Seme Border: Dr. Raymond Edoh calls for immediate investigation as youth backs customs to end smuggling

By Emmanuel Daudu

The United Nations Habitat Ambassador to Nigeria, Dr. Raymond Edoh has called on the federal government to investigate a crisis that broke out at the Seme border recently leading to the death of no fewer than thirty-three Nigerians which was alleged to be fueled by smuggling of the Nigerian crude.

The Ambassador who spoke bitterly on the illegal act of smuggling pointed out the federal government is losing a lot of funds daily through the channels of the Nigerian borders.

While speaking to newsmen on Tuesday, he said, smugglers have been using the Seme border to smuggle at least 2000 liters of fuel daily from the Nigerian economy which is undergoing serious hard times at the moment.

In his opinion, he said, the Nigerian Customs Service should be allowed to do its job, and competent officers should be placed on such strategic borders to bring to an end such an act.
“Nigerians are suffering and a few individuals keep on smuggling fuel out of the already stressed economy at the detriment of the nation. This doesn’t only take place in Seme alone. Elena, Mobile, Katsina borders, and others are very cheap routes for smugglers and this must not continue again.

“The Comptroller General of the Nigerian Customs Service, Adewale Adeniyi should as a matter of urgency act fast and put this to an end while the federal government under the dynamic leadership of President Bola Ahmed Tinubu GCFR investigate other security agencies who are aiding smuggling.

“It would be better these actions are taken now else we the youths of this country will not continue to fold our arms and keep watching as our future is determined by a few individuals, illegally.

“There are various measures that can be taken to curb smuggling and strengthen border security. Some of them are Increased patrolling: Increase the number of border guards and patrols to monitor the border more closely. This will help to detect and intercept smugglers before they can cross the border with their illegal goods.

“Use of technology: Employ technology such as drones, sensors, and other surveillance equipment to monitor the border in real time and detect illegal activities.

“Strengthening laws: Enforce stricter laws and penalties for smuggling and illegal activities at the border. This will act as a deterrent for smugglers and help to reduce the incidence of smuggling.

“Collaboration with neighboring countries: Work with neighboring countries to share intelligence information and coordinate efforts to combat smuggling.

“Training and education: Train border officials to identify and intercept smugglers and provide education to the public on the negative impacts of smuggling.

“Increasing resources: Increase resources such as funding, personnel, and equipment to enhance border security operations and combat smuggling effectively”.

Also speaking on the deteriorating collection of Customs Duties, Edoh has this to say, “Recently I have also noticed a slight fall in the collection of Customs duties. If any group of people is somewhere sabotaging the efforts of the CG Customs, it then means, they should be ready to fight with the Nigerian youths henceforth. We the Nigerian youths are solidly behind The Nigerian Customs Service CG, Adewale Adeniyi and he must succeed.

“We also recently gathered that 100s of cars are been smuggled in through the Kaduna border. This act doesn’t help Nigeria, and we the youths are standing up in solidarity with the Nigerian Customs to put to an end to smuggling under the leadership of Adewale Adeniyi. He has shown capacity and capability, and we the youths are passing a Vote of Confidence on him”.

Earlier, Edoh said, to ensure that customs duties are not lost, it’s important to follow proper procedures and maintain accurate documentation by Understanding the customs regulations: Familiarize yourself with the customs regulations and requirements of the country you are importing or exporting goods to/from. Each country has its own rules and procedures, and compliance is crucial to avoid any issues.

“Classify goods correctly: Accurately classify your goods according to the appropriate Harmonized System (HS) codes. The HS code determines the applicable customs duties and taxes. Use the customs tariff schedule of the country to determine the correct code for your goods.

“Accurate valuation: Properly value your goods for customs purposes. Follow the guidelines provided by the customs authority to determine the correct customs value, which includes the cost of goods, insurance, freight charges, and any other applicable charges.

“Complete documentation: Ensure that all necessary customs documentation is complete, accurate, and submitted on time. This typically includes invoices, packing lists, bills of lading, certificates of origin, and any other relevant documents required by the customs authority.

“Use a licensed customs broker: Consider using a licensed customs broker or freight forwarder to handle your customs clearance processes. They have expertise in navigating customs regulations and can help ensure compliance and accuracy in documentation.

“Maintain records: Keep detailed records of all transactions, including customs documents, receipts, and correspondence related to the import/export of goods. These records can serve as proof of compliance and can be helpful in case of any disputes or audits.

