Adayilo highlighted the Minister’s achievements over the past year, particularly his dedication to transforming the infrastructural landscape of the nation’s capital. As the year winds down, the Federal Government has unveiled an ambitious agenda for 2025, placing Nigerian youth at the forefront of its developmental priorities.

This bold initiative aims to ignite hope, foster innovation, and empower young Nigerians to catalyze national progress.

Speaking at the closing ceremony of the 7th National Council on Youth Development (NCYD) in Borno State, the Minister of Youth Development, Comrade Ayodele Olawande, revealed six pivotal areas of focus.

Themed “Transforming and Repositioning the Nigerian Youth to Thrive and Catalyze Economic Development,” the event underscored the government’s unwavering commitment to youth empowerment.

Comrade Olawande emphasized the critical role of Nigerian youths, who constitute over 60% of the population, in shaping the nation’s sustainable growth.

He outlined key priority areas: Access to Capital, Job Creation, Empowerment, Skill Development, Entrepreneurship Support, and Youth Involvement in Decision-Making Processes.

“We are setting the stage for a brighter tomorrow by equipping our young people with the tools they need to succeed,” Olawande declared passionately.

To bring this vision to life, the Ministry has established transformative initiatives:

A Youth Help Desk to foster direct engagement with young people.

A Youth House in Abuja as a central hub for youth-focused activities.

A Youth Centre in every state of the federation.

A Youth Green House in all 774 local government areas to serve as innovation hubs for creativity and collaboration.

“These platforms will allow young Nigerians to share ideas, network, and find solutions to challenges unique to their communities,” the Minister said.

He further highlighted groundbreaking initiatives such as the Corpreneur Support Initiative and Young & Secure, aimed at enhancing the entrepreneurial and creative potential of Nigerian youths. Fiscal Responsibility Commission Endorses Tax Reform Bills for National Growth

The Fiscal Responsibility Commission (FRC) has strongly endorsed the Tax Reform Bills currently before the National Assembly, lauding their potential to transform Nigeria’s fiscal landscape, enhance public revenue, and stimulate economic growth.

The bills, developed by the Presidential Fiscal Policy and Tax Reforms Committee, are designed to improve fiscal governance and ensure equitable resource distribution across the country.

Speaking at the sidelines of the Fellowship Lecture and Investiture Ceremony of the Capital Market Academics of Nigeria (CMAN), held on December 9, 2024, at the NDIC Academy, Abuja, the Chairman of the FRC, Victor Muruako, Esq., highlighted the Commission’s detailed analysis of the proposed reforms.

According to him, the bills contain no provisions favoring any particular region or section of Nigeria. Instead, they promote equitable resource distribution among Nigeria’s federating states and are designed to benefit all Nigerians, particularly low-income earners and Micro, Small, and Medium Businesses (MSMBs).

Victor Muruako outlined several critical benefits of the reforms.

He said Individuals earning less than N1.7 million annually will pay reduced income tax.

He added that businesses with turnovers below N50 million will be exempt from taxes, benefiting over 90% of small businesses.

Simplified Tax System: The reforms streamline the tax administration process by significantly reducing the number of taxes and levies.

Muruako expressed that states and local governments will receive a larger share of VAT revenue, enhancing their capacity to deliver better public services.

He further explained that businesses will benefit from reduced administrative burdens and simplified compliance processes.

Muruako expressed optimism that the proposed tax relief for low-income earners would boost household savings and investments, driving sustainable economic growth.

He emphasized that the reduced tax burden on MSMBs would create room for organic growth, thereby contributing to an increase in Nigeria’s GDP in the near future.

Addressing recent controversies surrounding the bills, Muruako commended President Bola Tinubu for his democratic approach in allowing space for dialogue.

He urged stakeholders across Nigeria’s geopolitical zones to support the bills, emphasizing their transformative potential to improve the lives of all Nigerians.

