NiMet, TAHMO sign MoU To Expand Network Of Weather Stations Across Nigeria

The Nigerian Meteorological Agency (NiMet), on Tuesday, 16th April, 2024, signed a memorandum of understanding (MoU) with the Trans-African Hydro-Meteorological Observatory (TAHMO), a non-governmental agency, to expand NiMet’s network of weather stations across Nigeria.

According to Els Veenjoven and Prof. Ahmed Balogun in a press release they co-signed on behalf of the TAHMO project, the Signing of  the MoU on behalf of NiMet, the Director General, Chief Executive Officer of NiMet, and Nigeria’s permanent representative with World Meteorological Organization (WMO), Professor Charles Anosike said,
“On behalf of NiMet, I am proud to be associated with the TAHMO project.  NiMet wishes to further the engagement by extending it to the marine sector as well”.

NSCC Donates Assistive Devices to Benue State  older persons with Disabilities

The National Senior Citizens Centre (NSCC) has donated Assistive Devices to the Benue State Government for Older Persons with Disabilities in the state.
The initiative, aimed at providing essential support and assistance to senior citizens, marks a significant step towards addressing the needs of the vulnerable geriatric population.

According to Omini Oden (ACPA, FCAI), Head Corporate Affairs Media and Communications in a press release he signed on Thursday stated that the Director General of  NSCC, Dr. Emem Omokaro said while making the presentation that NSCC is committed to promoting the welfare and dignity of senior citizens in Nigeria and that the gesture begins with Benue State following the State Governor’s special interest in social inclusion of senior citizens in Benue State.

Omokaro said Governor Hyacinth Alia of Benue State has shoen commitment by engaging in data collection and enumeration of the older persons in the State.

She said the donation will not stop with Benue state it will cut across all the 36 states of the federation.

The Assistive Devices donated include, mobility aids such as, walking frames with wheels, Guide Cane, Quadri Pod Walking Stick, Hearing Aids,  Automatic Upper arm blood pressure kid, Blood glucose monitoring system – Accu-Check, Set of Crutches, Manually Operated Wheel Chair.

The donated Assistive Devices are intended to enhance accessibility and improve the overall well-being of the older persons with disabilities in Benue state.

According to her, the NSCC’s initiative in Benue State underscores the significance of recognizing and addressing the needs of senior citizens within the broder context of social welfare and support services by prioritizing the well-being of Senior Citizens and providing essential resources and assistance, organizations like the NSCC play a crucial role in promoting inclusivity, dignity, and respect for senior citizens across Nigeria.

Receiving items, Benue State Commissioner for Humanitarian Affairs and Disaster Management, Hon. Aondowase Kunde accompanied by his counterpart for Health, Dr Yanmar Ortese said the  provision of the Assistive Devices by the National Senior Citizens Centre is  commendable and will greatly enhance the quality of life and well-being of the older persons with disabilities in Benue state.

As our society grapples with the challenges of an ageing population, such gestures of support and care are invaluable in ensuring that our older persons are able to lead dignified and comfortable lives he said.

Kunde further stated that the Ministry of Humanitarian Affairs and Disaster Management in Benue State is committed to ensuring that the assistive devices are distributed efficiently and equitably to those who are most in need.

“Our team will work diligently to coordinate the distribution process and ensure that beneficiaries receive the support they require.

He expressed gratitude to the National Senior Citizens Centre (NSCC) for the generosity and compassion towards Senior Citizens and looks forward to continued collaboration in the shared mission of promoting the welfare and well-being of senior citizens working with NSCC.

Troops neutralise 192 terrorists, arrests 341 persons, rescues 62 kidnapped hostages-Dhq

The Armed Forces of Nigeria has disclosed that troops neutralised 192 terrorists and arrested 341 persons, while rescuing 62 kidnapped hostages.
” A total of 122 ISWAP/JAS combatant terrorist surrendered with their family members. Troops also arrested 37 perpetrators of oil theft. In the SS, troops denied oil theft of the estimated sum of Eight Hundred and Twenty One Million Two Hundred and Forty Eight Thousand Seven Hundred and Forty Naira (N821,248,740.00) only in two weeks”.

