Zamfara, Plateau Governors Visits CDS, Calls For Increase Security

The Chief of Defence Staff ( CDS), Major General Christopher Gwabin Musa, today, 12 July, 2023 received in a separate meetings the governors of Zamfara and Plateau States respectively at the Defence Headquarters, Abuja.

Tukur Gusau, Acting Director Defence Information on the 12 July, 2023, the Execitive Governor of Zamfara State, His Excellency, Dr Dauda Lawal said he came to congratulate the CDS on his deserving appointment and to intimate him of the over all security situation in Zamfara.  According to him, the security challenges is affecting meaningful development and also making governance almost impossible in the State.

Dr Dauda Lawal further said, when these challenges are confronted,  it will go along way to solving the damage in the general areas. He applauded the efforts of the troops on ground while calling for additional deployment of troops and logistics to build security.

The governor also called for more funding to the Armed Forces and also seeks for concerted efforts between the locals and security agencies in the State.

The CDS in his response, commesurate with the people of Zamfara state and assured of the DHQ readiness to provide every neccessary security assistance to the state. He pledged to ensure troops are on top of their games and  synergy between the AFN and other security agencies will be enhanced.

Similarly, the executive governor of Plateau State, Barrister Caleb Muftwang who also visited the CDS said he came to congratulate the CDS on his appointment, noting that Major General Musa is a professional to the core.  He added that the CDS appointment came at a critical time of worsening security challenges. He however, expressed his  undoubting believe that the CDS will make an impact by deploying his experiences to bare in dealing with the security challenges in Plateau. The governor commended the efforts of the AFN while paying tributes to the fallen heroes. He finally called for more efforts to address the security situations in the state.

The CDS while addressing the Plateau governor and his entourage said that the AFN is determined and committed to ensuring peace in the Plateau. Major General Musa condole with the governor over the unnecessary killings in the State. He added that there is need to know the basis of the problems and to also carry all the  stakehoders  along in finding a lasting solutions to the crisis ravaging the state.

CLEEN Foundation Condemn Killings in Benue and Plateau States, Calls for Prompt Action by Security Agencies

CLEEN Foundation has condemned in its strongest possible terms, the recent killings in Benue and Plateau states of Nigeria, calling on President Bola Ahmed Tinubu, the Armed Forces, and the Nigeria Police Force to decisively tackle the malady of insecurity in these states and across the nation.

CLEEN Foundation, Gad Peter today 13th July 2023 in Abuja-Nigeria further stated that the wanton destruction of lives and property is unacceptable and has no place in a civilized society.
“CLEEN Foundation as a non-governmental organization dedicated to promoting public safety and security in Nigeria is deeply concerned about the rising insecurity in various parts of the country, with Benue and Plateau states experiencing a particularly disturbing trend.

“The recent killing of 24 persons in Akpuuna and Diom communities of Ukum LGA of Benue state and the attack that claimed 12 lives in Mangu in Plateau state calls for a government-citizens approach to end this nefarious act. The killings in both states have left many families grieving, communities traumatized, displaced, and the entire nation in mourning.
Recall that just around June 2023, 24 persons were killed in two communities in Maradun area of Zamfara state. Beyond the killings that happen in these communities, time and time again, community members are displaced from their original settlement which equally has other resultant effects. How can we forget the incessant destruction of lives and property in the South-East in a bid to reinforce the IPOB sit-at-home order. Only today- the 13th of July the IPOB group issued another statement reinforcing sit-at-home across the entire South-East states for a period of 2weeks, the implications are enormous.
While we appreciate the effort of the government of Benue and Plateau states towards forestalling peace, we want to use this opportunity to also implore the governments to judiciously seek both reconciliatory and punitive measures audacious to finally put an end to these unreasonable killings. Something remarkable must be done to end this cycle of violence and bring the perpetrators to justice!
In the same vein, we want to appreciate the effort of security agencies at the frontline but again we charge these agencies to be proactive and not reactive. Active intelligence with support from locals is a key to handling these crises and this makes proactive policing achievable. Similarly, we want to charge the leadership of the military and the police to deploy technology empowered intelligence gathering platforms in the troubled states of the country in order to ensure peace within the walls of Nigeria”.