“Stay updated: Stay informed about any changes in customs regulations or procedures. Customs regulations can be subject to frequent updates and amendments, so it’s important to be aware of any changes that may affect your import/export activities.

“By following these steps, you can minimize the risk of customs duties being lost and ensure compliance with customs regulations. However, it’s always advisable to consult with a customs professional or seek legal advice for specific import/export transactions to ensure full compliance.

“Customs duties are a significant tool for national development especially in Nigeria. imposing customs duties, the government has been generating revenue to finance our development programs and initiatives. These funds are used to improve infrastructure, healthcare, education, and other important areas of the economy.

Furthermore, customs duties are used to protect domestic industries from foreign competition, promoting the growth of local production and the creation of jobs. High tariffs on imported goods can make them less competitive and encourage consumers to buy locally-produced goods.

“Customs duties are also used to regulate the import and export of goods, promoting the trade of certain goods over others. This over the years has benefited specific sectors of the economy, such as agriculture, and manufacturing, by opening up new opportunities for business and trade.

Overall, the use of customs duties has been an effective means for governments to achieve their developmental goals and strengthen their local economies.

“Having spoken this far, you would agree and see reasons with us, the Nigerian youths why smuggling should be put to an end in this nation.

“Henceforth, be mind made up to support the youths, CG Customs to end smuggling in Nigeria. Ending smuggling is a collective effort. And like I said earlier, we the Nigerian youths are Passing a Vote of Confidence on the Comptroller General of the Nigerian Customs Service, Adewale Adeniyi and we call on President Bola Ahmed Tinubu to confirm his appointment because he has shown his worth, capability, wealth of proficiency, transparency and readiness to make the Nigerian Customs a digital one in line with the President’s Renewed Hope Agenda”.

Youth Passes Vote of Confidence on CG Customs

By Emmanuel Daudu

Nigerian Youths has passed a Vote of Confidence on the Comptroller General, Nigerian Customs Service, Adewale Adeniyi.

The Coalition of Nigerian youths led by the United Nations Habitat Ambassador to Nigeria, Dr. Raymond Edoh while passing the Vote of Confidence on the CG Customs, Adewale Adeniyi during a massive press briefing held on Tuesday in Abuja alongside a multitude of youths across the federation stated that Adeniyi has shown capacity, and his technocratic expertise to reform the Customs Service is second to none. His willingness and passion to digitilize the Service is absolutely unusual and pleads the Federal government under the leadership of President Bola Ahmed Tinubu to Confirm him.
“The few months Adewale Adeniyi has been in the office as CG of the Nigerian Customs Service, we the youths of this country have seen tremendous changes in the Service and the Service is now gaining our trust back, I mean the trust of the youths”, Edoh said.

UN-Habitat Ambassador calls for strengthened Border Security

The UN-Habitat Ambassador to Nigerian, His Excellency Dr. Raymond Edoh has stated that no fewer than ten thousand Nigerian youths would be mobilized to commence a nationwide campaign against smuggling which is aimed at sanitizing the Nigerian goods and services market for the safety of Nigerian lives and property and to henceforth put to an end smuggling, across the federation.
“Statistically speaking, 99.9% of perpetrators of smuggling activities are carried out by the youths and as such, the best measure is to use the youth constituency to conscientise others via an eye opening campaigns.

“Alot of Customs Officers have lost their lives in the course of fighting smuggling, and the civilians also have lost their lives in the course of consuming smuggled products, and this simply means, if it is allowed to continue, the country would be in a serious mess in the nearest future. That’s why we can’t ford our arms any longer and watch smuggling eat the future of this nation”.

The UN-Habitat Ambassador to Nigeria made this known on Tuesday at the Nigerian Customs Service headquarters in Abuja during a courtesy visit to the Comptroller General of the Nigerian Customs Service.

While speaking, Dr. Raymond has this to say, “Smuggling can have various negative effects on a nation, both economically and socially. Here are some of the key impacts of smuggling:

“Economic Losses: Smuggling undermines legitimate trade and tax revenues. It leads to a loss of government revenue as smuggled goods bypass customs duties, sales taxes, and other tariffs. This reduces the funds available for public services, infrastructure development, and social welfare programs.

“Unfair Competition: Smuggling creates an uneven playing field for legitimate businesses. Smuggled goods are often sold at lower prices since they avoid taxes and import duties. This puts legal businesses at a disadvantage, leading to reduced profitability, job losses, and sometimes business closures.

