In Nigeria, only a legal practitioner can become a Notary Public in line with Section 2 (1) of the Notaries Public Act (NPA). They are appointed by the Chief Justice of Nigeria and are deemed to be officials of the Supreme Court.  A Notary Public is a public official usually a lawyer who has been authorized by the Federal Government of Nigeria to notarize documents and perform acts in legal affairs such as witnessing of signatures, administering of oaths, making affirmations, statutory declarations, taking Affidavits, and authenticating documents.

UNESCO Laureate sees a  Notary Public as an official constituted by law to serve the public in non-contentious matters usually concerns with general financial transactions, estates, powers-of-attorney, and international cases.

Nigerian Councillor for Bangor City Council, Wales, Dr Salamatu, Others to be honoured by Bangor University

Dr Salamatu Jidda-Fada, a Nigerian-born conservation scientist and educator who on Wednesday, July 12, 2923 will be awarded Honourary Doctorate in Science ( DSc), in Education by the Bangor University, Wales alongside ten other prominent personalties in the United Kingdom.

She was a research fellow at the Centre for Evidence-Based Conservation, and visiting researcher in the School of Natural Sciences at Bangor University. Still based in Bangor, Salamatu works as a conservation consultant in promoting a greener Wales and is active in promoting environmental awareness amongst ethnic minority communities and the wider Welsh society. Stemming from her work as founder of the North Wales Africa Society, Salamatu contributed to the Welsh Government Black, Asian and Minority Ethnic (BAME) Group as a member and is the Vice Chair for Adult Learning Wales. She is also an advisory member of the RSPB Cymru and is the first black person to be elected as a Councillor for Bangor City Council.

According to a media report dated July 4, 2023, Bangor University will award honorary degrees this summer to 11 individuals from the worlds of science, law, sport, the arts and popular culture for their contribution to public life.

Graduations will take place in the University’s historic Main Building from Monday 10 to Friday 14 July. Working closely with the Student Union, the University has ensured a seamless graduation experience for our students, enabling timely completion of their degrees with accurate degree classifications despite the challenges brought on by a UK-wide marking boycott.

Steve Backshall MBE is one of television’s best-known wildlife presenters, naturalists, writers, and adventurers. He is an honorary lecturer at Bangor University where he teaches students about conservation, zoology and the wildlife filming industry. Steve’s lectures are among the most popular with plans afoot for live feeds from Steve’s filming locations and field trips.

Dr Tina Barsby OBE is a Bangor alumna and plant geneticist renowned for her scientific achievements and experience in the agricultural crop sector. She is the CEO of the National Institute of Agricultural Botany and the first female Chief Executive in the Institute’s 90-year history. An Agricultural Botany graduate from Bangor University, she was awarded an OBE in the 2018 New Year Honours List for services to agricultural science and biotechnology.

Richard Broyd OBE is a businessman,

conservationist, and philanthropist. Recognising the plight of beautiful country houses facing ruin, he founded Historic House Hotels. His first purchase was 17th century Bodysgallen Hall in Llandudno which ignited a passion for Wales. Richard donated the entire company and its assets to the National Trust, the largest single gift ever received by the charity. He maintains strong ties with North Wales and is an ardent supporter of Welsh charities, notably the Ffestiniog Railway and the reconstruction of the Welsh Highland Railway.

Dr Pauline Cutting OBE, a veteran war-zone surgeon, has lived in North Wales for the last 40 years. In the mid-1980s, she was a volunteer surgeon with Medical Aid for Palestine. At the Bourj al Bourajneh refugee camp, she fought to save lives amid constant bombardment. Dr Cutting was isolated from the world but eventually communicated the situation to journalists through a makeshift radio antenna. Her pledge ‘to live or die’ with those in the camp, reverberated around the world. Although retired, she still works one day a week as an emergency physician at Ysbyty Gwynedd’s A&E department where she was the hospital’s first consultant in emergency medicine.

Professor Iwan Davies was Vice-Chancellor of Bangor University from 2019 – 2022. He steered the University through the unprecedented challenges of the COVID-19 pandemic. Among his significant achievements was the announcement of an independent North Wales Medical School supported by Welsh Government. He is a leading authority on international commercial law with a particular interest in asset finance, IP and personal property law. A graduate of Aberystwyth, Cambridge, and Cardiff Universities, he is also a barrister, having been invited and called to the Bar for distinguished legal academic scholarship.

Gwyn Evans is former conductor of Beaumaris Brass Band. He has taught thousands of children in the surrounding area to play brass instruments for more than 25 years. He has led the Beaumaris Band to success in top British competitions, at the same time raising the quality and skills of young people whilst motivating them to take an interest in brass bands. In writing and adapting musical arrangements for the Beaumaris Band Gwyn is always keen to promote Welshness and Welsh musical culture and has taken it around the world.

Dafydd Iwan is a Welsh singer and nationalist politician who rose to fame writing and performing Welsh language folk music and ballads. From 2003-2010 he was the president of Plaid Cymru.

Dafydd is the Football Association of Wales’ cultural ambassador and led the singing of the official campaign song Yma o Hyd to support the national team at the World Cup in 2022 and to raise the profile of Wales and the Welsh language.

Caradog ‘Crag’ Jones was the first Welshman to reach the summit of Everest in May 1995 at the age of 33. He graduated with a BSc Marine Biology & Oceanography degree from Bangor University in 1982. Following his successful climb, he gained popularity by hosting television programmes for young climbers and supporting Welsh climbing and walking groups. Currently working as a fisheries consultant, Crag continues to pursue climbing and expeditioning and has also taken up downhill mountain bike racing.

