madam presidential candidate, Princess Chichi OJEI, the Allied Peoples’ Movement (APM) is a credible political party of respected men and women with capacity, capability, and competence. It is a party that respects orderliness, coordination, transparency, accountability, rule of law,  fairness, and equity in all her dealings. There is no gainsaying that Nigeria needs to enlarge her political space to accommodate more women, but I dare to say that the women clamouring for open spaces for women’s participation will thoroughly sieve the crops to present their “Best of the Best” to contest an exhausted position like the presidency.

“Your outburst should be guided by the fact that you were short-changed by your team-player political merchants rather than making it look as if a woman has been robbed, to sharply whip sentiments from the public. You may rather advise yourself to think through the process of your emergence and the purpose.

“It is my humble opinion that if you really want to remain relevant, you should retrace your steps and research more about APM and align with the foundation, so as to have meaning for your political journey. You have hopped around enough to realize that you have been chasing shadows by belonging to the folk of Yusuf Mamman Dantalle.

“You may now see how this show of shame is playing out and leaving you trying hard to disabuse the minds of your paymasters that you did not align with the PDP, contrarily to the declaration of your so-called national chairman, Yusuf Mamman Dantalle. What a Pity.

“Anyway, we can now resort to the contemporary parlance of: “As e de pain them, e go de sweet us.”

NATIONAL BROADCAST BY HIS EXCELLENCY MUHAMMADU BUHARI, PRESIDENT, FEDERAL REPUBLIC OF NIGERIA ON THE CHALLENGES OF THE CURRENCY SWAP AND STATE OF THE NATION, ON 16th FEBRUARY, 2023

My Dear Compatriots,

​I have found it necessary to address you today, on the state of the nation and to render account on the efforts of our administration to sustain and strengthen our economy, enhance the fight against corruption and sustain our gains in the fight against terrorism and insecurity which has, undoubtedly, been impacted by several internal and external factors.

2.​Particularly, I am addressing you, as your democratically elected President, to identify with you and express my sympathy, over the difficulties being experienced as we continue the implementation of new monetary policies, aimed at boosting our economy and tightening of the loopholes associated with money laundering.

3.​Let me re-assure Nigerians, that strengthening our economy, enhancing security and blockage of leakages associated with illicit financial flows remain top priority of our administration. And I shall remain committed to my oath of protecting and advancing the interest of Nigerians and the nation, at all times.

4.​In the last quarter of 2022, I authorised the Central Bank of Nigeria (CBN) to redesign the N200, N500, and N1000 Nigerian banknotes.

5.​For a smooth transition, I similarly approved that the redesigned banknotes should circulate concurrently with the old bank notes, till 31 January 2023, before the old notes, cease to be legal tender.

6.​In appreciation of the systemic and human difficulties encountered during implementation and in response to the appeal of all citizens, an extension of ten days was authorized till 10th February, 2023 for the completion of the process. All these activities are being carried out within the ambit of the Constitution, the relevant law under the CBN Act 2007 and in line with global best practices.

7.​Fellow citizens, while I seek your understanding and patience during this transient phase of implementation, I feel obliged to avail you a few critical points underpinning the policy decision. These include:

a. The need to restore the statutory ability of the CBN to keep a firm control over money in circulation. In 2015 when this administration commenced its first term, Currency-in-Circulation was only N1.4trillion.
b. The proportion of currency outside banks grew from 78%in 2015 to 85% in 2022. As of October 2022, therefore, currency in circulation had risen to N3.23 trillion; out of which only N500 billion was within the Banking System while N2.7 trillion remained permanently outside the system; thereby distorting the financial policy and efficient management of inflation;
c. The huge volume of Bank Notes outside the banking system has proven to be practically unavailable for economic activities and by implication, retard the attainment of potential economic growth;
d. Economic growth projections make it imperative for government to aim at expanding financial inclusion in the country by reducing the number of the unbanked population; and

e. Given the prevailing security situation across the country, which keeps improving, it also becomes compelling for government to deepen its continuing support for security agencies to successfully combat banditry and ransom-taking in Nigeria

8.​Notwithstanding the initial setbacks experienced, the evaluation and feedback mechanism set up has revealed that gains have emerged from the policy initiative.

9.​I have been reliably informed that since the commencement of this program, about N2.1 trillion out of the banknotes previously held outside the banking system, had been successfully retrieved.