Director Defence Media Operations made the disclosure on Thursday during a biweekly press briefing on the ongoing military operations by the Armed Forces of Nigeria

While speaking further, Edward stated that troops recovered 211 assorted weapons and 6,288 assorted ammunition.
“The breakdown as follows: 128 AK47 rifles, 26 dane guns among other items. Others are: 1,301 rounds of 7.62mm NATO, 3,260 rounds of 7.62mm special ammo, 1,325 live cartridges, 140 round of 9mm ammo among other items.

“Troops in the Niger Delta area discovered and destroyed 99 dugout pits, 36 storage tanks and 192 cooking ovens. During the process the troops recovered 349,970 litres of stolen crude oil, 112,135 litres of illegally refined AGO, 7,560 litres of DPK and 13,000 litres of PMS.”

Despite the overwhelming victory of the Nigerian Armed Forces against insurgency, the military recognises that there is still a challenging and tough war campaign still ahead . “Overall, our objective is to defeat the terrorist and their cohorts by denying them the ability to continue to fight.

“The lifeline of these terrorist groups is the people. Winning the war without the support of the people is close to impossible. It is for this reason, we encourage the civil populace and civil societies to galvanise support in a whole of society approach to facilitate the total defeat of these terrorist. The time is now for citizens to know that they have a responsible to the nation.

“For instance, a cursory look at our security situation shows that it is unique, in the sense of being self inflicted. Beginning with the Boko Haram Terrorist in the NE. The illegal mining and kidnapping enterprise in the NW and NC, these are perpetrated under the guise of terrorism. The agitation of IPOB in the SE have proven to be for self engrandisement. Then, the call for a Yoruba Nation which is laughable. All these buttress how our security situation is self inflicted in the country.

“These acts are against the constitution and therefore unacceptable for persons or groups to take up arms against a constituted govrrnment. Anyone or group that contravenes this provision of the constitution is inviting severe military action and would be dealth with decisively.

“Above all, the fighting spirit of our men and women in uniform is strong, resilient, focused, proud and committed . We understand that we have no choice but to continue to fight to defeat the enemy and create a safer environment for citizens.

“The prerequisite of ongoing counter insurgency and counter terrorism operations by the military across the country is defeating the terrorist and dismantling their military, administrative and political capabilities. Accordingly, through our operations we are continually boxing in the terrorist and dismantling their resupply routes.

” The military is working decisively to kill the terrorist, dismantle their networks and create conditions whereby they cannot carry out acts of terror or harm citizens. It is for these reasons that the armed forces would continue to hunt the leadership of these terrorist groups everywhere across these theatres of operations.

” Being a professional force, due diligence by way of Intelligence, Surveillance and Recogniance is painstakingly taken to distinguish the terrorist before air strikes are conducted. These air strikes have resulted in the death of several of these terrorist leaders and the cohorts hibernating in enclaves across the theatres of operation.

“It therefore should not be surprising, that these terrorist and their sympathisers plot on blackmailing the military as a result of these air strikes. The plot is to depict some casualties as innocent citizens rather than cohorts of these terrorist. It is therefore important for the media to be wary of the antics of these terrorist groups and their sympathisers. Our operations have prevented these evil elements from accomplishing their strategic objectives”, Buba added.

NSCC set to Empower State Commissioners on Elderly Care

The National Senior Citizens Centre, NSCC, has staged a one-day orientation consultations and capacity enhancement workshop on domestication of national senior citizens center act and sector-wide programming in ageing for state commissioners and directors of Social welfare held in Abuja on Tuesday, April 16, 2024.

At the event, the Minister of Budget and Economic Planning, Senator Abubakar Bagudu expressed his commitment and support to the social inclusion of senior citizens in sustainable development and the improvement of the quality of living and wellbeing of the senior citizens in Nigeria.

The Minister stressed that the national planning function arm of the budget ministry resides in the budget and economic planning and it’s the custodian of the plan of where Nigeria plans to be in the next fifty years as regards senior citizens and also, a five year interval is been drawn to inculcate the national development plan for the senior citizens.

Though he urged the Director-General of the NSCC to thoroughly look into the five year documents plan crafted by the planning function to ensure that where the budget office has not properly captured the aspirations of the national senior citizens, the forum can interrogate the documents and make recommendations to him while they can also look at other best practices developed in other developed countries to be discussed and be given feedback to make the Ministry perform better as it concerns the national senior citizens’ matters.

