WELFARE OF TROOPS REMAINS COAS’ PRIORITY – BRIG GEN NDAHI

The Commander 4 Brigade Nigerian Army; Brigadier General DH Ndahi has said; the welfare of officers and soldiers remains the Chief of Army Staff (COAS) Lieutenant General TA Lagbaja’s utmost priority. He made the statement during the commissioning of the newly upgraded and reconstructed Warrant Officers and Sergeants Mess at 4 Brigade Headquarters on Friday 10 November 2023.

During his remarks – the Commander lauded the COAS for providing funds for the reconstruction of the project which he said; will enable Sergeants and above to have a conducive place to unwind when necessary – he further urged the beneficiaries to maintain the project while he assured them of more impacting projects from the COAS.

The Occasion had in attendance the Acting Chief of Staff 4 Brigade Nigerian Army Lieutenant Colonel HA Ikeh, Commander 4 Brigade Garrison Lieutenant Colonel A Chinedu, the Commanding Officer 322 Artillery Regiment Lieutenant Colonel AO Adewara, Officers and Soldiers.

Defence Ministry Set  To Collaborate With Interior To Fight Internal Security

The Minister of Defence Muhammad Badaru Abubakar, CON mni has said that the Ministry of Defence will collaborate with the Ministry of Interior to fight internal insecurity.

Director (Press & Public Relations), Badaru disclosed this when he received the Minister of Interior on a courtesy visit to  Ship House Abuja on Tuesday, 14th November 2023.

According to the him, the Ministry has recorded successes in the fight against insecurity and is ready to work with the Ministry of Interior to rid the country of its security challenges.

“The Ministry is ever ready to work with your Ministry in solving the security challenges bedeviling our country, we will succeed if we work with you and you will succeed if you work with us,” he said.

The Minister directed that a technical committee be set up between the two Ministries to forge ahead on areas of collaboration in tackling the security challenges in the country.

Earlier, the Minister of Interior Hon. Olubumi Tunji Ojo said that there is a need for the Ministry of Interior to synergize with the Ministry of Defence to combat internal security in Nigeria.

He noted that the reality on ground is not the same as in 15 years ago. “To curb the current security situation on ground now, we have to come together like never before and device means of tackling insecurity in Nigeria,” he said.

He also explained that securing our land, sea and air boarders would enhance our nation’s security and that:  “A country with a save boarder is a save nation. If you cannot secure your boarders, you cannot secure your nation,” he said.

“My plea is for the Ministry of Defence to know that the Agencies in the Ministry of Interior are very key to internal security. We need to work together,” he said.

The Permanent Secretary, Ministry of Defence, Dr. Ibrahim Abubakar Kana, mni while expressing his welcome address noted that the 8 Point Agenda of President Bola Ahmed Tinubu calls for synergy amongst the Ministers and Ministries to deliver on the mandates of this administration.

He noted that the two Ministries can work together harmoniously to the benefit of Nigerians.

Act Within The Confines Of International Law- Defence Minister tells Nations

The Honourable Minister of Defence, Mohammed Badaru Abubakar CON, mni has opined that in leveraging Defence Diplomacy and effective regional collaboration for enhanced national security, nations should act within the confines  of International law.

Director (Press and Public Relations), in a press release he signed on Tuesday, disclosed that the Minister stated this during the opening ceremony of the CHIEF OF  DEFENCE INTELLIGENCE Annual Conference 2023 held in Abuja. The minister said that acting within the confines of International law would foster equality, guaranty mutual respect, enhance peaceful coexistence and ultimately enhance national security.

He said the Defence Attache system is a veritable Defence Management for solving many problems of a nation, stressing that Nigeria must rise to the occasion and lead the way in these efforts. “In doing so, I urge you, the participants to respect principle of sovereign equality and non- interference in internal affairs of other nations. You must emphasize cooperation rather that competition and act within the confines of international law,” he charged them.

Furthermore on Diplomacy, he said that for any country’s defence strategy to succeed, it must recognize the critical role of diplomacy in reducing military risks as well as fostering shared understanding for enhanced national security.

Badaru therefore urged the  Defence Attache / Advisers who are the participants of the conference to pay attention to the global and regional challenges as diplomats and continue to positively represent the DIA, the Ministry of Defence and the nation in general.