“It also leads to Distorted Markets: Smuggling disrupts domestic markets by flooding them with illicit products. This can result in price fluctuations, reduced quality control, and unfair market competition. Legal producers and manufacturers may find it difficult to survive in such an environment, affecting the overall health of the economy.

“Organized Crime and Corruption: Smuggling is often associated with organized criminal networks. These networks engage in various illegal activities, including drug trafficking, human trafficking, arms smuggling, and counterfeit goods. The presence of organized crime undermines social stability, erodes public trust in institutions, and fosters corruption within law enforcement agencies.

” Loss of Intellectual Property: Smuggling frequently involves the trafficking of counterfeit and pirated goods. This leads to significant losses for industries that rely on intellectual property rights, such as entertainment, technology, and luxury goods. Counterfeit products not only harm the legitimate market but can also pose risks to consumer health and safety.

“Security Concerns: Smuggling can be a conduit for illicit trade in weapons, drugs, and other contraband, which can have severe security implications. It can facilitate the financing of terrorism, contribute to the proliferation of illegal firearms, and undermine public safety.

“Environmental Impact: Certain smuggled goods, such as wildlife products, hazardous materials, or illegal waste disposal, can have detrimental effects on the environment. Smuggling can contribute to deforestation, wildlife depletion, pollution, and ecological imbalances in the larger picture.

While unveiling a Roll up banner with inscriptions, “National War Against Smuggling, Help Customs Officers End Smuggling Today, Stop Smuggling Today,” and Flags distributed to attendees with the inscription, “Say No to Smuggling”, Edoh said,
the way forward remains that efforts to combat smuggling require strong law enforcement, international cooperation, and targeted policies. By addressing smuggling activities, nations can protect their economies, promote fair trade, enhance public safety, and safeguard the well-being of their citizens.

Proffering solutions, he said, “Curbing smuggling nationwide requires a comprehensive approach that involves various stakeholders, including government agencies, law enforcement authorities, and international cooperation. Here are some effective strategies to combat smuggling:

“Strengthen Border Controls: Enhance border security measures by investing in technology, infrastructure, and personnel training. Implement advanced scanning systems, surveillance technologies, and intelligence-sharing mechanisms to detect and intercept smuggled goods.

“Improve Customs Enforcement: Enhance the capacity and training of customs officials to effectively identify and seize smuggled goods. Implement risk assessment techniques, data analytics, and profiling methods to target high-risk shipments and individuals involved in smuggling activities.

“Strengthen Legal Frameworks: Review and update existing laws and regulations related to smuggling, including customs, trade, intellectual property, and anti-money laundering legislation. Ensure that penalties for smuggling offenses are sufficiently stringent to deter potential smugglers.

” International Cooperation: Foster bilateral and multilateral cooperation with neighboring countries and international organizations to combat cross-border smuggling. Share intelligence, coordinate operations, and exchange best practices to enhance enforcement efforts.

“Public Awareness and Education: Launch public awareness campaigns to educate citizens about the negative impacts of smuggling. Promote responsible consumer behavior and discourage the purchase of counterfeit goods. Encourage citizens to report suspicious activities and provide channels for anonymous reporting.

“Strengthen Law Enforcement Collaboration: Improve coordination and information sharing among relevant law enforcement agencies, such as customs, police, immigration, and financial intelligence units. Establish specialized task forces or joint operations to target organized smuggling networks.

” Strengthen Anti-Corruption Measures: Combat corruption within law enforcement agencies by implementing transparent recruitment processes, promoting accountability, and providing adequate training and resources. Establish mechanisms for reporting and investigating corruption allegations.

“Engage the Private Sector: Work closely with businesses, industry associations, and intellectual property rights holders to raise awareness and collaborate in the fight against smuggling. Encourage the implementation of supply chain security measures and the use of authentication technologies to prevent counterfeiting.

“Strengthen International Trade Agreements: Include provisions in trade agreements that address smuggling and the protection of intellectual property rights. Facilitate information sharing and cooperation between nations to combat transnational smuggling networks.

“Enhance Penalties and Prosecution: Ensure that smugglers face significant legal consequences for their actions. Strengthen prosecution efforts, establish specialized courts or dedicated units to handle smuggling cases, and provide adequate resources to support investigations and court proceedings.

“Making capacity building of the Customs officers a greater priority.

“By implementing these strategies in a coordinated and sustained manner, Nigeria can significantly reduce smuggling activities, protect their economies, and promote fair trade while enhancing security and public safety.

Earlier, while speaking on the UN-Habitat and it’s mandate, His Excellency, Dr. Raymond Edoh disclosed that UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organisation are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206.