While speaking, the Director-General, NSCC, Dr. Emem Omakaro disclosed that, NSCC has developed a comprehensive strategic roadmap on ageing and a national plan action on ageing.

In her words,”the national action plan on ageing in Nigeria (2021-2025) and the NSCC strategic roadmap is on ageing (2022-2032) aimed at recognising the trends of population of ageing and the health, socio-economic and psychological implications of the increasing absolute numbers and diversity of older persons to the individual, the family, community and the nation.

Dr. Omakaro further stated that, the multi-sectoral partnership with MDAs across all levels of government are key to the success of NSCC, adding that it is important to initiate high level engagement with relevant ministries with the mandates for social development, social welfare, humanitarian and poverty alleviation as well as health in all 36 states and FCT.”

Similarly, the Permanent Secretary, Federal Ministry of Humanitarian Affairs and Poverty Alleviation, Mr. Abel Olumuyiwa Enitan, who was represented by Mrs Agnes Aneke stated that the social protection measures which are crucial for the older persons dignified living standard, necessitate a multi-sectoral approach but sadly, many states are not equipped to tackle the multi-faceted challenges affecting the older persons beyond the legally unguaranteed and grossly inadequate cash transfer.

She urged all states to domesticate the national Senior Citizens Act and the Ageing Policy to compel the government to prioritize the inclusion of the older persons into the states development agenda.

“Allocating sufficient budget and investment for the older persons is very important. Equally, empowering the citizens to hold the government accountable while advocating for enhanced services for the older persons is essential”.

N80.2billion Money Laundering :  Yahaya Bello’s Absence Stalls Arraignment

Former governor of Kogi State, Yahaya Bello on Thursday, April 18, 2024 failed to appear before Justice Emeka Nwite of the Federal High Court, Maitama, Abuja to kick off his arraignment by the Economic and Financial Crimes Commission, EFCC.

Bello was slated for arraignment  by the EFCC alongside Ali Bello, Dauda Suleiman and Abdulsalam Hudu on 19-count charges bordering on money laundering to the tune of N80, 246, 470,089.88k (Eight Billion, Two Hundred and Forty-six Million, Four Hundred and Seventy Thousand and Eighty-Nine Naira, Eighty-Eighty Kobo).

Count one of the charges reads: That you,  Yahaya Adoza Bello, Ali Bello, Dauda Suliman, and Abdulsalam Hudu (Still at large), sometime, in February, 2016, in Abuja within the jurisdiction of this Honourable Court, conspired amongst yourselves to convert the total sum of N80, 246,470, 088.88 (Eighty Billion, Two Hundred and Forty Six Million, Four Hundred and Seventy Thousand and Eight Nine Naira, Eighty Eight Kobo), which sum you reasonably ought to have known forms part of the proceeds of your unlawful activity  to wit, criminal breach of trust and you thereby committed an offence contrary to Section 18(a) and punishable under Section 15(3) of the Money Laundering ( Prohibition) Act, 2011 as amended”.

Count 17 of the charges read: “That you Yahaya Bello between 26th July 2021 to 6th April 2022 in Abuja within the jurisdiction of this Honourable  Court aided E-Traders International Limited to conceal the aggregate sum of  N3081,804,654.00( Three Billion, Eighty One Million Eight Hundred and Four Thousand Six Hundred and Fifty Four Naira) in account number 1451458080 domiciled in Access BankPlc, which sum you reasonably ought to have known forms part of proceeds of unlawful activity to wit, criminal breach of trust and you thereby committed an offence contrary to Section 18(a), 15(2) (d) of the Money Laundering (Prohibition) Act, 2011 as amended and punishable under Section 15( 3) of the same Act.

Count 18  of the charges reads: “That you Yahaya Adoza Bello  sometime in November 2021 in Abuja within the jurisdiction  of this Honourable Court  indirectly procured E-Traders international Limited to transfer  the aggregate sum of $570,330.00 (Five Hundred and Seventy Thousand , Three Hundred and Thirty Dollars) to account number 4266644272 domiciled in TD Bank, United States of America which sum you reasonably  ought to have known  forms part of proceeds of unlawful activity to wit, criminal breach of trust and you thereby committed an offence contrary to Section 15(2) (d) of the Money Laundering ( Prohibition) Act, 2011 as amended and punishable under Section 15( 3) of the same Act.”