In his remarks, the Honourable Minister of State for Defence, Dr Muhammed Bello Matawalle MON, called on the participants to utilize the opportunity to re-energize their resolve in developing strategies that would continue to improve security, political, economic and diplomatic efforts of the Federal Government of Nigeria.

He charged the Defence Attaches/Advisers to build strong relationships with their host country’s Defence establishments, Government officials and Defence industry stakeholders.

In his keynote address, the National Security Adviser, Mallam Nuhu Ribadu, stated that the objective of the annual conference is to provide an avenue for participants to review progress made during the receding year, assess current and emerging challenges, leverage on past efforts and strategize for the future.

He assured that the Federal Government would not rest on its oars in ensuring a robust and viable Defence Management and security apparatus to address contemporary challenges.

The Permanent Secretary of the Ministry, Dr Ibrahim Abubakar kana mni who delivered the progress report on Defence Attaches 2022 communique called for the full implementation of the recommendations of the 2022 conference as contained in the communique.

He said the implementation of the recommendations was very crucial as the nation is witnessing disturbing conflicts of different magnitude from the North East, North West and South East to other African Countries.

“This is why our full efforts should ensure that our use of diplomacy to sustain peace and preserve human lives is sustained,” he said.

Dr. Kana called on the DEFENCE ATTACHEs to play their roles in the Defence Diplomacy Management in intelligence gathering and sharing and provision of security policy capable of helping in times of troubles in order to create favourable atmosphere that would be beneficial to Nigerians.

Earlier, the CHIEF OF DEFENCE INTELLIGENCE, Major General EAP Undiandeye, said that the theme of the 2023 Annual conference: “Leveraging Defence Diplomacy and Effective
Regional Collaboration for Enhanced National Security” was carefully chosen following recent developments confronting the West African Subregion and Africa at large.

Speaking on milestone achievements of the Military, he said Nigerian Military has recorded considerable successes in its effort to confront Nigeria’s security challenges.

He said that the Military onslaught against insurgents is evident in the massive surrender of the Boko Haram, Islamic State West African Province Terrorists and the containment of the Lake Chad Region.

“Similarly, intensified anti banditry operations in the North West and North Central Zones are yielding the desired results,” he said.

The CDI said that there is the need  to sustain the collaborative efforts at all levels of Defence diplomacy in order to consolidate the records gained.

He called on the Defence Advisers and Attaches to live up to expectations saying that their roles were key in ensuring effective regional collaboration in order to strengthen mechanisms to address identified threats.

PSC Commends Police For Resisting Hijack Of Elections By Miscreants -Staff Monitors say they were courteous, approachable and professional

The Police Service Commission Staff Monitors deployed to the nine Senatorial districts of Kogi, Imo and Bayelsa states says the Police men on election duty were courageous and fairly contained intermittent cases of attempts to hijack the elections.

Saturday, November 11th 2023 disclosed that the Officers in several of the Polling Units visited were said to be courteous, approachable and professional.

Although there were incidents of attacks on voting units, some arrests were recorded in many places especially in Kogi State.

The Police were said to have also contained pockets of attacks in Brass and some other locations in the riverine areas of Bayelsa State.

There were however reports of vote buying in the three states but without the connivance of Police officers on election duties.

The Commission monitored five of the eight local governments in Imo West. In Imo North and East, there were visible patrol of Policemen in collaboration with the Military on the major roads with Police helicopter said to have hovered over the voting space throughout the election period.
Police Officers were said to have arrived in most of the voting units in Bayelsa very early, properly dressed and exhibited high level of professionalism.

PSC Monitors sighted an average of two policemen in most of the voting units while in few others one Police personnel were seen.

The Police were said to have sent early signals in Kogi State where it reportedly arrested several miscreants who attacked Polling Units. The Officers on election duty were complimented by Officers from sister Agencies.

Chairman of the Commission Dr. Solomon Arase, CFR, retired Inspector General of Police who monitored the exercise in Kogi commended the three Deputy Inspectors General of Police who supervised Police operations in the states for their quick responses to the Commission’s intermittent requests for Police intervention in troubled areas. The DIGs were, Frank Mba; Sani Habu and Daniel Isokari-Pedro.

Dr. Arase advised that the Police should remain on guard and prepared to forstal any breakdown of law and order after the announcement of the election results.