10.​This represents about 80% of such funds. In the short to medium and long terms, therefore, it is expected that there would be:

a. A strengthening of our macro economic parameters;
b. Reduction of broad money supply leading to a deceleration of the velocity of money in the economy which should result in less pressures on domestic prices;
c. Lowering of Inflation as a result of the accompanying decline in money supply that will slow the pace of inflation;
d. Collapse of Illegal Economic Activities which would help to stem corruption and acquisition of money through illegal ways;
e. Exchange Rate stability;
f. Availability of Easy Loans and lowering of interest rates; and
g. Greater visibility and transparency of our financial actions translating to efficient enforcement of our anti- money laundering legislations.
11.​I am not unaware of the obstacles placed on the path of innocent Nigerians by unscrupulous officials in the banking industry, entrusted with the process of implementation of the new monetary policy. I am deeply pained and sincerely sympathise with you all, over these unintended outcomes.

12.​To stem this tide, I have directed the CBN to deploy all legitimate resources and legal means to ensure that our citizens are adequately educated on the policy; enjoy easy access to cash withdrawal through availability of appropriate amount of currency; and ability to make deposits.

13.​I have similarly directed that the CBN should intensify collaboration with anti-corruption agencies, so as to ensure that any institution or person(s) found to have impeded or sabotaged the implementation should be made to bear the full weight of the law.

14.​During the extended phase of the deadline for currency swap, I listened to invaluable pieces of advice from well meaning citizens and institutions across the nation.

15.​I similarly consulted widely with representatives of the State Governors as well as the Council of State. Above all, as an administration that respects the rule of law, I have also noted that the subject matter is before the courts of our land and some pronouncements have been made.

  1. ​To further ease the supply pressures particularly to our citizens, I have given approval to the CBN that the old N200 bank notes be released back into circulation and that it should also be allowed to circulate as legal tender with the new N200, N500, and N1000 banknotes for 60 days from February 10, 2023 to April 10 2023 when the old N200 notes ceases to be legal tender.

17.​In line with Section 20(3) of the CBN Act 2007, all existing old N1000 and N500 notes remain redeemable at the CBN and designated points.

18.​Considering the health of our economy and the legacy we must bequeath to the next administration and future generations of Nigerians, I admonish every citizen to strive harder to make their deposits by taking advantage of the platforms and windows being provided by the CBN.

19.​Let me assure Nigerians that our administration will continue to assess the implementation with a view to ensuring that Nigerians are not unnecessarily burdened. In this regard, the CBN shall ensure that new notes become more available and accessible to our citizens through the banks.

20.​I wish to once more appeal for your understanding till we overcome this difficult transient phase within the shortest possible time.

21.​Fellow citizens, on the 25th of February, 2023 the nation would be electing a new President and National Assembly members. I am aware that this new monetary policy has also contributed immensely to the minimization of the influence of money in politics.

22.​This is a positive departure from the past and represents a bold legacy step by this administration, towards laying a strong foundation for free and fair elections.

23.​I urge every citizen therefore, to go out to vote for their candidates of choice without fear, because security shall be provided and your vote shall count.

24.​I however admonish you to eschew violence and avoid actions capable of disrupting the electoral processes. I wish us all a successful General Elections.

Alleged 3bn Scam: Kogi Gov’s Nephew, Others to Remain in Prison Until February 20

Justice Obiora Egwuatu of the Federal High Court sitting in Abuja, has adjourned ruling on the bail application filed by Ali Bello, nephew of the Kogi State Governor, Yahaya Bello, and four others in a N3 billion money laundering trial to Monday, February 20, 2023.

At the resumed proceedings on the case on Tuesday, February 14, defence counsel, Ahmed Raji, SAN, informed the court of two motions filed on February 7, 2023, seeking the withdrawal and replacement of the initial applications of January26, 2023 on behalf of the defendants.

In the supporting affidavits, Raji prayed the court to grant the first defendant and others bail “on the most liberal terms”, stating that the defendants are law -abiding citizens.

“My lord, it has been more than a year since the EFCC has been investigating them and they were admitted to bail which they have not jumped, even once. In fact, the fourth defendant at a time, got his passport back and was permitted by the EFCC to travel to Mecca and he came back,” he said.

However, prosecution counsel, Kabiru Hussini, relying on a seven- paragraph counter affidavit, faulted Raji’s claims. “My lord, our written addresses oppose the application for bail, because we believe that in the interest of this case, the defendants have every tendency to jump bail, because they have all the influence, resources and power to intimidate our witnesses and tamper with evidence in this case”, he said.

