Local Government System : A Cornerstone Of Our National Security Architecture – President Tinubu

President Bola Ahmed Tinubu, GCFR, has emphasized the crucial role of local government systems in Nigeria’s national security architecture. He stressed the need for urgent legislation to safeguard and enhance the autonomy and effectiveness of local government administration to address critical national challenges.

Director (Information and Public Relations) on the 27th MAY, 2024, represented by the Minister of Defence, H.E. Muhammed Badaru Abubakar CON, mni, President Tinubu made this declaration while presenting a keynote address at a National Discussion on Nigeria’s Security Challenge and Good Governance at the Local Government Level. The event was organized by the House of Representatives and held at the Abuja Continental Hotel, Abuja.

The President highlighted the strategic position of local governments in promoting human security by delivering essential services like healthcare, education, sanitation, and social welfare programs directly to communities. He noted that empowered local governments can ensure communities are safe, prosperous, and resilient.

Expressing concern over the decline of the local government system, President Tinubu acknowledged its degradation and incapacitation have contributed significantly to developmental setbacks and the nation’s inability to effectively address prevailing national security threats.

He emphasized his administration’s commitment to strengthening local government systems to address social and economic challenges. Empowering local authorities with necessary resources and capacities to implement sustainable development initiatives can create sustainable opportunities and ensure a stable nation.

President Tinubu commended the House of Representatives and its partners, the UK International Development and PERL, for organizing this important national dialogue. He hoped that the event would yield plausible measures to rejuvenate the local government system in Nigeria.

Matawalle Shows Solidarity With Security Agents Along Abuja-Kaduna Highway

On his way to Kaduna, the Honourable Minister of State for Defence, H.E Dr Muhammed Bello Matawalle MON, spotted people gathered in clusters alongside Armed Forces personnel. He promptly instructed his convoy to stop, allowing him to assess the situation.

He disembarked and entered the community near the Rijana Forward Operational Base, where he witnessed the aftermath of a successful operation against bandits. The Armed Forces had just recovered rustled cows, which were being temporarily held at a local school for onward transmission to the Kaduna State Government.

Dr. Matawalle commended their resilience and praised the security agents for their bravery. He also addressed the military men, the Police DPO, and other security agents present, charging them to continue protecting Nigerians with unwavering dedication.

This impromptu stoppage by Minister Matawalle serves as a morale booster and a demonstration of his commitment to supporting security agents in their vital work.

The armed Forces of Nigeria have been working tirelessly against insecurity across the nation.

Major General Edward Buba, Director Defence Media Operations, briefing journalists on Thursday in Abuja on the activities of the troops across the nation disclosed that troops of Operation HADIN KAI recorded several activities during the period under review; surrendering of BH/ISWAP/JAS terrorists fighters and families, arrest of ammo racketeer, BH/ISWAP/JAS collaborators, conducted fighting patrols and offensive operations as well as meeting engagement with terrorists in Bama, Mafa, Dikwa, Gwoza, Konduga, Kaga, MMC, Kukawa and Monguno LGAs of Borno State as well as Geidam, Yunusari and Gujba LGAs of Yobe State.