Dr Dafydd Owen led the multidisciplinary preclinical team that discovered PAXLOVID, the first FDA-approved oral treatment for Covid-19. He has 25 years of experience as a medicinal chemist in the design and synthesis of drug-like molecules at Pfizer Research & Development in the UK and US.

Emeritus Professor Gareth Ffowc Roberts, is a former Pro-Chancellor of Bangor University and a former member of its Council. A Mathematics graduate from Oxford University, Gareth worked extensively in education in Wales before becoming Principal of Coleg Normal, Bangor. After the college merged with the University of Wales, Bangor, Gareth became a Pro-Vice-Chancellor and Professor of Education. He played a key role in establishing the Coleg Cymraeg Cenedlaethol and oversaw Welsh medium provision at the University.

We are passionate about developing a Community-Based Ecosystem of entrepreneurs -Domak Group Int’l

Domak Group International has stated that it is passionate about developing a Community-Based Ecosystem of entrepreneurs across Africa pointing out that it would be training at list 25000 young men and women to help boost the economy of Nigeria  and Africa at large stressing further that it would be empowering a 100 youths with a million naira each.

This which was made known to journalists in Abuja on Thursday by the Chairman, Domak Group Int’l, His Excellency, Amb. Dr. Kingsley Azonobi during the Domak Entrepreneurship Sumit 2023 Global Press Conference, held at the National Merit House,  Maitama, Abuja-Nigeria was aimed at creating awareness ahead of the submit.

The event scheduled for 1-2 August, 2023 with the theme: “Impacting Africa Through Entrepreneurship Development”, seeks to address the issues bordering on self-employment, helping start-ups and small business owners.
“The goal is to establish and develop the mindset of all the young people that are willing to shape their future with their hands. The summit will focus on helping young people with the ability to work easily on their own pace, scheduled, and location”, he added.

Also speaking at the press conference, NANS’s  President, Umar Usman said the national students’ body has ventured into partnership with Domak Group in order to create a lifeline for students, both during their academic years and graduation.

Usman noted that the Senate of the Association would pass a resolution, mandating the Students Union Government of all Higher Institutions of learning to key into the scheme.

Earlier, the Executive Director, Domak Entrepreneurship, Dr. Hillary Emoh has also expressed optimism  in the dream of the convener and what he intends to achieve for the Nigerian student via the Summit.
“I am a part of it, I am in the planning and organizing team, and I am also working behind the scene to ensure that we have a hitch-free event. The packages the Summit is bringing is of immense economic and social value, and such whose effect would last a lifetime. I enjoin all students in Nigeria to with any doubt or reservation key into this program by registering for the Summit and fully participating in it”.

427 Lawyers Volunteer to Render Pro Bono Services to INEC

 

The INEC Chairman disclosed that the Nigerian Bar Association (NBA) has submitted a list of 427 lawyers across the country who have volunteered to render pro-bono services to the Commission


Speaking on investigation on the Conduct of some of its official, the INEC Chairman disclosed that the Nigeria Police has concluded its investigation on the conduct of the Resident Electoral Commissioner in Adamawa State and submitted the case file to the Commission. “Appropriate action will be taken in a matter of days and Nigerians will be fully informed”.

 

 He said: “We are presently looking at all the evidence of infractions during the election, including the prosecution of offenders. We are looking at the activities of all actors involved in the election, including some of our high-ranking officials.

 

Prof. Yakubu also confirmed that the Commission has received 215 case files from the Nigeria Police following their arrest and the conclusion of investigation into electoral offences arising from the 2023 General Election. He said “We are working with the Nigerian Bar Association (NBA) to prosecute the alleged offenders.    

 

“They are not charging legal fees but by mutual agreement the Commission will provide a token amount to cover for filing fees/expenses. We are most grateful to NBA and its President, Yakubu Maikyau SAN, for this historic collaboration. Similarly, we are working with the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices Commission (ICPC) on the prosecution of cases relating to vote buying and associated violations”, he said.

 

Speaking on the Conduct of RECs and the Conduct of Future elections, the INEC Chairman noted that the work of the Commission is enormous, and urged Resident Electoral Commissioners (RECs) to remain loyal to their oath of office.

 

Addressing the RECs, he said “we are commencing these debriefings with you because you are central to the conduct of elections. Many of you performed very well during the general election under extremely challenging circumstances. I commend you for that. However, a few of you did not properly manage the tasks lawfully bestowed upon you for which the Commission has taken some administrative action”

 

Commenting on the elections ahead, the INEC Chairman said, “as Resident Electoral Commissioners, you are no doubt aware, that there is no election season in Nigeria any longer. Numerous off-cycle and bye-elections are held throughout the period between one general election and another”.

 

He continued: “We are already confronted with four bye-elections as a result of resignation in the case of Surulere 1 Federal Constituency of Lagos State and death in respect of Jalingo/Yorro/Zing Federal Constituency of Taraba State, Chibok State Constituency of Borno State and Chikun State Constituency of Kaduna State.

 

“Furthermore, the Commission is preparing for three off-cycle Governorship elections in Bayelsa, Imo and Kogi States, which are scheduled for 11th November 2023. We have already published the final list of candidates for the elections, and campaign in public officially commenced on 14th June 2023. The Commission will soon commence the regular stakeholder engagements ahead of the elections”, the INEC Chairman added.

 

The Positives From 2023 General Election-INEC

 

While making broad remarks about the 2023 General Election, the INEC Chairman, maintained that in order to learn the full lessons from the 2023 General Election, it is important to view the entire process before, during and after the election to make an informed assessment.