While stressing on the unity of purpose, he said, the peace, stability, and development of Nigeria is non-negotiable and therefore called on stakeholders concerned to work assiduously towards achieving this.
“Lastly, CLEEN Foundation recommends the following actions:
Communities affected by the recent violence should engage in peaceful dialogue to promote reconciliation and healing. Dialogue is key to ending the cycle of violence and finding long-term solutions to the conflicts.

“The government and citizens should prioritize intelligence gathering and information sharing. Everyone has a role to play in ensuring public safety and security.

“Citizens can help by providing information about suspicious activities in their communities to law enforcement agencies.

“The government should take proactive measures in its quest to secure the lives and properties of people in the state, especially those in communities that have been ravaged by crises such as farmer-herder, banditry, and gang operations.

“CLEEN Foundation calls on all stakeholders in Nigeria to work together to secure the country’s future. We must ensure that everyone plays their part in promoting peace, security, and stability in the nation. Equally, Nigerians must remain vigilant and report any suspicious activities to the appropriate authorities”, he added.

Governor Sani Uba Of Kaduna State Commends NAF Efforts

The Governor of Kaduna State, Senator Uba Sani has commended the Nigerian Air Force (NAF) for being proactive towards checkmating the activities of terrorists operating within Kaduna State and environs. Senator Sani stated this when he paid a courtesy call on the Chief of the Air Staff (CAS), Air Vice Marshal Hasan Abubakar, at NAF Headquarters.

Director of Public Relations and Information Nigerian Air Force, in a press release he signed on 12 June 2023, stated that the Governor also reiterated the need for the NAF to consolidate on its efforts as well as extend its operations to the fringes of Kaduna State. He went on to inform the CAS that he has had series of meetings with several stakeholders in the State including traditional, youth and women leaders as well as civil society organizations, among others, on the need to see security as the business of all and work in unison towards tackling its threats. He then assured the CAS of the support of the Kaduna State Government towards ensuring that the NAF meets its constitutional role.

While appreciating the Governor for the assistance rendered to the NAF by the Kaduna State Government, Air Vice Marshal Abubakar assured that NAF will continue to carry out its mandate of ensuring that all areas under terrorist threats in Kaduna State are safe for citizens of Kaduna to thrive. Air Vice Marshal Abubakar also used the occasion to thank Governor Sani for approving the ceding of the Government-owned Local Education Authority Primary School situated within NAF Base, Kaduna to the NAF and assured him of NAF’s resolve to renovate and upgrade the school for the benefit of all.  The meeting also touched on the need for both the Kaduna State Government and the NAF to jointly work towards addressing the issue of land encroachment on NAF Base Kaduna which may constitute a threat to air assets and equipment. Further discussions also brought to the fore the need to address the root causes of terrorism and insurgency in Kaduna and other parts of Nigeria, which all agreed would lead to sustainable peace and security.

On the Governors entourage were Samuel Aruwan, former Commissioner of Internal Security and Home Affairs and now Administrator of Kaduna Capital Territory Authourity, Yusuf Abubakar, Honourary Adviser to the Governor and Abubakar Haruna, Deputy Chief of Staff. On the NAF side were Air Vice Marshal Sayo Olatunde, Chief of Policy and Plans, Air Vice Marshal Abubakar Abdulkadir, Chief of Training and Operations and Air Vice Marshal Idi Sani who is the Chief of Administration.

Information Critical To Success Of Military Operations – Gen Lagbaja

The Chief of Army Staff (COAS), Major General Taoreed Lagbaja has described information as a very critical element to the success of military operations. Gen Lagbaja made the assertion today 11 July 2023, when the Executive Governor of Kaduna State, Senator Uba Sani paid a visit to the Army Headquarters, Abuja.

11 July 2023 disclosed that the COAS stated that the visit affords the Nigerian Army (NA) the opportunity to receive feedback on the security situation in Kaduna state and the yearnings of the people for the NA to sustain operations to entrench lasting peace and stability in the state.

The Army Chief expressed appreciation to the Kaduna State Government for its  support and partnership with the NA towards the  restoration of peace and tranquility in the state. He emphasized that timely information is critical to military operations, as it facilitates troops’ proactiveness in the conduct of operations.
    
Describing the state as a strong and dependable ally of the NA, the COAS noted, that Kaduna State holds a special place in the hearts of military personnel, as it is a home for several military institutions and formations.