According to him, “Between 27 and 29 May 2024, a total of 352 BH/ISWAP/JAS terrorists combatants and their families comprising of 34 adult males, 110 adult females and 208 children surrendered to troops in Gwoza, Konduga, Bama, Kukawa, Mafa and Dikwa LGAs of Borno State. Troops recovered 32 AK47 rifles, 12 dane guns, 43 magazines, 1,103 rounds of 7.62mm special ammo, 732 rounds of 7.62 x 39mm and the sum of N262,500.00 only amongst others.
(2) Between 29 May and 3 Jun 24, a total of 399 terrorist comprising 61 adult males 114 adult females and 224 children surrendered to troops within the theatre of operations.
(3) On 1 and 3 June 2024, 3 BH/ISWAP/JAS terrorists fighters surrendered to troops in Bama and Kaga LGAs of Borno State. Troops also recovered 2 AK47 rifles, 57 rounds of 7.62mm special ammo, 44 refilled rounds of 7.62 x 39mm special ammo, 6 magazines, 2 hand grenades, 3 baofeng radios, one bandolier and one mobile phone amongst otheritem.
b. Arrest of Ammo Racketeer. On 28 May 2024, following a tip-off, trooos with hybrid forces arrested one military personnel identified as in possession of 602 rounds of 7.62mm Special ammo in MMC LGA of Borno State. Investigation ongoing.
c. Meeting Engagement. On 28 May 2024, troops while on picketing duty made contact with BH/ISWAP terrorists in Bama LGA of Borno State. Following a fire fight, troops neutralized 4 terrorists and recovered 3 AK47 rifles, one fabricated rifle, 91 rounds of 7.62mm NATO, one motorcycle and one mobile phone amongst others.
d. Ambush. On 28 and 30 May 2024, troops in separate night ambush operations made contact with BH/ISWAP terrorists in Bama and Gwoza LGAs of Borno State. Following a fire fight, troops neutralized 12 terrorists and recovered 10 AK47 rifles, 4 dane guns, 2 double barrel guns, 2 magazines, 101 rounds of 7.62mm special, 72 rounds of 7.62mm NATO, 32 live cartridges and one HH radio amongst others.
e. Arrest of Suspected BH/ISWAP Terrorists Collaborators.
(1) On 28 and 29 May 2024, troops in separate operations arrested 10 BH/ISWAP/JAS terrorists collaborators in Gubio and Mobbar LGAs of Borno State as well as Gujba LGA of Yobe State respectively.
(2) Between 29 May and 2 June 2024, troops with hybrid forces in separate patrols arrested 12 BH/ISWAP/JAS terrorists collaborators and informants in Monguno and Gujba LGAs of Borno and Yobe States.
f. Fighting Patrols. On 29 and 30 May 2024, troops with hybrid forces in separate fighting patrols made contact with suspected BH/ISWAP terrorists in Kaga and Gwoza LGAs of Borno State. Following a fire fight, troops neutralized 8 terrorists and recovered one G3 rifle, 4 AK47 rifles, 2 fabricated guns, 13 magazines, 67 rounds of 7.62mm special, 112 rounds of 7.62 x 39mm ammo and one hand grenade amongst others.

c. Offensive Operations. Between 29 May and 2 June 2024, troops with hybrid forces in separate offensive operations made contact with BH/ISWAP/JAS terrorists in Kaga, Bama, Gwoza and Kukawa LGAs of Borno State as well as Yunusari and Geidam LGAs of Yobe State . Following a fire fight, troops neutralized 30 terrorists, arrested 2 suspects and rescued 38 kidnapped hostages. Troops also recovered 14 AK47 rifles, one G3 rifle, 5 dane guns, 3 fabricated rifles, one damaged PKT gun, 13 magazines, one hand grenade, one RPG bomb, charger, 134 rounds of 7.62mm special, 212 rounds of 7.62mm NATO, 3 bandoliers, 3 vehicles, 2 motorcycles, one bicycle, 3 mobile phones and the sum of N9,200.00 only amongst others.

“Air Interdiction. Between 28 and 31 May 2024, air component of Operation HADIN KAI in multiple passes conducted air interdictions at different BH/ISWAP/JAS terrorists locations in Kaforam, Doron Kirta and Garin Maloma around Lake Chad Basin and Sambisa Forest in Borno State. Following confirmatory ISR on terrorists, the locations were acquired and attacked with rockets and bombs. Battle Damage Assessment revealed that several terrorists were neutralized with their structures and logistics destroyed.

“Overall, troops of Operation HADIN KAI neutralized 80 terrorists, arrested 56 suspects and rescued 60 kidnappers hostages. Troops recovered 2 G3 rifles, 61 AK47 rifles, 6 fabricated rifles, 21 dane guns, 2 double barrel guns, one RPG bomb, tube, 4 grenades, one damaged PKT, 77 magazines, 2,064 rounds of 7.62mm special ammo, 375 rounds of 7.62mm NATO, 888 rounds of 7.62 x 39mm ammo, 32 live cartridges, 4 bandoliers, 4 baofeng radios, 3 vehicles, 3 motorcycles, one bicycle, 5 mobile phones and the sum of N271,700.00 only amongst others.