 

He argued that compared to some previous elections, the Commission believes that the 2023 General Election was one of the most meticulously prepared for in recent times.

 

According to him, “Learning from previous experiences, we started preparations immediately after the 2019 General Election, carefully ticking the necessary boxes over a four-year period. It is the need to learn from both the positives and the shortcomings that makes the stocktaking that we are embarking on today essential”.

 

Prof. Yakubu highlighted some of the positive takeaways from the recent General Election. He said “Among the positive stories is that the security challenge which threatened to derail the elections did not materialise. Concerns that the polls will be disrupted by the perennial insecurity across the country fizzled out on Election Day as the elections were largely peaceful”.

 

The Chairman noted that, “Despite currency and fuel challenges and widespread attacks on our personnel and facilities nationwide, the Commission proceeded with the election as scheduled. The first set of elections, the Presidential and National Assembly, held as planned for the first time in the last four General Elections conducted in the country. Accreditation of voters using the Bimodal Voter Accreditation System (BVAS) has generally been scored very high by voters”.

 

According to him, “Our records show that the success rate for BVAS accreditation stands at 98% compared to the Smart Card Reader’s 29.2% during the 2019 General Election”.

 

The INEC Chairman further argued that despite the divergent opinions about the outcome of the election, the overall outlook suggests that it is a fair reflection of a complex multi-party democracy. He said “we wish to remind Nigerians that elections were held for a total of 1,491 constituencies made up of one Presidential, 28 Governorship, 109 Senatorial, 360 Federal Constituencies and 993 State Assembly seats. Our record shows that these elections have produced the most diverse outcomes ever recorded since 1999”.

 

He said: “Today, five political parties produced State Governors, seven parties won Senatorial seats, eight are represented in the House of Representatives and nine in State Houses of Assembly. Clearly, the 10th National Assembly is certainly the most diverse in party representation since 1999. In some States around the country, different political parties controlled the legislative and executive arms of Government”, he added.

 

 “What is clear from these records also is that the days of single party dominance of our national politics are probably gone. Furthermore, many prominent candidates lost in the constituencies they contested, and political parties lost in some of their presumed strongholds”, the INEC Chairman said.

 

On challenges of the General Election, Prof. Yakubu acknowledged that there were some challenges which according to him were “structural, infrastructural and human in nature”.

 

“Indeed, it is in furtherance of our determination to address the challenges as we prepare for future elections that the Commission is commencing its post-election review engagements today,” he added.

Why We Have Not Responded To Public Commentaries – Prof. Mahmmod Yakubu

As INEC Begins Internal Review Of 2023 General Election   

Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, has explained why the Commission has not joined in the all commentaries on various aspects of the 2023 General Election held in February and March this year.

The INEC Chairman gave the explanation on Tuesday, during a meeting with Resident Electoral Commissioners (RECs), which marks the beginning of the Commission’s internal review process of the General election, held at the INEC Headquarters, Abuja.

Prof. Yakubu noted that since the conclusion of the election, diverse opinions have been expressed by political parties, candidates, observers, analysts and the general public on aspects of the elections. He welcomed the cocktail of opinions, saying, “such diverse opinions should normally be expected, and the Commission welcomes all of them insofar as their purpose is to improve the future conduct of elections and to consolidate our democracy”.

 

Explaining INEC’s position, Prof. Yakubu said “the Commission has consciously not joined in these commentaries in the immediate aftermath of the election for several reasons. First, our preference is to listen more and draw lessons rather than join in the heated and often emotive public discussion on the election.

“Second, since we plan to conduct our own review of the election, we see no need to pre-empt the process. Third, the Commission would not want to be seen as defensive or justificatory in joining the ongoing discussions”.

He continued “Finally, and perhaps most importantly, several issues around the election are sub-judice and it is not the intention of the Commission to either undermine or promote the chances of litigants in the various election petition courts beyond what is required of us by the legal process. Indeed, practically anything coming from the Commission could be cited by litigants as either justifying their claims or an indication of bias against them.”

Harping on the importance of the internal review process initiated by the Commission, the INEC Chairman highlighted some areas of interest that would be discussed by stakeholders involved in order to learn lessons with a view to strengthening the country’s electoral process.

 

He said “In the next few weeks, several internal debriefing meetings will be held, culminating in engagements with stakeholders. I implore the Resident Electoral Commissioners, as senior officials of the Commission, to lead the discussion on all aspects of the election from preparations, conduct and aftermath frankly and constructively.

 

“Among other issues, I expect you to cover such specific areas as; Operational processes for the Continuous Voter Registration (CVR) and general elections, including planning, organisation, coordination and evaluation of activities, focusing particularly on such specific issues as the issuance of voters’ cards, logistics, delivery of materials, deployment of personnel, etc”.

 

He continued: “Legal framework for the conduct of elections with a view to addressing any key legal challenges that may have arisen prior to the 2023 General Election which were not envisaged before the election; Technologies deployed in the electoral process, including the INEC Voter Enrolment Device (IVED); INEC Result Viewing Portal (IReV); and Bimodal Voter Accreditation System (BVAS)”.

 

Prof. Yakubu also listed areas such as, “ party nomination portal; observer, media and polling/collation agents’ accreditation portals etc., focusing particularly on their performance; Effectiveness of overall administrative procedures and channels within the Commission in the coordination and execution of pre-election, election and post-election activities;  Political party registration, party primaries and nomination of candidates for the 2023 General Election, as well as monitoring of the processes”

 

Other areas to focus attention during the review according to the INEC Chairman include, “Process of recruitment, training, deployment and performance of all categories of ad-hoc staff during CVR and the General Election; and Strengthening the Commission’s cooperation and relations with other bodies such as MDAs, NGOs etc. and any other issues in the electoral process that are likely to impact the work of the Commission in future”.