“These reforms are a win-win for every Nigerian. They enhance equity, support small businesses, and strengthen the economy. I appeal to all stakeholders to prioritize national interest and rally behind these bills,” said Muruako.

Speaking at the opening ceremony of the 7th National Council on Youth Development held in Maiduguri, Borno State, the Permanent Secretary of the Federal Ministry of Youth Development, Olubunmi Olusanya, emphasized the significance of these priorities in shaping the future of Nigerian youth.

Themed “Transforming and Repositioning the Nigerian Youth to Thrive and Catalyse Economic Development,” the event brought together policymakers, stakeholders, and youth advocates to deliberate on actionable strategies for sustainable youth development.

Olusanya outlined the four thematic areas: Governance, Jobs, Skills, and Innovation, Cultural and Behavioral Change, and Human Capital Development as pivotal to creating a thriving and inclusive society.

“Governance provides the foundation for effective systems and policies that enable youth participation and engagement. Jobs, Skills, and Innovation focus on fostering employment opportunities that stimulate economic growth. Cultural and Behavioral Change promotes societal enrichment through the arts, heritage preservation, and cultivating positive attitudes, while Human Capital Development underscores the imperative of investing in youth as our most valuable resource,” he stated.

The Permanent Secretary urged participants to engage actively in discussions, share innovative ideas, and align with these thematic areas to ensure holistic and inclusive outcomes from the council’s technical sessions.

In his welcome address, the Commissioner for Youth Empowerment and Sports Development in Borno State, Hon. Comrade Saina Buba, expressed gratitude to the Federal Government for hosting the council meeting in the state.

“Behind these statistics are countless stories of addiction, cybercrime, human trafficking, and stigma that isolate our youth. This is why the government is taking decisive steps to reverse the trend.”

He further stressed the untapped potential of young Nigerians, describing them as “natural innovators” who are leveraging technologies like blockchain and artificial intelligence to increase transparency and fight corruption.

Olawande reiterated the government’s commitment to empowering youth as agents of change, transforming challenges into opportunities for national growth.

Cheikh Toure, Country Representative of the United Nations Office on Drugs and Crime (UNODC), commended the initiative and stressed the importance of listening to young voices.

“The progress of any government is reflected in its citizens’ experiences, particularly the youth. It’s time to involve them in decisions shaping their future,” Toure remarked, highlighting the innovative and ethical leadership that youth can bring to the fight against corruption.

Echoing these sentiments, Mr. Ademola Bakare, a representative of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), affirmed the agency’s support for youth-driven solutions.

“We are ready to support your freedom of expression, especially on social media, to combat these social issues. Engagement, not protest, is the key to progress,” Bakare emphasized.

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has categorically denied allegations that it opposes President Bola Ahmed Tinubu’s proposed tax reform bills, describing such claims as “grossly misleading, false, and malicious.”

Addressing journalists at a press briefing held today in Abuja, the Chairman of the Commission, Dr. Mohammed Bello Shehu, OFR, stated that the RMAFC is fully aligned with the President’s vision to create an equitable and sustainable fiscal framework.

He underscored the importance of the proposed tax reforms in addressing Nigeria’s revenue challenges and enhancing the nation’s fiscal performance.

“We applaud President Tinubu’s unwavering commitment to repositioning Nigeria’s revenue base through bold initiatives,” Dr. Shehu said.

“The proposed tax reform bills are pivotal in integrating untapped revenue sources, improving the revenue-to-GDP ratio, and elevating Nigeria’s fiscal performance on the global stage.”

Dr. Shehu highlighted the Commission’s proactive involvement in the reform process, including the submission of a comprehensive memorandum emphasizing global best practices.

He reassured Nigerians that RMAFC’s contributions align seamlessly with the President’s vision for a robust fiscal policy.

He acknowledged the ongoing debates surrounding Value Added Tax (VAT) allocation and derivation but emphasized the need for constructive dialogue guided by facts.