“Troops of Operation SAFE HAVEN recorded the following during the period under review; arrested violent extremists, gunrunner, responded to activities of violent extremists, conducted offensive operations and counter/anti kidnapping operations as well as foiled attack on locals in Qua’an Pan, Riyom, Mangu, Barkin Ladi, Bokkos, Bassa, Jos North and South LGAs of Plateau State as well as Jema’a, Zango Kataf and Sanga LGAs of Kaduna State.

a. Arrest of Suspected Gunrunner. On 27 May 2024, following a tip-off, troops while on patrol arrested 2 gunrunners in Bassa LGA of Plateau State. Preliminary investigation revealed that suspects were on their way to receive a consignment of 3 AK47 rifles, 15 magazines and 500 rounds of 7.62mm special ammo.
b. Violent Extremists Activities. On 27 and 28 May 2024, troops in separate operations responded to distress calls on activities of suspected violent extremists/kidnappers and armed robbers in Bokkos and Qua’an Pan LGAs of Plateau State. During the operations, troops made contact with extremists. Following a fire fight, troops neutralized 6 extremists and rescued 2 hostages. Troops also recovered, 3 fabricated rifles, 3 pump action guns, 44 rounds of 7.62mm NATO, 62 live cartridges, 2 motorcycles and 3 mobile phones amongst others.
c. Attack on Locals. On 29 May 2024, troops while on patrol responded to information on an attack on locals by suspected violent extremists/kidnappers in Mangu LGA of Plateau State. During the operation, troops made no contact. Troops further exploited the general area and arrested 5 suspects.
d. Offensive Operations. On 31 May and 2 June 2024, troops in separate operations conducted raid operation as well as responded to information on activities of violent extremists in Jema’a and Zango Kataf LGAs of Kaduna State as well as Jos South and Bokkos LGAs of Plateau State respectively. During the operations, troops made contact with violent extremists/terrorists. Following a fire fight, troops neutralized 2 extremists, arrested 29 suspects and rescued 2 kidnapped hostages. Troops also recovered one fabricated SMG rifle, one fabricated rifle, one pistol, one dane gun, 39 rounds of 7.62mm special ammo, 23 rounds of 7.62mm NATO, 13 rounds of 9mm ammo, one mobile phone and military accoutrements.
e. Counter/Anti Kidnapping Operations . Between 29 May and 3 June 2024, troops in separate counter/anti kidnapping operations responded to information on activities of suspected violent extremists/kidnappers and illegal miners in Mangu and Bassa LGAs of Plateau State. During the operations, troops arrested 10 suspects.
f. Arrest Operations. Between 1 and 4 June 2024, following tip-off, troops in separate operations responded to distress calls on activities of suspected violent extremists in Barkin Ladi, Jos South and Bassa LGAs of Plateau State as well as Sanga LGA of Kaduna State. During the operations, troops arrested 5 suspects including high profile kidnap kingpin and gunrunner as well as recovered one fabricated rifle, one locally made pistol and 13 rounds of 9mm ammo.

“Overall, troops of Operation SAFE HAVEN neutralized 16 insurgents, arrested 72 violent extremists and rescued 29 kidnapped hostages. Troops recovered 3 AK47 rifles, 5 fabricated rifles, one dane gun, 3 pump action guns, one fabricated SMG, one locally fabricated pistol, one pistol, 15 magazines, 539 rounds of 7.62mm special, 67 rounds of 7.62mm NATO, 26 rounds of 9mm ammo, 62 live cartridges, 2 motorcycles and 4 mobile phones amongst others.

