Insecurity: FG Inaugurates Committee To Oversee Provision & Installation Of Security   Solution For Abuja-Kaduna Highways

The Minister of Defence, Mohammed Abubakar Badaru CON, mni has inaugurated the Project Implementation Committee for the provision and installation of security surveillance system for the Abuja-Kaduna Highways (Highways andRailways).

Director (information ,Press & PR) in a press release,the Minister said that the provision of the security solutions along the Abuja-Kaduna highways would checkmate the frequent security challenges along the route. 

Badaru disclosed this during the inauguration of the Eight-man Committee on project implementation for the provision and installation of a security surveillance system for the Abuja- Kaduna highways and railways at Ship House, Abuja.

The eight-man committee which has its members drawn from the Ministry, the Services and other security Agencies is headed by the Director Joint Services Department of Ministry of Defence.

Commenting on the security challenges along the route, Badaru said that the inauguration of the committee was necessitated by the security challenge witnessed along the Abuja-Kaduna highways and the need to checkmate it.

The Minister expressed confidence in the Committee’s ability to deliver tangible results, reinforcing the Government’s commitment to addressing security concerns on major transportation routes.

While inaugurating the members of the committee, he pointed out the terms of reference which included, ensuring the successful installation of the security surveillance system of both highways and railways along Abuja-Kaduna highways within eighteen months, ensuring the equipment for the installation of the security surveillance system meets the technical specification as well as suggest any other measure necessary for the successful implementation of the system.

Furthermore, the Minister said that the inauguration of the Committee signified a remarkable milestone in ensuring safety along the Abuja-Kaduna Highway and Railways.

Corrupt Allegation Against Naval Chief: We Will Investigate- Matawalle

The  attention of the Ministry of Defence has been drawn to the recent article published by People’s Gazette which raises serious allegations against Chief of the  Naval Staff, Vice Admiral Emmanuel Ogalla.

Director Information, Press & Public Relations in a press release, responding to the allegation, the Honourable Minister of State for Defence, Dr. Muhammed Bello Matawalle MON said that the Administration of President Bola Ahmed Tinubu GCFR has zero tolerance for corruption in the public service.

“Though these allegations might be mischievous, the Ministry of Defence is committed to upholding the highest standards of integrity and accountability within the Nigerian Armed Forces. The allegations leveled against Vice Admiral Emmanuel Ogalla are serious,” he said.

Matawalle harped on thorough investigation saying that it was imperative to emphasize the need for a thorough and impartial investigation to ascertain the truth of these claims.

Speaking on the source of information, he said: “We respect the role of the media in fostering transparency and holding public figures accountable. At the same time, we urge responsible journalism that adheres to the principles of fairness, objectivity, and accuracy. Accusations of this nature can have far-reaching consequences on the reputation of individuals and institutions, and thus, it is crucial to avoid premature judgments.”

Umrah: Matawalle Honoured In Makkah, Saudi Arabia

While in Saudi Arabia Dr. Matawalle’s presence was met with great respect, emphasizing the significance of diplomatic relations and shared commitments to peace and security.

The Minister during the Umrah procession, prayed for President Bola Ahmed Tinubu’s success and that of the Nigerian Armed Forces and Nigeria as a whole.

Insecurity: Defence Ministry To Partner With NIPSS On Insecurity

The Minsiter of Defence, Mohammed Badaru Abubakar CON, mni has said that the Ministry of Defence is ready to partner with the National Institute for Policy and Strategic Studies (NIPSS) in the fight againt insecurity in Nigeria.

Director (Press & Public Relations), Badaru stated this when he received Executives of the National Institute led by the Director General, Prof. Ayo Omotayo in Ship House, Abuja.

He said “there was the need for the adoption of research results carried out by the institution over time to mitigate security threats and promote peace and stability in the region.”

While addressing the delegation, the Minister stated that something is being   done to enhance the security situation in the country noting that the Institute is an apparatus of change for the development of the nation.

Speaking further, Badaru said that the report of the security summit held recently by the Northern Group would be sent to the Institute for further studies and analysis.

He reaffirmed the Ministry’s commitment to collaborative efforts aimed at strengthening security architecture through research results.

On his part, the Permanent Secretary, Ministry of Defence, Dr. Ibrahim Abubakar Kana mni said that the reform of the  Ministry of Defence and its Agencies is to bring cohesion as well as allow for prompt discharge of constitutional responsibilities of the Armed Forces.

He further said that the Ministry’s organization is being  restructured to allow for Military-Civilian interaction which will further enhance cohesion between the Military and the civilians as obtained in some  countries.

Speaking earlier, the leader of the delegation, Prof. Omotayo said that the purpose of the visit was to solicit the support of the Ministry in the areas of security, infrastructure as well as deployment of Directing Staff to the Institute.

He congratulated Badaru on his appointment as  a Minister of the Federal Republic of Nigeria. He said the Institute was proud to have its members achieve such a great feat.