 

Prof. Yakubu who further disclosed that a comprehensive report will be produced and made public at the end of the internal review engagement with stakeholders, added that the Commission has so far received reports from 54 accredited national and international observers.

 

He assured that the Commission “will give equal prominence to all the reports and review them in a holistic manner to ensure that necessary lessons are learnt from their conclusions and recommendations”.

 

INEC SUES ADAMAWA REC OVER MISCONDUCT

The Independent National Electoral Commission says it has filed a six-count charge against the suspended Resident Electoral Commissioner (REC) deployed to Adamawa State, Barr. Hudu Yunusa Ari.

The case was filed at the Adamawa State High Court sitting in Yola, over his unprofessional conduct in the recently concluded Governorship election in the state.

The Chairman of Information and Voter Education Committee (IVEC) and National Commissioner, Festus Okoye Esq., made the disclosure in a statement issued on Thursday.

It would be recalled that on Tuesday 4th July 2023, the Chairman of INEC, Prof. Mahmood Yakubu, during a meeting with RECs, confirmed the receipt of case files from the Nigeria Police following the conclusion of investigation into alleged electoral offences during the 2023 General Election, including the one involving Barr. Hudu Yunusa Ari, and assured Nigerians of immediate action on the matter.

 

Explaining the reason for the filing the charges at the Court in Adamawa, Okoye said “As provided by Section 145(1) of the Electoral Act 2022, an offence committed under the Act shall be triable in a Magistrate Court or a High Court of a State in which the offence is committed, or the Federal Capital Territory, Abuja.”  

 

“Furthermore, Section 145(2) of the Act provides that a prosecution under the Act shall be undertaken by legal officers of the Commission, or any legal practitioner appointed by it.”

 

The IVEC Chairman said “Having reviewed the case file from the Police which established a prima facie case against Barr. Hudu Yunusa Ari, the Commission has filed a six-count charge against him at the Adamawa State High Court sitting in Yola”

 

“Consequently, the Court has fixed Wednesday 12th July 2023 for commencement of trial.”, he added.

 

Okoye further added that the Commission was working with the Nigerian Bar Association (NBA) for the diligent prosecution of other cases.

967 Terrorists surrender to troops in 2 weeks-DDMO

The Directorate of Defence Media Operations On Armed Forces Of Nigeria’s Military Operations has disclosed that 967 terrorists comprising of 82 adult males, 354 adult females and 531 children surrendered to troops at different locations within the joint area of operations within a period of two weeks.

Brigadier General, Abdullahi Haruna Ibrahim, the Director Defence Media Operations made this known during a press briefing held at the Defence Headquarters New Conference Room On 6 July 2023.

While speaking, he said, on 18 June 2023, troops arrested 2 suspected gun runners at Njimtilo check point along Maiduguri – Damaturu in Maiduguri Local Government Area of Borno State and recovered 500 rounds of 7.62mm special ammo, 1 locally made pistol, 1 vehicle, 3 mobile phones, 2 jack knives and other sundry items. Also, on 4 July 2023, troops in conjunction with Civilian Joint Task Force conducted ambush operation at Mandara mountain, in Gwoza Local Government Area of Borno State. Following the operation, troops ambush and neutralized a notorious Boko Haram Terrorists/Islamic State of West Africa Province terrorists commander identified as NAOIB Gambo Jundullah and recovered 1 AK47 rifle loaded with 4 rounds of 7.62mm special ammo. Equally, due to troops offensive operations against terrorists in the theatre of operations a total of 967 terrorists comprising of 82 adult males, 354 adult females and 531 children surrendered to troops at different locations within the joint area of operations.

“North East Zone: Troops of Operation HADIN KAI in the North East zone of the country have continued to intensify operations against terrorists including their logistics suppliers and collaborators. In pursuit of this, between 17 and 18 June 2023, troops in conjunction with hybrid forces conducted fighting patrols to Kashimeri general area and cleared terrorists enclaves at Ajikawuri, Kuramari, Mbbalari, Kashimari, Muskanari, Gajibo Maila in Konduga, Dikwa, Gwoza, Bama, Ngala and Mobbar Local Government Areas of Borno State. During the operations, troops made contact with the terrorists and neutralized 5 terrorists, captured 3 while other fled. Troops also recovered 3 AK47 rifles, 2 dane guns, 16 rounds of 7.62mm special ammo, 1 x 36 hand grenade, 1 Unexploded Explosive Ordinance, 3 motorcycles, 3 bags of grains and other valuable items. Also, on 22 June 2023, following intelligence report on terrorists crossing from Cameroon to Nigeria, troops laid ambush along Bula Yobe-Darel Jamel in Bama Local Government Area of Borno State and made contact with the terrorists. Following a fire fight, troops neutralized 5 Boko Haram Terrorists/Islamic State of West Africa Province terrorists and recovered 1 bag each of flour and detergent. Furthermore, between 15 and 20 June 2023, troops arrested 10 Boko Haram Terrorists/Islamic State of West Africa Province terrorists collaborators and suppliers at different locations within the general area of operations and recovered some logistic supplies meant for the terrorists include mosquito nets, mosquito coils, 2 bags of sugar and the sum of Two Hundred and Forty Six Thousand Two Hundred and Thirty Five Naira (N246,235.00) only.