He also directed that in the few places where there were pockets of Police misconduct, the Police Management should quickly investigate and forward its recommendations to the Commission for immediate disciplinary action since every act of misdemeanour must have commensurate consequences.

Dr. Arase said the Commission will continue to monitor police conduct during elections as it serves to put the Police on its toes for optimal performance.

The PSC Staff Monitors operated from the nine Senatorial districts while the National Coordinating team partnered the Civil Society groups and operated from the Situation Room in Abuja.

Terrorists suffers unbearable casualties as troops increases  Air Strikes attack

Two major air strikes on 8 November and 11 November 2023 undertaken by the Air Component of Operation Hadin Kai have led to the decimation of several terrorists taking cover at Ajigin and Banki Junction areas located in Borno State.

According to Air Commodore Edward Gabkwet, Director of Public Relations and Information
Nigerian Air Force in a press release on 12 November 2023 disclosed that in efforts aimed at clearing the remnant of terrorists coming to terms that their efforts at causing mayhem and disunity among law-abiding Nigerians are efforts in futility, air interdiction missions were conducted on their enclaves situated at 1.9km South of Ajigin on 8 November 2023. The terrorists, who had hidden 4 gun-trucks under thick shrubs had earlier perfected plans to attack friendly troops’ location around Damboa and Wajiroko. During the air strike, 3 of the gun-trucks were struck, as evidenced by the thick black smoke and fire from the trucks after the strike, while the last gun-truck was observed fleeing the scene of the strike. The truck was subsequently tailed for about 26 Km and thereafter disappeared under a tree. The truck was subsequently struck and observed to be on fire with no sign of movement at the location.
“The destruction of the 4 gun trucks, along with the occupants, effectively degraded the capability of the terrorists to attack friendly forces and locals within the area.

“Air interdiction missions were also conducted at a location 7km East of Banki Junction on 11 November 2023. The location was a well-known terrorists’ enclave hitherto deserted but suddenly active with high terrorists’ activities and used as logistics storage area and staging area to attack troops locations at Bank Junction. The need to attack the location thus became necessary. Accordingly, NAF aircraft were scrambled to interdict the location. The aftermath of the strike revealed the destruction of the location with the logistics sites on fire.

“In an apparent display of desperation, confusion and at a loss on why they have continually been on the receiving end of the Nigerian military, the terrorists have continued to feel the firepower of both the air and ground forces. Indeed, the inability of these terrorists to move freely and at will is also attributed to the effectiveness of the operational jointness exhibited, especially by the air and ground troops, which should be commended.”

Asari Dokubo, Jack-Rich sue for peace in Rivers, urge support for Tinubu

Chief Asari Dokubo, leader of the Niger Delta People’s Volunteer Force, and Tein Jack-Rich, a humanitarian and politician, both sons of Rivers, have called for peace in the midst of the current political turmoil in the state.

The two Niger Delta strongmen, who made the call on Friday when Jack-Rich paid Dokubo a courtesy visit at his home in Obuama, Degema Local Government Area (LGA), of Rivers, also called for support for President Bola Tinubu’s administration.

Dokubo, who noted with concern the political impasse in the state, said though it was normal to have disagreements, the leaders should not continue on the “path of bearing grudges against each other’’.

He said Rivers people could not also afford to be left behind at the federal level, and so must take advantage of Tinubu’s inclusive government, and give the president all the support he required to succeed.

The Niger Delta warlord, who further dispelled rumours of a rift between him and the president said though he was not happy about certain things, he however, had put all that behind him and would continue to support Tinubu in his quest to restore the dignity of Nigeria.

“I am not a regular politician; I am just a friend of Bola Ahmed Tinubu, I am not looking for appointment, but those seeking appointment made sacrifices and are looking up to me to ensure that their sacrifices are not in vain.

Dokubo, who recalled that his friendship with Tinubu dated back to the early 90s, said he had complete faith in the president’s capacity, leadership qualities and his passion for equity and justice.

“I will not do anything that will cause the president pain, and so those around me can be rest assured that I am indeed a great supporter of the president,’’ he said.

He further explained that though he also had some disagreements with Gov. Siminalayi Fubara, they had managed to resolve their differences and had agreed to work together in the best interest of Rivers.