Minister Inaugurates Committee on Nigeria Youth Investment Fund

The Minister of Youth Development, Dr. Jamila Bio-Ibrahim has inaugurated the committee for the review of the Nigeria Youth Investment fund (NYIF)

Dr. Bio explained that the review had become necessary due to the fact that the fund, which was established in 2020 to provide funds for youth led enterprises, falls short in terms of Youths reached and jobs created.

Bio-Ibrahim in a statement by the Head Press and Public Relations, Maryam Umar Yusuf attributed the failure to the stringent conditions attached to having access to the fund.

In her words, “While the Nigerian youth investment fund aims to provide capital for youth-led enterprises, its impact, though commendable, falls short in terms of the number of youths reached and jobs created. A strategic overhaul is necessary to alleviate the challenges faced by Nigerian youth in securing financing, along with fostering entrepreneurial skills, market access, and membership for sustainable growth.”

She added that upon assuming duty in the Ministry, she observed that among the Ministry’s programs, the NYIF has the potential to tackle youth unemployment and poverty if properly managed.

The Minister therefore, charged the committee members to take the assignment seriously and give it their best.

Also, the Permanent Secretary of the Ministry Dr. Dunoma Ahmed Umar, reiterated that the fund is dedicated to investing in the innovative ideas, skills, and talents of Nigerian youths.

Dr Umar stated that the target of the fund is youths within the age group of 18 to 35 years.

He added that the Honourable Minister deemed it wise to review the NYIF so as to achieve better results.

The Chairman of the committee Mr. Hakeem Olopade praised the renewed hope agenda of President Tinubu led administration for its focus on youth empowerment.

Mr. Olapade noted that there is a need to engage the youth in all productive sectors of the economy, especially in view of the prevailing security challenges in the country.

He pledged the readiness of the committee members to implement their assignmen assiduously and therefore called on the Ministry to avail them with all necessary support to succeed especially in the area of Youth documentation and provision of information at the disposal of the Ministry.

The committee, which was inaugurated via Zoom, has the following members: Hakeem Olopade, chairman, Olufela Olatoye-sosan, secretary, Prof. Ahmed Kumshe, member, Ms Ebiho Agun, member, Mr Rijo Shekari, member, Mr Samson Itodo, member, Ms Angel Adelaja, member, Ms Amaka Okechukwu, member, Dr. Ezekiel Oseni, member, Dr. Emeka Henry Inegbu, member, CBN representative, and DBN representative.

Collaboration Required In Disaster Risk Reduction And Climate Change Adaptation…NiMet DG/CEO Anosike

The Director General and Chief Executive Officer of Nigerian Meteorological Agency (NiMet), Professor Charles Anosike, has called for collaboration amongst relevant agencies with a view to disaster risk reduction and climate change adaptation.

Professor Anosike was speaking in Abuja on Wednesday, 31st January, 2024, at the ‘Technical Workshop On Sendai Framework Monitoring And Reporting’, organized by the National Emergency Management Agency (NEMA), in collaboration with the United Nations Development Programme (UNDP), and the United Nations Disaster Risk Reduction (UNDRR).

According to Prof. Anosike, “Disasters pose significant challenges to our nation, and we must work together to enhance our coordination mechanism with disaster risk reduction and climate change adaptation for better understanding and communication of cost benefit. By fostering partnerships and collaboration, we can collectively strengthen Nigeria’s resilience and effectively mitigate the impacts of disasters”.

Professor Anosike said that the Nigerian Meteorological Agency (NiMet) recognizes the vital role it plays in providing accurate and timely weather information, forecasting, and climate services.

“By utilizing the Sendai Framework Monitor, we can develop data-driven strategies that will lead to informed decision-making, more resilient communities, and sustainable development”, Professor Anosike concluded.

Meteorology Has Big Role To Play In Solid Minerals Development In Nigeria…NiMet DG/CEO Anosike

Meteorological sciences can help improve operational safety in the mining sector. This formed part of the paper titled, ‘Intersection Between Climate Change Concerns And The Mining Industry- The Role Of NiMet’,
presented by the Director General and Chief Executive Officer of Nigerian Meteorological Agency (NiMet), Prof. Charles Anosike, at the one-day ‘Solid Minerals Conference’ organized by Business Day newspaper which held in Abuja on Tuesday, 30th January, 2024.

According to Prof. Anosike, mines and all the activities related to mining are some of the most weather- vulnerable industries in the world; as the mines are often 
located in geographically and climatically challenging locations. He said that weather can and does affect mining operations, posing risks that can compromise workers’ safety and lead to delays and disruption in 
productivity. 

“As the climate changes, extreme weather events are growing in frequency and bringing challenges to mining safety, productivity and profitability. It is however interesting to note that the federal government is already taking some actions in this regard. According to the Minister of 
Solid Mineral Development, Dr Dele Alake, as quoted in a ThisDay newspaper story of October 2023, the Federal Government is pursuing diversification from hydrocarbons to make the minerals sector a major 
revenue contributor to Nigeria’s Gross Domestic Product (GDP) as its 
contribution to mitigate climate change impact.