Dr. Shehu condemned the dissemination of falsehoods, urging Nigerians to disregard baseless reports.

“It is disheartening that despite our explicit support for these reforms, some individuals choose to spread false narratives. These actions can undermine the efforts of patriotic Nigerians working to support the President’s transformative vision,” he stated.

The Chairman assured stakeholders that the proposed tax reforms are designed to promote fiscal equity, curb tax evasion, and enhance revenue generation.

While acknowledging concerns about potential impacts on businesses and individuals, Dr. Shehu reaffirmed the Commission’s commitment to addressing these issues through consultations and expert input.

CISLAC Renews Call for Action Against Corruption

As the world marks International Anti-Corruption Day 2024, the Civil Society Legislative Advocacy Centre (CISLAC) has issued a powerful call for renewed collective action to combat corruption in Nigeria, citing its devastating effects on security, the economy, and essential services.

In a statement, CISLAC’s Executive Director, Auwal Ibrahim Musa Rafsanjani, praised the resilience of Nigeria’s anti-corruption agencies despite facing challenges such as political interference, inadequate resources, and personal risks.

He emphasized the urgent need for nationwide support to empower these agencies and sustain their fight against corruption.

CISLAC raised alarm over corruption’s crippling effect on Nigeria’s security architecture. Billions of naira meant for counterterrorism operations have been misappropriated, leaving troops ill-equipped while insurgent groups like the Lakarawas continue to gain ground.

A joint report by CISLAC and Transparency International exposed $8.9 million in diverted military funds, further eroding public trust. Additionally, more than 4.3 million internally displaced persons (IDPs) remain trapped in deplorable conditions due to prolonged insecurity, with limited access to food, healthcare, and sanitation.

“This endless cycle of corruption not only endangers national stability but exacerbates poverty and weakens governance,” Rafsanjani stated.

Highlighting the dire state of public services, CISLAC noted that only 5% of Nigeria’s national budget is allocated to healthcare, leaving the sector grossly underfunded. Millions of Nigerians lack access to clean water, while over 20 million children remain out of school the highest global figure.

CISLAC also decried the abandonment of critical projects like Kano’s Hasiya Bayero Pediatric Hospital and the failure to provide potable water for over 70 million Nigerians.

“The mismanagement of funds intended for healthcare, water, and education deepens inequality and perpetuates poverty,” the organization warned.

Economic Corruption and Oil Theft

The statement shed light on Nigeria’s massive economic losses, including $1.5 billion lost monthly to oil theft and $4 billion annually to tax evasion by multinational corporations.

CISLAC highlighted the theft of 400,000 barrels of oil daily and called for stricter oversight of the banking sector to curb money laundering and terrorism financing.

CISLAC called for robust enforcement of the Public Procurement Act to ensure transparency and fairness in government contracting. The organization also advocated for regulatory frameworks to monitor constituency projects and ensure that allocated funds benefit local communities.

Corruption in the judiciary, political interference, and the erosion of civic space were also flagged as major concerns.

Rafsanjani urged the government to repeal laws that stifle free speech and to protect journalists, activists, and whistleblowers who expose corruption.

CISLAC proposed comprehensive reforms, including strengthening anti-corruption legislation, promoting transparency, and fostering civic engagement.

Rafsanjani stressed the importance of public awareness campaigns to educate citizens about their rights and available reporting mechanisms.

“Corruption remains Nigeria’s greatest obstacle to socio-economic progress. It is time for all Nigerians to unite against this menace and demand accountability from public officials,” the statement concluded.

In his address, the Minister expressed the administration’s determination to rebuild the trust that corruption has eroded among Nigeria’s youth.

He acknowledged the widespread feelings of neglect and disillusionment among young people, which have contributed to societal unrest, including the 2020 #EndSARS protests.

“Young Nigerians often feel disconnected from the government that is meant to serve them. This must change. Our administration is determined to engage with and prioritize the youth as key partners in building a better Nigeria,” the Minister stated passionately.