Dokubo therefore, called on Fubara and the FCT minister, Nyesom Wike, to settle amicably whatever differences they had, and work together to ensure that Rivers people enjoyed the dividends of democracy, both at the federal and state levels.

“And as our brother (Jack-Rich) said, we must always move forward and work for the good of Rivers,’’ he appealed.

Speaking earlier, Jack-Rich lauded Tinubu for his timely intervention in the political crisis in the state.

He said the president’s intervention had doused further tensions in the state, and restored confidence of hope for the people and also investors.

“When it comes to the issue of Rivers, we are stakeholders and our interest is for the peace, economic survival, political and economic inclusion of Rivers.

“Sometimes friends fight, parents and children might have disagreements, and they express such in their own ways; I am appealing to the FCT minister and our governor to work out their differences.

“Crisis will drive away investors, and if there are no private investments, capital investments, there cannot be economic growth and our youths won’t be employed.’’

Jack-Rich therefore, called for calm and understanding from both parties, for the sake of Rivers and the people.

He pledged to join forces with Dokubu to achieve lasting peace between Wike and Fubara for the sustainable development of the state so opportunities could be harnessed by the people at all levels.

AFN assures of exert military pressure on groups focusing on derailing progress towards peace and security in the country

The armed forces of Nigerian have stated that it  will continue to exert military pressure on groups that seek to derail any progress towards peace and security in the country.
“There is no doubt that these groups must be defeated and are indeed being defeated.”

Major General Edward Buba, Director Defence Media Operations made this known on Thursday while addressing journalists on the Ongoing Military Operational Activities by the Armed Forces of Nigeria as of 9 November 2023, held at the Defence Headquarters, Abuja.




While speaking further, he said, “It is for these reason we are inflicting severe damage on the terrorist, insurgents and violent extremist through our  operations across the country. Accordingly, we are targeting their leadership, infrastructure and foot soldiers.  

“The coordination between the air and ground forces is like never seen before and yielding amazing results and achievements. We are expecting new platforms that would further enhance our capabilities to further  root out the terrorist and destroy their military capabilities.

“The operations of the last one week, resulted in 113 neutralized terrorists with 300 of them arrested. Troops also arrested 25 perpetrators of oil theft and rescued 91 kidnapped hostages. In the SS, troops denied oil theft of the estimated sum of Five Hundred and Seventy One Million Seven Hundred and Ninety Three Thousand Three Hundred and Fifty Naira (N571,793,350.00) only.

‘Furthermore, troops recovered 129 assorted weapons and 717 assorted ammunition. The breakdown as follows: one Unserviceable AA gun, one RPG tube, 5 RPG bombs, one GT3 rifle, 54 AK47 rifles, 8 locally fabricated rifles, one locally made rifle, 2 pistols, 2 pump action guns, 2 dane guns, 4 locally fabricated pistol, 3 skeleton of AK47 rifles, 9 hand grenades, one unserviceable AK47 rifle, 14 magazines, 321 rounds of 7.62mm special ammo, 40 live cartridges.

“Others are: 53 rounds of 5.45mm x 39mm ammo, 35 rounds of 7.62mm NATO, 100 rounds of short gun, 11 rifle body, 7 breech block, 7 rifle butts, 8 rifle muzzles, 9 piston assembles, 210 springs, one drilling machine, hand filling machines, 10 magazine purges, IED making materials, 4 boafeng radios, 15 motorcycles, 20 mobile phones and the sum of N348,200.00 amongst other items.

“Troops in the Niger Delta area discovered and destroyed 76 dugout pits, 35 boats, 95 storage tanks, 10 vehicles, 129 cooking ovens, 5 pumping machine, 13 speedboats, 6 outboard engine, one vessel, 3 motorcycles and 49 illegal refining sites.  Troops recovered 514,640 litres of stolen crude oil, 339,315 litres of illegally refined AGO and 775 litres of DPK.

” It is important to highlight that the AFN is a discipline and well trained force that conducts its operation within the ampit of laws governing human rights and that of armed conflict.  We have rules of engagement that are followed in the course of our actions. Nevertheless, there are standing court martials to put on trial any erring personnel  that is found wanting during operations.

“There is therefore the need for us to be circumspect of groups and organisations that embark on misinformation and disinformation to give the military a negative image. They have ulterior motives for their actions.