“Troops of Operation WHIRL STROKE recorded the following during the week under review; conducted fighting patrol, offensive operations and rescued kidnapped hostages in Gwer West, Ukum and Ogbadibo LGAs of Benue State as well as Wukari LGA of Taraba State.

a. Fighting Patrol. On 28 May 2024, following reports, troops in separate operations raided a violent extremists hideout in Wukari and Ukum LGAs of Taraba and Benue States respectively. During the operations, troops made no contact with extremists. Troops further exploited the general area and recovered 3 AK49 rifles, one fabricated pistol, 112 rounds of 7.62mm special, 13 rounds of 9mm ammo, 4 baofeng radios, one laptop amongst other items.
b. Update on Kidnapped Incidents. Sequel to earlier kidnap of a military officer, a Warrant Officer and 9 others. Troops conducted search and rescue operations in Gwer West and Ogbadibo LGAs of Benue State. During the operations, troops rescued the personnel together with 4 other kidnapped hostages.
c. Offensive Operations. On 31 May and 2 June 2024, troops in separate offensive operations intercepted and arrested 2 suspected violent extremists in Wukari and Gwer West LGAs of Taraba and Benue States respectively. Troops also recovered one AK47 rifle, one magazine, 34 rounds of 7.62mm special, 9 cartridges and 2 motorcycles.

“Overall, troops of Operation WHIRL STROKE neutralized 5 terrorists, arrested 13 violent extremists and rescued 18 kidnapped hostages. Troops recovered 2 AK47 rifles, 3 AK49 rifles, one locally fabricated pistol, 146 rounds of 7.62mm special ammo, 13 rounds of 9mm ammo, 9 live cartridges, 4 bandoliers, one magazine and one laptop amongst others.

“The troops of Operation HADARIN DAJI recorded the following during the period under review; conducted offensive operations, counter/anti kidnapping operations as well as rescued kidnapped hostages Yabo, Isa and Sabon Birnin LGAs of Sokoto State as well as Gusau and Zurmi LGAs of Zamfara State. Additionally, troops conducted operations in Giwa and Faskari LGAs of Kaduna and Katsina States.

a. Raid Operations. On 27 May 2024, troops while on patrol raided a suspected terrorists hideout in Yabo LGA of Sokoto State. During the operation, troops arrested 85 suspects and recovered one vehicle and 6 motorcycles.
b. Offensive Operations.
(1) On 29 May 2024, troops while on offensive operation made contact with terrorists in Gusau LGA of Zamfara State. Following a fire fight, troops neutralized 7 terrorists and recovered 6 AK47 rifles, 2 fabricated rifle, 3 magazines, 231 rounds of 7.62mm special ammo, 32 rounds of 7.62mm NATO and one motorcycle amonsgt others.
(2) Between 29 May and 4 June 2024, troops in separate offensive operations made contact with terrorists in Isa and Wamako LGAs of Sokoto State as well as Giwa and Zurmi LGAs of Kaduna and Zamfara States. Following a fire fight, troops neutralized 20 terrorists, arrested 35 suspects and rescued 4 kidnapped hostages. Troops also recovered 14 AK47 rifles, one AK49 rifle, 4 dane guns, 2 single barrel guns, 115 rounds of 7.62mm special ammo, 102 rounds of 7.62mm NATO, 8 magazines, 10 motorcycles and 5 mobile phones amongst others.c. Rescue of kidnapped Victims. On 29 May 24, troops while on patrol intercepted and rescued 2 kidnapped hostages in Faskari LGA of Katsina State.

d. Counter/Anti – Kidnapping Operation. On 30 May 2024, troops in counter/anti-kidnapping operation responded to distress call on kidnapping incident in Sabon Birni LGA of Sokoto State. During the operations, troops rescued 17 kidnapped hostages.

“Air Interdiction. On 27 May and 1 June 2024, the air component of Operation HADARIN DAJI acquired and attacked newly uncovered enclaves of terrorists kingpins Babaru’s and Bello Turji’s in Kankara and Isa LGAs of Katsina and Sokoto States respectively. Battle Damage Assessment revealed that several terrorists were neutralized with their structures and logistics destroyed.

“Similarly, on 2 June 2024, air interdiction was conducted at newly uncovered hideout of notorious terrorist kingpin Alhaji Iliya and his cohorts in Kankara LGA of Katsina State. The location was observed to be active with terrorists activities. Consequently, the target was acquired and attacked with rockets and cannons. Battle Damage Assessment revealed that several terrorists were eliminated and their structures destroyed.