“The United Nations Millennium Declaration recognises the dire circumstances of the world’s urban poor. It articulates the commitment of Member States to improve the lives of at least 100 million slum dwellers by the year 2020 – Target 11 of Goal No.7 – a task mandated to UN-Habitat.

“As large as 100 million may seem, however, it is only 10 per cent of the present worldwide slum population, which, if left unchecked, will multiply threefold to 3 billion by the year 2050. The challenge is made more daunting by the fact that, according to UN-Habitat’s own research, the world’s slum population has already grown by 75 million in barely three years since the Millennium Declaration.

“As our towns and cities grow at unprecedented rates setting the social, political, cultural and environmental trends of the world, sustainable urbanisation is one of the most pressing challenges facing the global community in the 21st century. In 1950, one-third of the world’s people lived in cities. Just 50 years later, this proportion has risen to one-half and will continue to grow to two-thirds, or 6 billion people, by 2050. Cities are now home to half of humankind. They are the hub for much national production and consumption – economic and social processes that generate wealth and opportunity. But they also create disease, crime, pollution and poverty. In many cities, especially in developing countries, slum dwellers number more than 50 per cent of the population and have little or no access to shelter, water, and sanitation. This is where UN-Habitat is mandated to make a difference for the better.”

Also speaking at the event, Dr. Samson Adeosun, the CEO of ASQ, pointed out that its UK-based company would be training the Nigerian Customs Service Officers for free with a UK-based certification aftermath the training.

He reiterated that it is a way of giving back to the Nigerian government as he assures Customs of an efficient and effective UK-based border control standard kind of operation after the training of their officers.

Reacting to the statements, the Comptroller General of the Nigerian Customs Service, Adewale Adeniyi applauded the UN-Habitat Ambassador to Nigeria, Dr. Raymond Edoh for extending a hand of partnership to the Nigerian Customs Service.
“On behalf of the Nigerian Customs Service, we welcome you to the Service Headquarters. The Ambassador has raised very important issues here.

“In as much as we are doing our best in the fight against smuggling, there is a need for Nigeria to start producing as invariably, it will reduce smuggling and strengthen the Naira. In a situation where a country depends on importation and nothing is exported, the currency of the economy will suffer devaluation and with the same kind of one-sided economy of importation, the country tends to be under a high risk of smuggling.

“Recently, in a bid to strengthen our officers in the fight against smuggling, we have trained six officers on ICT. This would help in all areas including Border Control. They just return to the country not long”.

Speaking further, he assured the UN-Habitat delegation of Customs’ total support using the Youth Constituency to fight Smuggling in Nigeria as well as the training of Customs officers as he delegated the Deputy Controller General, Enforcement and Drugs and Administration, Abba Kura to closely work with them to achieve the desired result.

The highlight of the event was the exchange of plaques, group photographs, and the presentation of a customized T-shirt and Face cap by the UN-Habitat Ambassador to Nigeria, H. E., Dr. Edoh.

According to Dr Audi, state governments have greater roles to play in providing maximum support that will help in curbing attacks and criminalities in states.

“Sometimes, these bandits come out from their hiding, hit a target, and run back to hiding; leaving a devastating effect on both lives and property.

“We have our Special Forces and with scientific collaborations with other security agencies, the attacks will come to an end very soon.

“No single agency can tackle insecurity, hence, the need for a more inclusive operational strategy to end the menace,” CG said.

The CG commended the Governor for the proactive steps taken in the right direction to secure his people and assured of the Corps’ readiness to collaborate effectively with Katsina State Government in the fight against banditry, vandalism, and economic sabotage in the state.

Responding, the Katsina State Governor stated that his visit was to further solidify the existing cordial relationship between the Corps and the Katsina State Government.

“You have been very supportive in addressing the issues of insecurity disturbing our people.

“Katsina is one of the states suffering from bandit attacks and other forms of criminalities.

“I have therefore come to solicit for more cooperation and to see how we can collaborate in bringing peace to our state,” he said.

The Governor lamented the inadequate number of personnel across security services which has impeded the expected success in the fight against insecurity.

He explained that the state has trained and engaged the service of about one thousand five hundred (1,500) indigenes to assist the conventional security agencies in the state.

“I believe with the engagement of the locals in the form of civilian Joint Task Force (JTF), combined with the conventional security, we will go a long way in combating insecurity and reduce it to the barest minimum,” the Governor said.