Continuing, Prof. Anosike said; “Real-time weather forecasts, warnings, and 
information on climatic conditions are essential for ensuring the safety of operations especially where 
weather conditions can significantly impact safety. Accurate meteorological data‭ ‬helps in assessing and mitigating risks associated with extreme weather events such as storms, floods etc. This is critical in minimizing potential damages to 
infrastructure and ensure the safety of personnel”.

While speaking on climate change and its sectorial impact, Professor Anosike said that some of the most significant effects of climate change that are notable in Nigeria include increase in uncertainties of the onset of rainy season (false onset), shifts in rainfall onset and cessation periods. “Nigerians have experienced sea level rise, overwhelming heat, and extreme weather events in recent years. However, with adequate weather and climate information, there is increase in climate actions and resilience”.

He said that NiMet’s new Establishment Act 2022 gives the agency the impetus as a regulator of all aspects of meteorology in Nigeria to commercialize meteorological data by partnering the private sector.
“We are looking forward to engaging the private sector on how NiMet can provide customised weather and climate data for their organisations. Meteorological information‭ ‬supports effective 
planning and optimization of mining and other activities, including scheduling operations based on favourable weather conditions and managing 
inventory efficiently”.

Prof. Anosike also informed the audience of the public presentation of NiMet’s Seasonal Climate Prediction (SCP), which is scheduled for Tuesday, 20th February, 2024 at the NAF Conference Centre and Suites, Abuja. The SCP is an early warning tool that provides information to all sectors of the Nigerian economy to respond to climate extremities over the next one year. 

The Minister of Solid Minerals Development, Dr. Dele Alake and several industry experts were part of the conference.

Controversy, as FCSC Reverses NBMA Director’s Promotion granted 3 years ago

In a shocking turn of events, the National Biosafety Management Agency (NBMA) is embroiled in controversy as the promotion of Dr. Rebecca O.J. Oamen, the Director of Administration and Finance, has been reversed by the Federal Civil Service Commission (FCSC) three years after it was granted.

The conflict centers around Dr. Agnes Asagbra, the Director General of NBMA, and Dr. Oamen, who are on one side of the dispute, and several other top civil servants on the other.

According to sources, the disagreement began when Dr. Asagbra allegedly facilitated the appointment of Mr. Ehikhamenor Steve Ehiochoya from the Office of the Accountant-General of the Federation (OAGF) as the agency’s Director of Administration and Finance.

According to sources, Dr. Oamen had voiced her concerns regarding the appointment to several government offices, including the OAGF, the Office of the Secretary to the Government of the Federation, the Office of the Head of Civil Service of the Federation, the Ministry of Environment, and the Independent Corrupt Practices and Other Related Offices Commission.

However, in a document obtained by our reporter, Dr. Oamen was redeployed to the FCSC as an accountant in the deputy director cadre, implying a demotion. This transfer is contradictory to Dr. Oamen’s previous promotion to a substantive director by the NBMA board.

Documents from 2016 and 2020 confirm her initial appointment as deputy director of finance and subsequent promotion to director, both under the tenure of former NBMA Director General Dr. Rufus Ebegba. However, the FCSC claims that her transfer to the agency was an error and directed her immediate recall to her previous position as Chief Executive Officer (Accounts) GL. 14.

As a result, Dr. Oamen’s salary for December 2023 has allegedly been withheld, according to an anonymous source within the agency.

This development has prompted calls for intervention from prominent figures, including President Bola Ahmed Tinubu, to address the perceived injustice.

While Dr. Asagbra was not available for comment, Ugo Agwu Nnachi, Head of Human Resources Management at NBMA, and Gloria Ogbaki, Head of Communications, denied any wrongdoing on her part. They emphasized that the DG has no authority to reject postings made by the OAGF and that the agency cannot be faulted for the actions taken by the FCSC.

The former NBMA Director General, Dr. Rufus Ebegba, supported Dr. Oamen’s promotion and commended her professionalism.

However, Dr. Oamen herself declined to comment on the matter, redirecting inquiries to the appropriate authorities.

Troops of OP. Hadarin Again Rescue 35 Kidnap Victims, Neutralize 2 Terrorists In Katsina State

In continuation with the series of simultaneous well coordinated clearance operations in its Areas of Operational Responsibilities in the North West which has continued to yield tremendous successes. Troops of the Joint Task Force North West Operation HADARIN DAJI (OPHD) operating in Katsina state have rescued 35 kidnapped victims and neutralized 2 terrorists in Katsina state  in a search and rescue operation.

According to a press release signed by Captain Yahaya Ibrahim, Information Officer Operation HADARIN DAJI, the feat was achieved on 27 January 2024, during clearance operation to some identified terrorist camps at Dumburum forest.

During the operation troops had an encounter with the armed terrorists, neutralizing 2 of the terrorists while others escaped with severe gunshot wounds.

The rescued victims include 19 males, 12 females as well as 4 children and were immediately handed over to the Katsina state Government by the Commander 17 Brigade Nigerian Army/Sector 2 Operation HADARIN DAJI, Brigadier General OA Fadairo, who pledged to continue the attack on the terrorist enclaves.