Yahaya Bello’s botched arraignment  came on the heels of his warrant of arrest granted the EFCC by the court on Wednesday, April 17, 2024.

Prosecution counsel, Kemi Pinheiro (SAN) regretted that a lawful attempt to serve the defendant the charges, along with a court order of arrest was botched “by a person of immunity, who came and whisked him away in his car,” noting that by virtue of Section 287 of the constitution all persons are obliged to obey a court order. Also, Section 12 of ACJA,  he said,  allowed law enforcement agencies to break down premises to bring unwilling defendants to justice.

Pinheiro assured that “The state will invoke all its powers within the law to ensure that the defendant is produced in court. The state will ensure that he is produced in court for the purpose of arraignment, and it is in his own interest so that he can take his plea”.

Following Bello’s absence, Pinheiro sought leave of the court to serve him the charges through his counsel, Abdulwahab Muhammed (SAN). Muhammed, however, declined saying that he did not have the authority of his client to accept the charges.  Muhammed further argued that his client cannot be arraigned in court until EFCC’s appeal against an order of the High Court, restraining the Commission from arresting, detaining and prosecuting him is determined and also until the determination of his client’s preliminary objection, challenging the jurisdiction of Justice Nwite’s court to entertain his trial.

Pinheiro, however, submitted that it was legal and constitutional to serve the defendant through his lawyer, especially as the defence counsel introduced himself in court unconditionally and without limitations as the representative of the defendant.

“Having introduced himself unconditionally as the representative of the defendant, my learned colleague knows that he cannot be a defence counsel for arraignment and not for bail. If he is served the charges on behalf of the defendant, if he likes he can now advise his client to stay permanently away from the court,” he said.

The judge adjourned the matter till Tuesday, April 23, 2024, for ruling as to whether the prosecution can serve the defendant through his lawyer for arraignment.

FG To Harness Digital Economy for Youth Empowerment

The digital economy is slowly revolutionizing our lives and work environments. There’s an underground movement slowly growing which embraces the future of work and that is the job skills that are currently needed in the labour market

The global spread of the Internet, massive adoption of mobile devices, and consolidation of social and entertainment online platforms have given rise to a digital economy in which youth with access to the requisite technology and skills can participate as consumers, producers, and users. Youth who are able to leverage such opportunities can engage in capital-enhancing activities, learn new skills, and create pathways to employment.

Against this backdrops, the Honourable Minister of State for Youth Development, Mr Ayodele Olawande has disclosed that the Federal Government is making efforts to harness the potentials of the digital economy in empowering the youth and creating sustainable jobs.

He made the disclosure on Tuesday, in Abuja when he received the participants of the Senior Executive Course 46, 2024 of the National Institute of Policy and Strategic Studies, (NIPSS), Kuru, Jos, Plateau State who were on study tour to the Ministry.

Mr Olawande said over 50% of the population below the age of 30 have a significant demographic advantage in the digital age.

“Our youths are tech-savvy, innovative and eager to contribute to the country’s economic growth. However, they face numerous challenges including limited access to quality education, skills training and job opportunities.

The digital economy offers a unique opportunity for Nigeria to leapfrog traditional development challenges. With the rise of e-commerce, digital payments and remote work”. “Our youths can assess global markets, skills training and job opportunities like never before,” he added.

According to the Minister, challenges hindering the growth of the digital economy in Nigeria must be addressed.

He explained that to overcome the challenges, the Ministry has implemented initiatives such as digital skills training programs for youths, focusing on areas like software development, data analytics and digital marketing especially in the NYSC. This, he stated, is alongside partnering with Galaxy Back Bone to improve infrastructure, Internet connectivity and alternative electricity supply as well as funding opportunities such as grants, loans and venture capital for startups of small businesses with launching of the National Youth Investment Fund.

The Honourable Minister who hinted that the Ministry’ s goal is to create an ecosystem that supports entrepreneurship and employment opportunities for youth further stated:

“We recognise that sustainable job creation is critical to Nigeria ‘s economic growth and stability”

”I urge you all to join us in this journey to harness the potential of the digital economy for youth empowerment and sustainable job creation in Nigeria.”, he added.

Mr. Olawande also said that the opportunities and challenges underscore the need for a collaborative effort from all stakeholders to harness the potential of the digital economy for sustainable development.