“Overall, troops of Operation HADARIN DAJI neutralized 54 terrorists, arrested 131 terrorists and rescued 44 kidnapped hostages, Troops recovered 40 AK47 rifles, one AK49 rifle, 2 fabricated rifles, 4 dane guns, 2 single barrel guns, 346 rounds of 7.62mm special ammo, 134 rounds of 7.62mm NATO, 12 magazines, 30 motorcycles and 8 mobile phones amongst others.

“The troops of Operation WHIRL PUNCH recorded the following during the week under review; surrendered of terrorist commander, offensive operations and rescued kidnapped hostages. Additionally, troops arrested violent extremists/terrorists in Giwa and Chikun LGAs of Kaduna State as well as Yagba West and Lokoja LGAs of Kogi State. Additionally, troops conducted operations in AMAC and Abaji Area Council of FCT Abuja.

a. Surrendered of Terrorists Kingpin. On 28 May 2024, following troops sustained offensive operations, one terrorists kingpin identified as Lawal Kwalba surrendered to troops in Chikun LGA of Kaduna State. During the operations, troops recovered one AK47 rifle, one magazine, one locally fabricated pistol, 22 rounds of 7.62mm special, 10 rounds of 9mm ammo and one motorcycle.
c. Fighting Patrol. On 29 May 2024, troops while conducting fighting patrol made contact with terrorists in Giwa LGA of Kaduna State. Following a fire fight, troops neutralized 6 terrorists and arrested 3 suspected terrorist informants. Troops also recovered 4 fabricated guns, 2 dane guns, 142 rounds of 7.62mm NATO, 2 motorcycles and 4 mobile phones.
a. Arrests of Suspected Violent Extremists. On 29 and 30 May 2024, following a tip-off, troops in separate fighting patrols raided and arrested 2 suspected violent extremists collaborators in Yagba West in Kogi State. One of the suspects is known accomplice to a notorious kidnapper identified as Mr Kabiru.
b. Rescue of Kidnapped Hostages. On 30 May 2024, troops on patrol responded to distress call on activities of suspected violent extremists/kidnappers in Lokoja LGA of Kogi State. During the operations, troops rescued 2 kidnapped hostages and recovered a corpse suspected to be a driver to Dangote vehicle.
a. Offensive Operations. Between 29 May and 2 June 2024, troops in separate operations conducted fighting patrols and raid operations in Yagba West LGA of Kogi State as well as Abaji and AMAC Area Councils of FCT Abuja respectively. During the operations, troops arrested 17 violent extremists/kidnappers informants and rescued 8 kidnapped hostages. Troops also recovered 2 locally made pistols, 10 rounds of 9mm ammo, 2 motorcycles and 7 mobile phones amongst others.

” Air Interdiction. On 30 and 31 May 2024 respectively, air component of Operation WHIRL PUNCH conducted air interdictions on identified terrorists enclaves within Bula Forest in Giwa LGA of Kaduna State. The targets were acquired and engaged with rockets and bombs. Battle Damage Assessment and human feedback revealed that scores of terrorists were eliminated with their structures and logistics destroyed.

“Overall, troops of Operation WHIRL PUNCH neutralized 17 terrorists, arrested 35 suspects and rescued 25 kidnapped hostages. Troops recovered one AK47 rifle, 4 fabricated rifles, 2 dane guns, 3 fabricated pistols, 22 rounds of 7.62mm special ammo, 142 rounds of 7.62mm NATO, 20 rounds of 9mm ammo, one magazine, 5 motorcycles and 11 mobile phones amonsgt others.

“Troops of Operation DELTA SAFE maintained momentum against the activities of crude oil theft. Troops destroyed several illegal refining sites and recovered stolen products. Troops also conducted raid operations and arrested suspected violent extremists/cultists in Ikpoba-Okha, Etsako East and Owan West LGAs of Edo State as well as Uyo and Uruan LGAs LGAs of Akwa Ibom State. Troops also conducted operations in Ughelli South LGA of Delta State.