“Consequently, within the weeks in focus troops recovered 19 AK47 rifles, 1 HK 21 rifle, 4 dane guns, 1 locally made pistol, 1 Unexploded Explosive Ordinance, 15 AK47 magazines, 582 rounds of 7.62mm special ammo, 41 rounds of 7.62mm NATO, 25 cartridges and 1 tear gas. Other items recovered include 2 Boko Haram Terrorists/Islamic State of West Africa Province terrorists uniforms, 4 mini solar panels, 2 wooden boats, 2 cutlasses, 3 daggers, 26 mobile phones, 5 blankets, cooking utensils, 15 livestock, 4 motorcycles, 3 bags of grains, 2 bags of sugar, 5 cartons of dry fish, 1 bag of flour, 1 bag of detergent, 3 vehicle, 4 motorcycles, 6 bicycles, 617 jerrycans of Premium Motor Spirit, 30 litres of groundnut oil, 2 bags of fertilizer, 56 sheets of zinc, mosquito nets, mosquito coils, box of matches and other valuable items as well as the sum of Three Hundred and Fifty Four Thousand Eight Hundred and Seventy Five Naira (N354,875.00) only. Troops also neutralized 24 Boko Haram Terrorists/Islamic State of West Africa Province terrorists, captured 10, apprehended 39 collaborators and logistics suppliers and rescued 35 kidnapped civilians. All recovered items, arrested Boko Haram Terrorists logistics suppliers and rescued civilians have been handed over to the relevant authority for further action while captured terrorists and surrendered Boko Haram Terrorists/Islamic State of West Africa Province terrorists and members of their families were profiled and documented for further action.

“Relatedly, the air component of Operation HADIN KAI conducted air interdiction operation at Jango in Borno State. The location was observed to be active with terrorists activities. Accordingly, the location was bombarded and following the feedback of information revealed that several terrorists were neutralized with their structure destroyed in the air strike. Also, between 22 and 26 June 2023, the air component of Operation HADIN KAI conducted air interdiction operation at terrorists hideout at Tumbun Shitu, Arina Chiki a known terrorist hideout in Southern Tumbuns of Borno State. In these operation, human intelligent reported movement of Islamic State of West Africa Province terrorists to Arina Chiki due to fighting with the Jama’atu Ahlis Sunna Lidda’adati wal-Jihad (JAS) faction. It was further revealed that the location serves as the ammunition dump, training ground and logistics hub for the Boko Haram Terrorists/Islamic State of West Africa Province terrorists. Consequently, the locations was bombarded with bombs, neutralized several terrorists and destroyed their structures in the air strike. Similarly, between 22 and 27 June 2023, a similar air interdiction operation was conducted at identified terrorists locations in Jango, Kundesana in Mandara mountains and AL Jabbari in Borno State. In these location, Intelligence Surveillance Reconnaissance footage confirmed clusters of active structures with some terrorists activities. Accordingly, the targets was bombarded. Feedback revealed that several terrorists were neutralized with their structures destroyed during the operation.

“North Central Zone:
Troops in the North Central have remained focus vigilant and resilient in the onslaught against terrorist and other criminalities in the North Central zone of the country. In furtherance to this on 21 June 2023 following a tip off, troops of Operation SAFE HAVEN arrested a suspected criminals at Jol in Riyom Local Government Area of Plateau State and recovered 1 FN rifle loaded with 27 rounds of 5.56 x 45mm NATO. Also, on 29 June 2023, following a tip off, troops arrested a notorious criminal identified as Abubakar Kwaro who has been on the watch list of security agencies at Tenti Ruku village in Bokkos Local Government Area of Plateau State. Also, in a related development, between 26 and 1 July 2023, troops of Operations WHIRL STROKE raided suspected terrorists hideout at Tor-Tse village along Road Takum, Chinkai and Iorza village in Takum Local Government Area of Taraba State and Logo Local Government Area of Benue State and made contact with the terrorist. Following a fire fight, troops neutralized 2 terrorists while other fled. Troops exploited the general area and recovered a bag containing 158 rounds of 7.62mm special ammo, 190 rounds of 5.5mm ammo, 2 locally fabricated pistols, 1 pair of desert boot, 3 mobile phones and other sundry items.

” In a similar operation, on 22 June 2023, troops raided suspected criminals hideout at Ejule in Ofu Local Government Area of Kogi State and made contact with the criminals. Following a fire fight, troops neutralized 1 criminal and recovered 1 AK47 rifle, 3 fully loaded AK47 magazines, 2 locally fabricated AK47 rifles, as well as 2 locally fabricated shot guns and 1 dane gun. Also, on 23 June 2023, troops arrested 2 drug peddlers at Jebba in Moro Local Government Area of Kwara State and recovered 17 bags of substance suspected to be cannabis, 2,374 tablets of 500mg benghexol, 570 tablets of 500mg of diazepam, 14 tablets of 100 mg diazepam, 29 tablets of 100mg tramadol, 10 tablets of 225mg of tramadol and 24 tablets of dolometa capsules. Consequently, within the weeks in review, troops neutralized 7 terrorists and arrested 44 suspected criminals. Troops also recovered 202 rounds of 7.62mm special ammo, 190 rounds of 5.5mm ammo, 27 rounds of 5.56 x 45mm NATO, 6 AK47 rifles, 2 locally fabricated AK47 rifles, 2 locally fabricated shot guns, 1 FN rifle, 1 dane gun, 1 AK47 magazine and 1 bullet proof vest. Other include 17 bags of cannabis, 2,374 tablets of 500mg benghexol, 570 tablets of 500mg of diazepam, 14 tablets of 100 mg diazepam, 29 tablets of 100mg tramadol, 10 tablets of 225mg of tramadol, 24 tablets of dolometa capsules, 60 railways sleepers, 2 motorcycles, 10 mobile phones and 95 rustled livestock. Troops equally rescued 6 kidnapped civilians. All recovered items, apprehended civilians and rescued civilians have been handed over to the appropriate authority for further action.