The Minister who observed that there is a gap between the Government and the young people expressed his heartfelt desire for the youths of the nation to feel the Government.

He opined that the country has the most intelligent youths in the world.

Earlier, the leader of the delegation from NIPSS, Mr. Nima Mann, said they are in the Ministry to research, proffer solutions, recommendations and strategies to help Government chart its course for the the year, with the theme : ‘Digital Economy, Youth Empowerment and Sustainable Job Creation in Nigeria: Issues, Challenges and Opportunities’.

She also added that Ministry of Youth Development is very germane to this year’s theme . “We are with the Ministry of Youth to listen to what you are doing to help the youth, how you are doing it, strategic plans and way forward as well as how we can use the digital economy to chart the goal for sustainable job creation,” she concluded.

The council also pointed out that Air Peace and other local airline operators should be granted at least a year tax waiver going by their patroticism, urging the federal government to consider Air Peace for a National Honours award going by her long track records of sincere and logical national contribution to nationhood especially the recent Lagos-London route airfare reduction which has resulted in all nigerians throwing weight behind the airline operator and which has also re-oriented Nigerians on the need for indigenous patronage when it comes to air transportation and others.
“The Federal Government and all well-meaning Nigerians must rise up to save our most patriotic and progressive indigenous operator, Air Peace, and other well-meaning Indigenous airlines, from this international Aero-politics and pricing warfare by foreign airlines who are seriously threatened by the rising profile and business strategies of a Nigerian Operator with impressive global records of flight operations between Nigeria and other countries like China, UAE, Israel, Brazil and South Africa and India just to mention a few.. Air Peace has really exposed the foreign operators, just like GLO Nigeria did to the foreign Telecom Providers that almost milked and bled Nigerians to death in the name of telecommunication. Who would have imagine the possibility of all foreign operators coming down so low in pricing if not for the entrance and intervention of our patriotic and nationalistic”

The Executive Director of the National Civil Society Council of Nigeria, NCSCN, Comr. Blessing A. Akinlosotu made this known in a world press conference held in Abuja on monday, 15th April, 2024.

While speaking further, Comr. Blessing Akinlosotu has this to say, “The Council remains undaunted and will keep fighting the course of Good Governance, Equity, Justice and excellent Service Delivery to all Nigerians across board. It is an incontrovertible fact, acknowledged across the globe, that Nigerians are one of the most travelled and travelling demography in the world. With a massive population of over 70 million persons travelling in and out of the country annually accounting for over 70% of the entire travelling statistics of Africa, the Aviation Industry in Nigeria is a highly critical sector to National Development. Air Travel must be elevated to the front burner of national discourse, henceforth, and should no longer be treated as an exclusive concern of the elite or as a luxury reserve for the rich, this is a crucial sub-sector of our national economy that carries a heavy weight of implications with multi-faceted impact on many aspects of our national life, be it economic, political, even socio-cultural and traditional heritage.
Some Countries’ economy depend and thrive mainly on the Aviation Industry, with Ethiopia as good example. If properly manned with patriotic Administrators and deliberate policies in favour of Nigeria and Nigerians, this yet untapped Industry can surprisingly revamp the Nation’s ailing economy, considering the volume of citizens that travel in and out of the country on daily basis. Until recently, the alarming exploitations of Nigeria and Nigerians, coupled with gross maladministration of the Industry by the previous Governments, Air Travel Service Providers and Airline Operators have gone unnoticed, fleecing innocent travellers with exorbitant and exploitative fares from Nigeria to many international destinations..

“However, the ongoing dramatic pricing war occasioned by the entry of the Air Peace into the Lagos-London Route, has opened a large can of worms and exposed decades long economic sabotage and unacceptable exploitation of Nigeria by Foreign Airline Operators in various international routes.

“The commencement of Air Peace Operations in the Lagos-London route at an unbelievable low rate or price has become one of the greatest shockers and historic development in the Industry which has sparked a frenzy of actions and reactions by players in the industry. Before the commencement of Air Peace operations in the Lagos/London route, foreign operators had, for decades, monopolized this high traffic and very profitable route, taking undue advantage of innocent Nigerian travellers, subjecting them to pay costliest fares in Africa, while other countries pay much lower rates for same destination.