“For instance, the circulation old footages of incidences that occurred in yester years that have been tried at court martial as though, they were recent occurrences is mischievous. The public should be weary of such groups and their motive.

” Lastly, for the off season elections  in Bayelsa, Imo and Kogi States this weekend. Here is a message for you. The military is deployed in strength for the election to emplace a safe environment for voters to peaceful come out and cast their votes.

“However, we are aware of plans of some to disguise in military gear to ochestrate  havoc and disrupt elections in some areas. Our message to such a group is that there will be injurious consequences for such an action. The military will not fold it’s arms and watch it’s  image dragged to the mud.”

I Am A Strong Supporter Of Digitalization Of The Public Sector-Defence Perm. Sec.

The Permanent Secretary, Ministry of Defence, Dr. Ibrahim Abubakar Kana mni has stated that he was one of the supporters of the digitalization which is an  initiative of the Office of the Head of the Civil Service of the Federation ( OHCSF).

Director ( Press and PR), in a press release he signed on Thursday, disclosed that the  Permanent Secretary stated this during his welcome address at the inauguration of the Project Management Team ( PMT) and the sensitization/ awareness programme on Enterprise Content Management (ECM) Solution for Directors and Deputy- Directors of the Ministry on Wednesday, 8th November 2023 in Abuja.

Dr. Kana said that the ongoing innovation of digitalization of records would have been done over 20 years ago, but added that it was not  done due to some reasons.

He said that his aspiration was to bequeath to the nation  a more effective and efficient Civil Service that is technologically inclined.

“When I became Permanent Secretary and   posted to Ministry of Defence, my priority was to turn the record process of the Ministry from paper to digital format.

Speaking  to the participants, he said the sensitization programme was apt and timely because it was not a matter of choice but a must. “Because the sensitization programme is very important , thats why I have to personally come and join you all, this shows   how important it is to me,”.

“I see no reason why Ministry of Defence will not achieve 100% digitalization. In Defence Ministry, we have constant power supply, good internet connectivity and as the Permanent Secretary I am committed to funding the project,” he said.

Furthermore, he said that the Enterprise Content Management (ECM) solutions that would be driven by ICT would enhance efficient and effective performance in public services and

the  programme would enhance citizens’ participation and promote evidence- based decision making thereby improving better services and governance.

According to  Dr Kana , funding and provision of computers for the programme is  not problem but he called on change of value for digitalization pointing out that the process is innovation and not invention.

“It is innovation and not invention, go and learn from those Ministries that are ahead of us in the Ministry of Defence,” he charged the Staff.

Speaking further, he called on the Director, Planning, Research and Statistics (PRS) to give timeline on achieving one hundred percent of digitalization as he was committed to fund the process to full completion.

Highlight of the sensitization programme was papers presentations on FCSSIP, Enterprise Content Management ( ECM) Solutions by Officers from  Office of the Head of Civil Service of the Federation and also  paper titled “The Road Map to Achieving Excellent ECM in Ministry of Defence” by Officer from AIG Imoukhuede foundation.

PSC Mourns, Loses Two Staff In Two Weeks; Our thoughts and prayers are with their families -Arase

The Police Service Commission has been thrown into mourning with the sudden death of its staff, Sani Mambo of the Department of Police Investigation yesterday (Wednesday November 8th 2023)evening.

Mr. Mambo’s death came barely two weeks after the Commission had lost Mr. Yusuf Massa of the Department of Accounts and Finance, who died on October 24th 2023 after a brief illness.

Late Mambo was at work yesterday and worked till late evening before he left the office and few minutes after, the Commission was thrown into panic when the news of his demise trickled in.

PSC Chairman, Dr. Solomon Arase, CFR, rtd. Inspector General of Police said the news of Mambo’s passing “deeply saddens  us” adding that his dedication, commitment  and invaluable contributions he made “during his time with us will always  be remembered “. “His presence, professionalism and unwavering  commitment  to our mission  will be sorely missed by all” he noted.

According to the PSC Chairman ” during this difficult  time, our thoughts and prayers are with his family, friends and colleagues  who shared the privilege of knowing and working with him”

Dr. Arase said the Commission offers its  heartfelt sympathies and support as “we collectively mourn the loss of a remarkable  colleague and friend” adding that his legacy will continue to inspire us and his absence will  be keenly felt within our ranks”.