a. Troops Destroy Illegal Refining Sites. Troops recovered 707,200 litres of stolen crude oil, 149,700 litres of illegally refined AGO and 400 litres of DPK. Additionally, Troops discovered and destroyed 28 dugout pits, 15 boats and 55 storage tanks. Other items recovered include 7 cooking ovens, 7 vehicles, 8 mobile phones, 2 pumping machines, 2 baofeng radios, one outboard engine and 45 illegal refining sites.
b. Raid Operations. On 28 and 29 May 2024, following reports, troops in separate operations raided violent extremist’s hideouts and arrested 26 suspected violent extremists and cultists in Ikpoba Okha and Itu LGAs of Edo and Akwa Ibom States respectively. During the operation, troops recovered s G3 rifle, 2 pump action guns, 2 dane guns, 2 G3 magazines, 115 rounds of 7.62mm NATO ammo, 74 live cartridges, 2 baofeng radios, 7 mobile phones and 3 cutlasses among other.
c. Arrest Operations. On 31 May 2024, troops in separate operations responded to information on activities of suspected violent extremists/cultists in Etsako East and Owan West LGAs of Edo State as well as Uyo and Uruan LGAs of Akwa Ibom. Troops also conducted operations in Ughelli South LGA of Delta State. During the operations, troops arrested 15 suspected violent extremists and recovered 4 locally made pistol and one locally made revolver rifle.

“Overall, troops of Operation DELTA SAFE recovered 707,200 litres of stolen crude oil, 149,700 litres of illegally refined AGO and 400 litres of DPK. Additionally, Troops discovered and destroyed 28 dugout pits, 15 boats and 55 storage tanks. Other items recovered include 7 cooking ovens, 7 vehicles, 8 mobile phones, 2 pumping machines, 2 baofeng radios, one outboard engine and 45 illegal refining sites.

  1. Troops apprehended 80 suspected oil thefts and other violent extremists. Troops recovered 10 weapons and 189 assorted ammunitions.

“Troops of Operation UDO KA recorded the following during the week under review; arrested suspected violent extremists/IPOB commander, ambush and raid operations as well as counter/anti kidnapping operations in Onitsha South and Ihiala LGAs of Anambra State as well as Oguta and Orsu LGAs of Imo State. Additionally, troops conducted operations in Obingwa and Ohafia LGAs of Abia State.

a. Arrest of Suspected IPOB Comd. On 28 May 2024, following reports troops raided a suspected violent extremists/IPOB/ESN hideouts in Onitsha South LGA of Anambra State. During the operation, troops arrested 2 suspected IPOB members including two commanders.
b. Ambush on IPOB/ESN Criminals. On 27 May 2024, following reports troops conducted ambush operation and made contact with violent extremists/IPOB/ESN in Ihiala LGA of Anambra State. Following a fire fight, troops neutralized 3 extremists and arrested one. Troops also recovered 2 AK47 rifles, 2 pump action guns, 4 magazines, 129 rounds of 7.62 x 39mm special ammo, 45 cartridges, one motorcycle and 3 mobile phones among others.
c. Raids Operations. On 1 and 3 June 2024, following reports troops in separate raid operations raided violent extremistst/IPOB/ESN members hideouts in Oguta and Obingwa LGAs of Imo and Abia States respectively. During the operations, troops recovered 2 pump action guns, 3 dane guns, 28 rounds of 7.62 x 54mm ammo and 21 expended cartridges amongst others.
d. Counter/Anti Kidnapping Criminality Operations. On 31 May and 2 June 2024, troops in separate counter/anti kidnapping operations made contact with violent extremistst/IPOB/ESN members in Ohafia and Orsu LGAs of Abia and Imo States respectively. Following a fire fight, troops neutralized 3 extremists and arrested one suspect.

“Overall, troops of Operation UDO KA neutralized 30 terrorists, arrested 50 violent extremists and rescued 30 kidnapped hostages. Troops recovered 6 AK47 rifles, 7 dane guns, 4 pump action guns, 12 magazines, 115 rounds of 7.62mm special ammo, 28 rounds of 7.62 x 54mm, 129 rounds of 7.62 x 39mm, 45 live cartridges, 21 cartridges (expended), 11 motorcycles and 8 mobile phones amongst other. All recovered items, arrested suspects and rescued hostages were handed over to the relevant authority for further action”.