“North West Zone:
Troops of Operations HADARIN DAJI and Operation WHIRL PUNCH have sustained the onslaught against bandits and other criminal elements terrorizing the North Western zone of the country. In continuation of this, between 15 to 21 June 2023, troops of Operations HADARIN DAJI conducted fighting patrols at villages in batsari, Danmusa, Safana and Malunfashi Local Government Areas of Katsina State. In these operations, troops made contact with terrorists and following fire fight troops neutralized 4 terrorists while other fled. Troops also recovered 3 locally fabricated dane guns, 24 motorcycles, 10 mobile phones and 4 sheep, other items recovered includes 2 solar panels 10 plant chemicals, large quantities of substances suspected to be cannabis and other illicit drugs, 8 spinners, 17 packs of cigarette, bathing soaps, 1 litres of engine oil, the sum of Sixty One Thousand, Three Hundred and Thirty Three Naira (N61,330.00) only, as well as other sundry items. Furthermore, on 15 June 2023, troops responded to information on bandit activities at Gundumi in Rabah Local Government Area of Sokoto State. Troops mobilized to the location and engaged the criminals and neutralized 2 bandits as well recovered 1 motorcycle.

“Equally, on 17 June 2023, troops in conjunction with the Nigerian Police personnel responded to information on the movement of armed bandits mounted on 20 motorcycles and camel with rustled cows moving towards Illela in Illela Local Government Area of Sokoto State. Troops mobilized to the location and arrested 4 suspected bandits and 2 suspected informant and recovered 20 motorcycles and 4 mobile phone. In the same vein, on 19 June 2023, troops on fighting patrol raided a suspected bandit hideout at Tumbulukum in Gwadabawa Local Government Area of Sokoto State, however, the bandits fled on sighting the troops. Troops further exploited the general area and arrested 7 suspected terrorists and recovered 4 mobile phones, 1 motorcycle and the sum of Thirty Four Thousand, Two Hundred and Fifty-Eight Naira (N34,258.00) and 600 CFA only. Relatedly, on 18 June 2023, troops arrested 2 suspected bandits collaborators for rustling livestock at the outskirt of Zurmi town in Zurmi Local Government Area of Zamfara State. The suspects were arrested with the sum of One Million, One Hundred and Eighty Thousand Naira (N1,180,000.00) only.

“Between 16 and 20 June 2023, troops of Operation WHIRL PUNCH had a meeting engagement with terrorists at villages in Birni Gwari, Giwa, Chikun and Kachia Local Government Areas of Kaduna State and made contact with terrorists. During the operations, troops neutralized 5 terrorists and captured 7 terrorists while other fled due to superior fire power of troops. Troops equally recovered 5 AK47 rifles, 6 locally fabricated rifles, 42 rounds of 7.62mm special ammunition, 6 rounds of 7.62mm NATO and 5 AK47 magazines. Other items include 6 motorcycles, 5 mobile phones, 5 cutlasses and the sum of Ten Thousand Nine Hundred and Fifty Naira (N10,950.00) only. 2 kidnapped civilians were also rescued by the troops. Furthermore, following intense pressure from kinetic operation, on 18 June 2023, 1 Boko Haram Terrorists/Islamic State of West Africa Province terrorist from the fighters of Damboa forest in Chikun Local Government Area surrendered to troops with 1 barreta pistol, 6 rounds of 9mm ammo, 1 Improvised Explosive Device suicide vest, 1 Improvised Explosive Device detonator cord, 2 pairs of combat boots and 1 motorcycle.

“Consequently, within the period under review, troops neutralized 16 terrorists, arrested 38 suspected criminals and recovered 10 AK47 rifles, 1 GPMG, 13 locally fabricated made guns, 1 barreta pistol, 4 dane guns, 161 rounds of 7.62mm special ammo, 7 rounds of 7.62mm NATO, 46 rounds of AA ammo, 6 rounds of 9mm ammo, 8 AK47 magazines, 1 IED suicide vest, 1 IED detonator cord and 2 pairs of combat boots. Others are 80 motorcycles, 34 mobile phones, 2 solar panels, 10 plant chemicals, 18 jerrycans of PMS, 5 pairs of shoes, 9 MP players, large quantities of substance suspected to be cannabis and illicit drugs, 3 boxes, 1,260 rustled livestock, the sum of One Million, Two Hundred and Eighty Six Thousand, Five Hundred and Thirty Eight Naira (N1,286,538.00) and 600 CFA only as well as other sundry items. Troops also rescued 38 kidnapped civilians, 1 Boko Haram Terrorists/Islamic State of West Africa Province terrorist equally surrendered to the troops. All recovered items, apprehended suspects and rescued kidnapped civilians have been handed over to the appropriate authority for further action while the surrendered Boko Haram Terrorists/Islamic State of West Africa Province terrorist has been profiled and documented for further action.