“Most foreign operators such as Turkish airlines, British Airways, Delta Air Lines, Lufthansa, KLM/Air France, Qatar Airways, Air Maroc and Ethiopian Airlines charged as high as Four Million Naira (N4,000,000) for the economy class tickets on the Lagos-London while business and first class tickets were sold for as high as Eight and Fifteen Million Naira respectively.

“Before the foreign operators conspired to increase their fares years ago, the economy class tickets on the Nigeria-UK route was between N400,000 and N650,000, depending on the booking period while business class was between N800,000 and N1.2 million.

“The financial pressure the exorbitant fares inflicted on the Nigerian travellers became so unbearable that those who could not afford it were forced to suspend international trips while some like students shifted their patronage to the neighbouring countries where low inventory fares were available. Immediately Air Peace announced its operations on the London route with fares which have been found to be by far, much more affordable for Nigerians, the foreign carriers, out of fear of losing their massive Nigerian passengers to Air Peace, have engaged in collusive price war and dirty aero-politics for survival and to frustrate Air Peace out of the London route like they have done to other Nigerian carriers that plied that rout in the past. .

“In addition to unsustainable traveller’s incentives, ridiculously low fares and aggressive marketing strategies, the foreign airlines are now into dangerous battles for market share that is capable of throwing smaller operators out of business, while negatively affecting their profit margins. All these are aimed particularly at jeopardising the existence of Air Peace and other smaller indigenous Operators considering venturing into that route. Many Airlines are today forced to lure passengers to book for economy class seat on the Lagos/London route with N907,782 fares as against the up to N4 million for the economy they charged before now. British Airways has been forced to slash its fares on the Abuja/London Heathrow to N1,394,536 as against the over N3 million it was formerly charging. Now, an economy class ticket on Virgin Atlantic from Lagos to London has been brought down to N980, 654,000 as against the N2,353,200 it used to charge.

“The ready and reasonable question any objective mind should ask over this sudden and shocking development is “what has suddenly changed in terms of operational cost?”. “Have the foreign operators suddenly turned Father Christmas and no longer interested in making profits? Has there been any major global economic upturn or reduction in operation and service costs that warranted such giant down-review in prices in the Lagos-London route? Let’s do an imaginary calculation of the huge thousands of naira differential between the former high charges and the new low rates, and multiply by the number of international trips by Nigerians and number of years this exploitation has lasted. We will all be shocked at the Billions of Dollars this would amount to

“Air Peace must be protected, rewarded and honoured for this patriotic gesture. The Civil Society Council hereby calls on all Nigerians to patronise Air Peace in the Lagos- London route, irrespective of the deceptive lower pricing of the foreign conspirators, as this will save our Naira and further grow our National Economy. All the foreign operators repatriate their profits and funds back to their home countries, but Air Peace is indigenous and reinvests profits here in Nigeria to the advantage of the Naira.

” The Council, therefore, wants to use this medium to immensely Thank President Bola Ahmed Tinubu, GCFR for the unwavering support he has given to Air peace through the Minister of aviation, this is indeed a departure from past, he has shown experience as an accomplished Businessman himself, by supporting indigenous investments. We want to further passionately appeal to Mr President to grant Air Peace and other Indigenous Operators a tax waiver of One Year Tax Holiday or any further support that, would go a very long way in keeping this patriotic indigenous Operators afloat, against the foreign onslaught.

“Also, an Executive Order should be given to all Government Official embarking on International Trips to routes within the operations of Indigenous Operators such as the Air Peace, to mandatorily fly our Nigerian brands.

“Furthermore, Air Peace should be permitted to extend airlift from Abuja to London to increase the weekly operations. All bureaucratic bottlenecks, and unnecessary hurdles such as delays in issuance of requisite permits and other certifications such as End Users Certification needed for imported parts must be completely eliminated. The foreign exploitations and conspiracy must not be allowed to prevail over Nigeria any longer. There is serious and urgent need to revisit and ensure strict compliance with the BASA Agreements signed with these countries, triggering the reciprocity clause in the agreement where necessary in protection of our local flag carriers.

The Council has already mapped out plans and actionable strategies to mobilize Nigerians and other well-meaning nationalities in favour of Air Peace in this ongoing pricing warfare, within this month of April, which we shall make available to the Press in course of time.

“However, for now, we are embarking on a Solidarity March to submit our Protest Letters to relevant quarters, including the Presidency”.