Gen Lagbaja lauded the Governor for being the first governor to visit the Army Headquarters since assumption of duty as the 23rd COAS. He assured the Governor and the good people of Kaduna State that the NA will remain resolute in its efforts
towards attaining sustainable peace and stability in the State.

Earlier in his remarks, the Executive Governor of Kaduna State, Senator Uba Sani  stated that he was at the Army Headquarters to congratulate the COAS on his appointment and to express his appreciation to the Army Chief for his unprecedented performance as then General Officer Commanding 1 Division.

He urged the COAS  for more intervention in tackling banditry and other criminalities in Southern Kaduna.
  
The Governor pledged the support of his government to the NA and other security agencies combating security challenges in the state.

PSC Appoints New Commissioners For Bayelsa, Borno States

-Arase charges them to key into Mr. President’s vision for improved national security

The Police Service Commission has approved the appointment of new Commissioners for Bayelsa and Borno states.

According to Ikechukwu Ani Head, Press and Public Relations, in a press release he signed on Monday July 10th 2023, the new Commissioners are; CP. Alausa Hakeem Tolani for Bayelsa State and CP. Yusuf Mohammed Lawal for Borno state.
The Commission approved the appointments at the continuation of it’s 21st Plenary Meeting currently going on at its Corporate Headquarters in Jabi, Abuja.

Chairman of the Commission, Dr. Solomon Arase, CFR, retired Inspector General of Police charged the new Commissioners to ensure that the vision of Mr. President for an improved national security is accorded the required attention.

Dr. Arase said the war against terror and terrorism in Nigeria must be won and called on state Command Commissioners to restrategise and take over the public space currently being distorted by non state actors.

He noted that the Commission will continue to create the enabling environment for the Officers to give off their best, adding that the security of Nigeria and Nigerians must remain a priority for our national growth.

DG CONYSSA REACTS TO KILLING OF YOUTHS IN BENUE

The Director General Coalition of Nigeria Youth on Security and Safety Affairs CONYSSA Amb. Ade Mario Emmanuel, has condemned the recent killings in Benue State.

The Director General, in a statement by his National Directorate of media, Maryam Aminu, condemned the “use of terrorism as a tool in inter-communal conflicts”, asking that the attackers “be found and dealt with” swiftly under the law.

Mario conveyed his grief and sympathy to the families of those who lost their lives due to the attacks

He further urged Government and relevant stakeholders to take extraordinary action to address this menace that is having negative impact on our dear nation

“Let our security chiefs relocate to those areas of crises”,he asked

The DG called for calm just as he stressed on the need for the people, to be security conscious and remain ever vigilant.

NSCC signs Tripartite lease agreement on a 21.6hectares farmland

The National Senior Citizens Centre (NSCC) signs Tripartite lease agreement on a 21.6hectares farmland with Ushafa Community, Bwari Area Council.

Under the NSCC flagship program “Grandmothers Arise for Good Initiative: Economic Tree Crop vegetable planting project.

According to Omini Oden (ACPA, FCAI), Head, Corporate Affairs, Media and Communications in a press release stated that
the initiative described by NSCC Director General, Dr Emem Omokaro will enhance the production and productive capacities of Older Persons (60+ Women and Men) in Nigeria through agriculture using the “Social-Economic Entrepreneurial Model”

At the lease signing ceremony in Ushafa, Dr Omokaro said the project will integrate water sanitation and hygiene, healthcare and Social Services.

The project will have forty-three beneficiaries on a ratio of 40% male to 60% female in pairs working on a 21.6hectares of land cultivating groundnut, maize and cowpea annually.

The beneficiaries are largely non-pensioned members of the Ushafa Multi-Purpose Cooperative Society who will adopt the communal approach to agriculture with the tendency to leverage resources from the community, private sector, government and other partners to improve on their outputs, production and productivity.

The initiative which has partnerships with SMEDAN, WHO, Water Aid, FCT RUWASSA and FCT PHCDA facilitated by NSCC will adopt and promote smart and climate friendly agricultural practices as well as enhance the production and productive capacities of the farmers and cooperative.

Off-taking arrangement is designed to meet the specific needs of consumers of targeted markets, locally and internationally.