“In a related development, on 15 June 2023, the air component of Operation HADARIN DAJI conducted air interdiction operation at identified terrorists leader Mamuda Doro’s enclave in Zurmi Local Government Area of Zamfara State. the location was observed to be rife with terrorists activities. The location was subsequently engaged with rockets. Feedback revealed that several terrorists were neutralized in the strike. A similar air interdiction operation was carried out between 21 and 24 June 2023 at terrorists leader enclaves at Takatsaba, Biliya Lotso, Dutsen Duya and Sulele’s in Jibia, Safana, Sabuwa and Batsari Local Government Areas of Katsina State. overhead Biliya Lotso terrorists were sighted with large herds of cattle hibernating within the makeshift huts; likewise at Sulele enclave, INTEL revealed that the terrorists leader and his foot soldiers were hibernating at the location to attack the general area in Batsari Local Government Area; while terrorists activities were observed at Takatsaba and Dusen Duya enclaves. Consequently, these locations were attacked with rockets and cannons. Feedback revealed that terrorists suffered massive casualties with their structures destroyed in the air strike.

“Equally, on 27 June 2023, another air interdiction mission was conducted at Birnin Magaji PO1 and Sola PO3 in Birni Magaji and Jibia Local Government Area of Zamfara and Katsina States. The operation was carried out sequel to HUMIT on terrorists element establishing new camps and identified enclaves of the some the terrorists responsible for attacks and abductions along Jibia-Katsina road. Accordingly, the targets were attacked with rockets and terrorists were neutralized in the air strike. Also, between 22 and 26 June 2023, a air recce and air interdiction was carried out at Gwaska and Rikau in Kaduna State. During the operation, terrorists were seen on motorcycles around Kwainbana forest. While at Rikau, the location was observed to be busy with terrorists activities. Accordingly, the terrorists were attacked and neutralized with rockets.

“South South Zone:
The land, maritime and air component of the Joint Task Force Operations DELTA SAFE has sustained the effort in ensuring a safe and peaceful environment for business activities to strive in the South South zone of the country. In furtherance to this, troops conducted patrols, raids, swamp buggy and anti-illegal oil bunkering operations in the creeks, waterways, high seas, roads, towns and cities of Delta, Bayelsa, Rivers and Cross River State respectively. The operations were aimed at denying criminal elements freedom of action. On 17 June 2023, troops raided suspected criminals hideouts in Akpabuyo in Akpabuyo Local Government Area of Cross River State and arrested 14 suspected criminals who has been terrorizing the general area with 2 locally fabricated guns and 2 axes. Also, on 25 June 2023, following a tip off troops conducted patrol to suspected criminals camp within Azuzuama Community in South Ijaw Local Government Area of Bayelsa State and had a meeting engagement with the criminals. Following a fire fight, the criminals fled into the forest. Troop cordoned the general area and recovered 5 AK47 rifles, 2 RPG tubes, 2 RPG bombs, 4 RPG bomb chargers, 7 rounds of 7.62mm special ammo, 14 AK47 magazines, 1 pumping machines, 2 x 16inch of anchored verves, 1 mallet hammer, 1 pipe range spinner and 1 axe. Troops also destroyed the criminal’s camps and armoury.

“Consequently, during the period under review, troops of Operation DELTA SAFE while conducting Operation OCTOPUS GRIP discovered and destroyed 30 illegal refining sites, 125 storage tanks, 227 ovens, 11 dugout pits and 21 wooden boats. Troops also recovered 1,675,700 litres of crude oil, 74,500 litres of Automotive Gas Oil, 10 vehicles, 20 motorcycles, 8 weapons and 330 assorted ammunitions. Troops equally arrested 42 economic saboteurs. All recovered items and apprehended economic saboteurs have been handed over to the appropriate authority for further action. In addition, it is worthy to mention that a total of Five Hundred Three Million Six Hundred and Sixty Thousand Five Hundred naira (N503,660,500.00) only were denied the oil thefts during the period in focus.

“In related development, on 16 June 2023, the air component conducted air interdiction operation at Degema Local Government Area of Rivers State. The location was observed to be active with illegal refining sites, equipment, reservoirs and wooden boats loaded with illegal refining products. Accordingly, the location was engaged with rockets and destroyed the illegal refining sites, the products and the equipment in the strike. Also, between 17 and 25 June 2023, a similar air interdiction operation was conducted at Idama, Alakri and Samki general area of River State. The location was sighted with several bunkering equipment and reservoir loaded with suspected illegal refined products. Consequently, the location was bombarded with rockets. Credible information revealed that all the equipment and the illegal refined products were all destroyed in the air strikes.

“South East Zone: Troops of Operation UDO KA have sustained the commitment and the resilience in the fight against the Outlawed Indigenous People of Biafra/Eastern Security Network criminals and other social vices. This is aimed at creating enabling environment for economic activities and legitimate businesses to strive in the South East zone of the country. On 17 June 2023, Troops on routine patrol within Nwobi village in Nnewi North Local Government Area of Anambra State made contact with Indigenous People of Biafra/Eastern Security Network criminals who opened fire on troops. Following a fire fight, troops neutralized 2 Indigenous People of Biafra/Eastern Security Network criminals while other fled with gun shot wounds and recovered 3 AK47 rifles with 1 extra magazine. Furthermore, on 23 June 2023, troops in conjunction with Nigerian Police personnel responded to INTEL on Indigenous People of Biafra/Eastern Security Network criminals hibernating in a hotel at Mbosi in Ihiala Local Government Area of Anambra State and conducted cordon and search operation within the general area and arrested 15 suspected criminals.