Justice Egwuatu adjourned to February, 20 2023, for ruling on the bail application.

Bello and four others, were docked on Wednesday, February 8, 2023 on 18 count charges bordering on criminal misappropriation and money laundering to the tune of N3,081,804,654.00( Three Billion, Eighty One Million, Eight Hundred and Four Thousand, Six Hundred and Fifty Four Naira). The other four defendants are Abba Adauda, Yakubu Siyaka Adabenege, Iyada Sadat and Rashida Bello( at large).

Count one of the charge reads “That you, ALI BELLO, ABBA ADAUDU, YAKUBU SIYAKA ADABENEGE, IYADA SADAT, RASHIDA BELLO (at large) sometime in June, 2020 in Abuja within the jurisdiction of this Honourable Court procured E- Traders International Limited to retain the aggregate sum of N3,081,804,654.00 (Three Billion, Eighty One Million, Eight Hundred and Four Thousand, Six Hundred and Fifty Four Naira) which sum you reasonably ought to have known forms part of proceeds of unlawful activity to wit: criminal misappropriation, and you thereby committed an offence contrary to sections 18(a), 15(20)(d) of the Money Laundering Prohibition Act, 2011 as amended and punishable under section 15 (3) of the same Act”.

Count 3 reads, “That you, ALI BELLO, ABBA ADAUDU, RASHIDA BELLO (at large) sometime in November, 2021 in Abuja within the jurisdiction of this Honorable Court procured E-Traders International Limited to transfer the aggregate sum of $570,330 (Five Hundred and Seventy Thousand, Three Hundred and Thirty United States Dollars) to account number no; 426-6644272 domiciled in TD Bank, United States of America, which sum you reasonably ought to have known forms part of proceeds of unlawful activity to with: criminal misappropriation, and you thereby committed an offence contrary to section 15(2)(d) of the Money Laundering Prohibition Act, 2011 as amended and punishable under section 15 (3) of the same Act”.

African Union Assesses Nigeria, 12 Others’ Implementation Status on IFFs

The African Union has commenced an assessment of the national response level and implementation status of the recommendations of the AU High Level Panel on Illicit Financial Flows (IFFs) in 13 out of the 55 African countries.

The countries are Nigeria, Algeria, Burkina Faso, Democratic Republic of Congo, Ghana, Lesotho, Malawi, Mauritius, Namibia, South Africa, Sudan, Tanzania and Tunisia. The assessment will cover all African countries.

The Senior Adviser to the AU High Level Panel on IFFs from Africa, Ambassador Maxwell Mkwezalamba and the Head of Secretariat of the AU High Level Panel on IFFs from Africa, Ms. Souad Aden-Osman, made this known at a technical validation workshop held at the headquarters of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) in Abuja on Tuesday.

“We had a long list of several others who were competing for this office around the UN member Nations, and after independent rigorous research on all of their achievements in the areas concerned (SDGs) by the Directorate of Research and Data Analysis, you were amidst the few who made it to serve in this high profile capacity.

“In as much as the organization says, congratulations, a lot needs to be done as the 17 SDGs need to be domesticated by all means on or before 2030.

TARABA STATE GOVERNOR COMMENDS TROOPS’ RESILLIANCE IN SUSTAINED OFFENSIVE AGAINST CRIMINAL ELEMENTS

The Executive Governor of Taraba State, His Excellency, Architect Darious Dickson Ishaku has commended troops of the Nigerian Army for their sustained efforts towards flushing out criminal elements in state. Governor Ishaku made this know today when the General Officer Commanding (GOC) 3 Division and Commander Operation SAFE HAVEN (OPSH), Major General Abdulsalami Ibrahim paid him a courtesy visit in Government House Jalingo.

According to Lieutenant Colonel Ishaku Takwa, Acting Deputy Director Army Public Relations 3 Division in a press release, said, the Governor revealed that since the deployment of troops in the state, banditary and other forms of criminalities have been kept at low ebb. He further called on the people of the state to sustain the level of support and cooperation with security agencies to flush out the remaining criminal elements in the state.

The Governor who also presented Certificate of Occupancy of the land donated by the state to the Nigerian Army (NA) for the construction of Headquarters 6 Brigade, reaffirmed his commitment to providing the needed support to enhance the operation of the NA in the State. He disclosed that the speedy approval of the land was in recognition and appreciation of the commitment of troops to ensuring peace and security of lives and properties of the people.