NOGASA calls FG attention over incessant increase of diesel price

The Natural Oil and Gas Suppliers’ Association of Nigeria (NOGASA) has raised alarm on the incessant increases in the price of AGO in the market.

The National President of NOGASA -Benneth korie who made this known in a press Statement in Abuja, said that- the rapid increases in prices have made it difficult for suppliers to access product and loans from commercial banks for doing their business.

This rising prices are also evidently causing veritable hardships haulege transportation and commuters alike.

He therefore called on Government to intervene before it will kills the sector and derails the anticipated growth, it is working towards achieving- as this will be counter productive to the aspirations of our over all national political economy.

The National President stated that the meeting of the association slated in October will take adequate steps towards finding lasting solutions to the problem.

NOGASA, he added is worried about the ugly development and is trying to understand why prices of Diesel are going as high as N950 to N1100 per litre as today in the market with a view to moderating the prices and shocks in the economy.
However, the price of crude oil as at today is 95 dollar per barell and doller exchange is racing towards #1000 per dollar. Consequently, the Nigeria refineries should be given emergency attention by government to forestall the nose diving of the economy.

United Nations Partners FG On  Durable Solutions To Humanitarian Crises In Nigeria

By Emmanuel Daudu

The United Nations says it welcomes the federal government’s positions on a coordinated approach to handling humanitarian crises in Nigeria.

The UN describes the approach as the best way to find durable solutions to the multi-dimensional humanitarian challenges facing the country,  saying it will partner with the federal government in that regard.

According to Rasheed Olanrewaju Zubair (ANIPR), Special Adviser on Media and Publicity to Honourable Minister, MHAPA, in a press release made available to journalists on Monday,
A UN Team led by the Special Adviser to the United Nations  Secretary-General on solutions to internal displacement, Mr. Robert Piper,  made this known when he visited the Minister for Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu in her office.

Piper who was joined at the meeting by the UN Resident and Humanitarian Coordinator in Nigeria, Matthias Schmale said only durable solutions can bring quick coordinated results.

He commended the Minister for starting well by visiting areas with major humanitarian needs and pledged the UN’s support for Nigeria under President Bola Ahmed Tinubu to reduce humanitarian and Poverty crises in the country.

According to Piper, his mission in Nigeria was to follow the UN Secretary General’s action agenda on internal displacement and to renew the assurances of the UN in supporting Nigeria in her areas of  Humanitarian needs.

He was full of praise for Dr. Edu for her achievements within just three weeks of assuming office as Minister.

“Honourable Minister,  you have worked so hard in just three weeks; given what we have seen you doing, it looks as if you have been in the office for a  long time, please keep it up”, Piper said.

Responding, the Minister thanked the UN team for the visit and kind words. She however opined that operating in silo by different UN agencies would not bring desired humanitarian response results despite their efforts. “We must face reality, when humanitarian crises occur, the temptation is to offer emergency response only hoping the will be resolved quickly and people will go back home. however, the reality on ground is that people in their millions are displaced for many years. Some 10 years, some even a life time. So instead of building “ waterproof” Tarpaulin make shift huts that can’t stand even 6 months amongst other temporal solutions, let’s offer more durable solutions that can resettle people in their new locality and set them on a path of economic prosperity again.”

“There is a need for a coordinated approach in line with the government’s vision. humanitarian crisis are big challenges, I just returned from Niger and I have been to Borno, the challenges there are huge. Benue is even more pressing, more needs to be done to support Nigeria.

“Development Partners should stop building tarpaulins for the Internally Displaced Persons (IDPs) and provide them with  durable homes, finding durable solutions to the problem of resettlement, improve their livelihood and provide  means  of economic survival for them in collaboration with the federal and state governments”

Edu said the  Renewed Hope Agenda of President Bola Ahmed Tinubu was beginning to be felt by the IDPs in Nigeria and expressed optimism that with the approval of the Humanitarian Trust Fund, through Budget provision, Special allocation, tax, Development partners support and private sector support, humanitarian crisis and Poverty in Nigeria would soon be things of the past.

She explained that the  Federal  government’s work plan on humanitarian responses will trickle down to states to provide  durable solutions and not just hand out of food and other materials to the IDPs

“The President will also be discussing this at the United Nations General Assembly (UNGA). “It’s time to provide durable solutions to Humanitarian crises and poverty in Nigeria” she added.

Present at the high level meeting was the permanent Secretary of the ministry of Humanitarian Affairs and poverty Alleviation Mr Abel Enitan.