“Equally, on 24 June 2023, following a tip off, troops in conjunction with Nigerian Police personnel raided suspected kidnappers hideouts at the fringes and border towns in Umunneochi, Ishiagu as well as Enugu South Local Government Areas of Abia, Ebonyi and Enugu States respectively and arrested 7 suspected kidnappers. Troops also conducted operational activities at Indigenous People of Biafra/Eastern Security Network criminals and other criminals hideouts at different locations within the South Eastern zone of the country and recorded appreciable successes. Consequently, within the weeks in focus, troops recovered 4 Ak47 rifles, 2 AK47 magazines, 5 pump action rifles, 2 locally made pistols, 1 dane gun, 8 launcher tubes, 13 live cartridges, 2 locally made hand grenades, 1 bag of explosives, IED wires, 1 bow and arrow, 2 trucks loaded with vandalized railways sleepers, 4 vehicles, 6 motorcycle, 32 mobile phones, 1 tricycle and sum of Fifteen Thousand Naira (N15,000.00) only. Troops also neutralized 4 Indigenous People of Biafra/Eastern Security Network criminals and arrested 37 suspected criminals as well rescued 15 kidnapped civilians. All recovered items apprehended suspects and rescued kidnapped civilians have been handed over to the appropriates authority for further action”.

Telecoms Investment in Nigeria now $75.6bn, Danbatta declares

…As sector added N10.126 trillion to GDP in 2022

The Executive Vice Chairman (EVC) of the Nigerian Communications Commission (NCC), Prof. Umar Garba Danbatta, has officially announced that the investment profile in the nation’s telecommunications sector, comprising foreign direct investment (FDI) and local investment, has reached $75.6 billion as of 2021.


According to Reuben Muoka, Director, Public Affairs in a press release he signed on July 5, 2023, stated that Danbatta disclosed this at an interactive session with stakeholders in the communications media ecosystem, in Lagos on Wednesday where he provided his scorecards and landmark developments that have shaped the trajectory of growth in the telecoms sector since he became the chief telecom regulator in August 2015.

According to Danbatta, in 2018, investment profile in the sector stood at $68 billion. This increased to $70.5 billion in 2019 and $72 billion in 2020. At the end of 2021, the figure rose to $75,560,563,417.79 ($75.6 billion). The latest figure is the current official investment profile computed in the industry up from the initial $70 billion investment in the last few years.

Investment in the telecommunications sector in Nigeria is computed from two sources: the Central Bank of Nigeria (CBN), and the financial data obtained from service providers by the Commission.

While the CBN collects and calculates an element of the telecoms sector to include FDI, portfolio and others, the Commission collects investment figures from telecom licensees described as domestic investment arising from capital expenditure (CAPEX) which form part of the total investment in the industry.

The NCC CEO said through effective regulatory environment put in place by the Commission, the telecom sector has recorded tremendous growth from an initial investment profile of $500 million as at 2001, when the sector was fully liberalised.

Similarly, Danbatta said the telecom sector has continued to be a major contributor to the Nigeria’s economy through an impressive the sectoral contribution to the nation’s Gross Domestic Product (GDP) quarterly, up from about 8.5 per cent in third quarter of 2015, contributing N10.126 trillion to the nation’s GDP in 2022 alone.

Citing data from the National Bureau of Statistics (NBS), Danbatta said the telecoms sector contributed N10.126 trillion as an aggregate quarterly contribution to GDP in 2022.

“In the first quarter, the sector contributed 12.94 per cent equivalent to N2.246 trillion while the second quarter witnessed an all-time high GDP contribution by the telecom sector to the nation’s economy, standing at 15 per cent and valued at N2.593 trillion. The sector’s contribution to GDP in the third was 12.85 per cent and in the fourth quarter, it grew to 13.55 per cent, which are valued at N2.436 trillion and N2.851 trillion respectively.

“The growth trajectory continued this year as telecommunications and Information Services sector in Nigeria delivered a handsome N2. 508 trillion in terms of financial value contribution to the nation’s gross domestic product, GDP, representing 14.13% in the first quarter 2023,”he said.

Telecoms contribution to national GDP has grown significantly since assumption of Prof. Danbatta as the EVC of NCC in August, 2015, according to available data from NBS.

From 8.50 per cent in 2015, it grew to 9.13 per cent in 2016 and to 8.66 per cent in 2017. In the last quarter of 2018, telecoms contributed 9.85 per cent to national GDP while it added 10.60 per cent in the fourth quarter of 2019.

Also in the second quarter of 2010, it added 14.30 per cent to GDP; 14.42 per cent in the second quarter of 2021. The highest quarterly contribution to GDP by the sector to the economy was 15 per cent in the second quarter of 2022.    

Overall, Danbatta said the sector has become a major enabler of economic development in Nigeria, as it continues to positively impact all the facets of the Nigerian economy. “As the regulatory authority for the telecom sector in Nigeria, we are happy that the sector has recorded phenomenal growth statistics in the past two decades of the liberalization of the telecoms sector. However, we will not rest on our oars. We will continue to push upward to greater heights by encouraging expansion of frontiers to put Nigeria’s imprint on the global map of digital economy,” he said.

In addition to the growth in investment and GDP contribution, Danbatta said, “As of May, 2023, active voice subscriptions reached 221.3 million, equivalent of 115.91 per cent teledensity, while Internet subscriptions rose to 159.6 million.

According to the CEO of NCC, broadband subscriptions on Third Generation (3G) and Fourth Generation (4G) networks increased to 92.2 million, representing a 48.28 per cent broadband penetration in the country.

Also, following the issuance of 3.5GHz spectrum licences for the deployment of Fifth Generation (5G) networks in Nigeria, marked by ultra-high speed internet, low latency and high capacity, and the subsequent commercial launch by two of the three licence holders, 5G subscriptions have grown to over 60,000 in many cities in at least 12 states of the Federation.