Speaking earlier, the GOC and Commander OPSH noted that the NA will not rest on its oars untill criminal elements are completely flushed out of the country. He added that development can only strive in an atmosphere of peace.

General Ibrahim further appreciated the Governor for allocating the land to the NA to build the Brigade Headquarters in Jalingo and commended the state government for the support and cooperation being enjoyed by troops deployed in the state.

While Commissioning the newly built resident of 6 Brigade Regimental Sergeant Major in Jalingo, the GOC said the house was constructed on the directive of the Chief of Army Staff, Lieutenant General Faruk Yahaya in line with his vision of having ” A Professional Nigerian Army Ready to Accomplish Assigned Mission Within a Joint Environment in Defence of Nigeria.” He noted that the Regimental Sergeant Majors are very significant in ensuring discipline and regimentation in the military.

Troops Of Operation Whirl Give Terrorists Bloody Nose, Neutralize 4 Bandits, Capture Arms And Ammunition In Kaduna

In continuation with the onslaught against banditry, kidnapping, terrorism and other criminal activities in the North Western part of the country, troops of 1 Division Nigerian Army and Air Component Operation Whirl Punch dealt massive blow on criminal elements.

In an operation that lasted for about 48 hours, troops cleared Manini-Kuriga, Farin Ruwa, Kwanan Yashi, Makera, Dogon Dawa-Maidaro, road Kidanda-Yadi Forest and Sabon Birnin all in Birnin Gwari Local Government Area and Dogon-Dawa-Kidandan in Giwa Local Government Area of Kaduna State. During the encounter, troops engaged the criminals with heavy and superior firepower, capturing one AK 47 rifle with quantity 20 rounds of 7.62mm Special, six motorcycles and neutralised 4 Bandits while others escaped with gunshot wounds. The troops in their efforts to permanently displace the bandit and rendered the general area inhabitable for all criminals went ahead to destroy all the bandits enclaves, properties and the captured motorcycles.

The General Officer Commanding 1 Division Nigerian Army and Force Commander Operation Whirl Punch, Major General Taoreed Lagbaja  expressed his satisfaction with the conduct of the troops during the operation and commended them for their gallantry and resilience. He also urged all law abiding citizens to continue to assist the military and other security agencies with timely and credible intelligence.

Additionally, he appealed to members of the public, particularly health facilities and paramedics to watch out for persons who may be seeking medical attention for gunshot wounds and kindly report to relevant security agencies.

…Applauds the Division’s Proactiveness in Sustaining the Operational Successes in the Theatre

The Theatre Commander (TC) Joint Task Force North East Operation HADIN KAI (OPHK) Major General Ibrahim Ali has extolled the operational posture, proficiency and proactiveness of 7 Division Nigerian Army in sustaining the operational tempo and momentum in the ongoing onslaught against Boko Haram Terrorists and their Islamic State of West African Province (ISWAP) counterparts in the North East Theatre of operations.

The Theatre Commander gave the commendation during his familiarization visit to the Division’s Headquarters in Maimalari Cantonment on Saturday, 11 February 2023. On arrival, the TC was received by the General Officer Commanding 7 Division and Commander Sector 1 OPHK, Major General Waidi Shaibu who introduced him to the various Component Commanders and other Principal Staff Officers of Headquarters 7 Division, before ushering him into the Operations room where he received a detailed brief on the general security situation within the Division’s Area of Responsibility. The TC was also briefed on deployments of formations and units under command, as well as the successes, challenges and future projections of the Division, amongst others.

He thereafter inspected series of ongoing projects within Maimalari Cantonment before proceeding to Forward Operating Base, Molai to assess the operational readiness of deployed troops.

In his remarks, the TC lauded the Division for its concerted efforts in fostering peace in the Theatre. He urged officers and men to remain diligent and focused in ensuring that the remnants of the BHTs/ISWAP terrorists are decisively dealt with. He equally urged them to shun all forms of misconduct while working towards the actualisation of the Theatre’s mandate in eradicating terrorism in the North East. The TC thereafter commended the GOC for his efforts at developing the infrastructure in the Cantonment and implored him to maintain set standards in order to assuage the acute shortage of accommodation in the Cantonment.

Climax of the visit was a simulation of various combat drills by troops of 7 Division Garrison which held at FOB Molai, signing of the visitor’s register and group photograph. Present during the visit were Formations and Unit Commanders, Principal Staff Officers from Headquarters Theatre Command and 7 Division.