There shall be dedicated 1.6hectares of land for the cultivation of 5000 tree seedlings that will have economic value to mitigate the effect of climate change through the promotion of water shed protection, development of tree canopies and grooves in schools, open spaces and walk ways.

PSC Approves Dismissal Of 3 Senior Police Officers Over Misconduct, Reduces Ranks Of A CP, 8 Others

The Police Service Commission has approved the dismissal of three senior Police officers over cases of misconduct and abuse of office. Nine other officers were reduced in rank including a Commissioner of Police.

According to Ikechukwu Ani, Head, Press and Public Relations, in a press release he signed on Sunday, July 9th 2023,
the Commission took these decisions at the continuation of its 21st Plenary Meeting which began at its Corporate Headquarters in Jabi, Abuja on Thursday July 6th 2023 and presided over by Justice Clara Bata Ogunbiyi, CFR, retired Justice of the Supreme Court and Honourable Commissioner representing the Judiciary in the Commission who stood in for Commission’s Chairman, Dr. Solomon Arase CFR, retired Inspector General of Police.

Dr. Arase had welcomed Members during the Plenary via zoom and commended them for fastidiously  attending to Disciplinary matters.
He opined that this is in line with his promise not to do Anything that will impede the career progression of any Officer.

The Commission during the Meeting also approved the compulsory retirement of an Assistant Commissioner and  directed a refund of all entitlements wrongly paid to him.
It approved posthumous promotion of late Inspector Ifeanyi Oroke to the next rank of ASP 11 for acts of gallantry and reinstated one dismissed Inspector Augustina Oko to take effect from the date she was dismissed.
The Commission also approved the punishment of severe reprimand on 16 officers and reprimand for another 18. It directed that letters of warning should be given to two other Officers.
The Commission had earlier approved the appeal for adjustment on the date of promotion to the rank of Assistant Commissioner of Police of ACP Woke Iheanyi Kingsley and reinstatement of CSP Anaele Samuel Onuoha in compliance with a Court judgment.

The 21st Plenary Meeting of the Commission reconvenes on Tuesday, July 11th 2023.

EPSAO Project Supports In-Mission Training of Staff Officers Deployed to ECOWAS Peace Support Operations in the Gambia

The ECOWAS Peace and Security Architecture (EPSAO) project is currently supporting the pilot In-Mission Training of Staff Officers deployed to the ECOWAS Peace Support Operations (PSOs) mission in the Gambia. The training which commenced on the 3rd of July will end on the 7th of July 2023 in Banjul, the Gambia.

The aim of the training is to strengthen the capacities of the deployed personnel in understanding of the framework in which they are operating in.

“In-Mission Training” specifically refers to capacity building activities undertaken after the deployment of members of the military, police, or civilian peacekeeping personnel to peace missions.

It is envisaged that the training will help such individuals to implement the right operational procedures equivalent to their respective roles in PSOs.

Speaking during the opening ceremony, the Resident Representative of the ECOWAS in the Gambia, Her Excellency Mrs. Miatta Lily French, who was represented by Mr. Claude Kondor, stated that ECOWAS has been at the forefront in the search of sustainable peace and security within its Member States.

“Without peace and security, development and economic integration of the entire region will be very difficult to achieve”, he stated.

Mr. Kondor revealed that various protocols have been articulated and adopted to address the numerous security challenges that transformed the ECOWAS region into an epicenter of warlords and conflict entrepreneurs – including the 1999 Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security; the Supplementary Protocol on Democracy and Good Governance of 2001; the 2008 ECOWAS Conflict Prevention Framework and other key documents.

He highlighted that the objectives and expected outcomes of the In-Mission training are appropriate in equipping staff officers to carry out the correct operational procedures relevant to their roles and to ensure that Operating Procedures of both ECOWAS Headquarters and the ECOWAS Standby Force (ESF) Mission Headquarters are harmonized, standardized, and documented to simplify information flow and provide sufficient access for staff officers.

This training is organised by the ECOWAS Commission, Koffi Annan International Peacekeeping Training Centre (KAIPTC) and GIZ-EPSAO project, which is co- funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).

The main objective of the EPSAO Project is to support the ECOWAS Commission in its mandate to prevent and manage conflict & security threats in West Africa. EPSAO is co–funded by EU & the German Federal Ministry for Economic Cooperation & Development (BMZ) and implemented by GIZ.