Impact of UNESCO Laureate Prof Sir Bashiru Aremu in Nigeria as Academician and Professor of Computer Science, Information and Communication Technology in Nigeria Universities System

UNESCO Laureate and World Acclaimed Distinguished Universities Professor at Mewar International University New Karu Via Abuja Nigeria (The first Indian University in Africa) in a statement while reacting to his appointment and first assignment as Chairman of Accreditation Panel of the UNIMED’s Computer Science and Information Technology Department, he commended the leadership of National Universities Commission (NUC) for recognizing his contributions to the growth and development of both national international education.

The National Universities Commission (NUC) is a government commission for promoting quality higher education in Nigeria, situated in Abuja, Nigeria. DG NiMet Inaugurates Committee To Review Agency’s Condition Of Service

The Director General/Chief Executive Officer of the Nigerian Meteorological Agency (NiMet), Professor Charles Anosike, on Friday, 7th June, 2024, inaugurated a Committee to review the Agency’s Condition of Service (CoS).

In his speech, the Director, Weather Forecasting Services , Professor Vincent Weli who represented the DG/CEO observed that the review has become as the last one done over five years ago is no longer in tune with current realities.

Professor Charles Anosike who described the task as significant noted that it is an opportunity for the committee, “to come up with a Condition of Service that not only meets the present needs but anticipates future challenges and opportunities”.

Speaking further, Professor Anosike tasked the Committee to consult widely, within and outside the Aviation sector and identify benchmarks of best practice as this will not only improve NiMet’s operational efficiency but enhance the welfare of staff.

The Committee has a month to submit a draft copy to the Management for consideration.

Peter Obi visits Tijani Babangida….says, ‘he deserves our attention and sympathy’

The 2023 Presidential Candidate of the Labour Party, Peter Obi has join the long list of dignitaries that have been visiting former Super Eagles player, Tijani Babangida who alongside his family members were involved in a ghastly car accident few weeks ago.

Obi who spoke shortly after visiting the injured Babangida, in Abuja, Thursday said, both Tijjani and his late brother Ibrahim, made the nation proud with their service.

He said, “They made us happy with their talents, and in times like this, they deserve our sympathy and attention.

“I came to commensirate with him for the wound, for the lost ones, for the trauma and to show him that he is not forgotten.”

He promises to offer any form of assistance that would be required of him to further assist in the treatment of his wife who is more in a critical condition. Following the condition of the wife there is plan to fly her abroad for better treatment.

An obviously elated Tijani Babangida expressed happiness with the visit of Peter Obi, informing him that he has been getting stronger because of the love Nigerians have shown to him.

Tijiani who is the President of the Professional Footballers Association of Nigeria also informed Obi how help has been coming to him through his former colleagues and club in Holland the Ajax football club.

While narrating the incident to the former Labour party presidential candidate he lamented how he lost he lost his brother, and his son and his wife is still seriously in pain from the ugly accident.

TJ as he is fondly called by his admirers stressed that though it is not an easy experience he will forever be grateful to Nigerians, his former football colleagues and particularly the Kaduna state government who have stood behind him since the unfortunate incident.

Meanwhile, the Atlanta 1996 Olympic gold medalist and the General Secretary of the Professional Footballers Association of Nigeria, Emmanuel Babayero who was with Tijiani when Obi visited, thanked him for the pleasant visit and said such a gesture is necessary to encourage the ex-player.

“He thanked Obi for who he is and what he has achieved in trying to make society better.”

JOINT PRESS BRIEFING BY SECURITY DEFENCE AND RESPONSE AGENCIES DATED 6 JUNE 2024

 

1.       This joint press conference is under the auspices of the Strategic Communications Interagency Advisory Policy Committee, coordinated by ONSA. The committee serves as the umbrella body for the spokespersons of all Nigerian security and response agencies, facilitating unified and strategic communication to highlight the collective activities of our agencies over the past year.

 

2.       I must add that these activities are as a result of our coordinated efforts to enhance national security and protect the lives and property of our citizens. It is important to emphasize that the key the successes and achievements recorded the in last one year has been the robust interagency collaboration. These collaborations has ensured that our security operations are comprehensive, strategic, and effective.

 

3.       Meanwhile, it is worthy of note to state that not all of our results can be reported at this time. This is as a result of the sensitive nature of some information linked to ongoing operations. Nevertheless, we would share as much as we can from the security and defence sector.  This we believe will go a long way to counter misinformation, disinformation and fake news. We also hope to galvanize support of citizens for ongoing operations across the country as well as involved them in dealing with the security challenges in the country.

 

SECTORAL UPDATES

 

THE OFFICE OF THE NATIONAL SECURITY ADVISER (ONSA)

 

4.       The Office of the National Security Adviser has been pivotal in coordinating national security strategies and ensuring synergy among various security agencies. During the period under review, ONSA successfully hosted the High-Level Africa Counter-Terrorism Meeting. The meeting brought together African Heads of Government, including President Bola Ahmed Tinubu, who served as the host President, the UN Deputy Secretary-General, and leaders of other key global bodies.

 

5.       The discussions during the meeting focused on stability in the Sahel Region. Overall, at the end of it all, the discussions garnered significant commitments to combat terrorism and violent extremism. Relatedly, the Office facilitated the second leg of the UK-Nigeria security and defence dialogue, bringing together security and defence chiefs from both countries.

 

6.       Furthermore, in collaboration with the Central Bank of Nigeria, the ONSA initiated series of economic security measures against currency manipulators and speculators. The office also coordinated efforts in the areas of human security and food security. There were also significant interventions to resolve some national issues. All these are in consonance with an increasing population” centric approach to national security since the beginning of the administration.

 

ARMED FORCES OF NIGERIA

 

7.       The AFN is in a good and strong position in this war against the terrorist and their cohorts, with many terrorist leaders killed. We are making them pay a much heavier price than we have been forced to pay. During the month of May 23 to Jun 24, the potency of the terrorists was largely degraded with 9,303 Terrorist neutralized, 6,988 terrorists including their logistic suppliers and informants arrested, while 4641 hostages were rescued.

 

8.       Notably, 9,562 Boko Haram/ISWAP combatant fighters and their families surrendered to security forces. In the fight against oil theft, 1,437 perpetrators were apprehended, with 363 neutralized. Additionally, 245 kidnapped hostages were rescued, leading to a marked improvement in prevention of crude oil theft. The joint operational environment coupled the synergy with other security and intelligence agencies greatly assisted in the optimal performance of troops in the conduct of operations.

 

MARITIME SECURITY

 

9.       The increased patrols and international collaborations of the NN led to a substantial reduction in piracy incidents in the Gulf of Guinea. Notable achievements in the last twelve months include the prevention of oil theft which denied the oil theft of an estimated sum of N91,247,052,565.

 

10.     Troops equally discovered and destroyed 3,051 dugout pits, 1,276 boats, 3,924 storage tanks, and 408 vehicles. Additionally, the NN anti crude oil theft operations recovered significant quantities of illegally refined petroleum products, amounting to millions of litres.

 

INTELLIGENCE

 

11.     The DSS and other intelligence agencies play a critical role in safeguarding national security through intelligence gathering and covert operations. The seamless interagency coordination, ensured timely utilisation of provided intelligence. For instance, intelligence-led operations have prevented numerous terrorist attacks and criminal activities. Indeed, several high-profile terrorist Commanders and their associates were either taken off the battlefield  or apprehended across multiple states. These prevented potential catastrophic incidents.

 

12.     Intelligence activities led to several confiscations which included illegal items such as IEDs, firearms, ammunition, and dangerous psychoactive substances.  Over 21,000 pump action cartridges, 440 pump action rifles, and 228,741 rounds of ammunition were seized. Other items include seized suicide jackets and lethal weapons. These seizures prevented potential attacks on citizens and security forces.

 

13.     Additionally, criminal activities involving illicit petroleum products were disrupted and resulted in about 50,000 illicit litres of petroleum products being impounded. Furthermore, intelligence disseminated to the South-South region contributed significantly  to a reduction in oil theft.

 

14.     Furthermore, new directorates were established to enhance transparency and democratic principles, promoting security and economic stability through intelligence-sharing initiatives. The intelligence community continues to provide both foreign and domestic intelligence services that are timely and actionable to Government. Our Intelligence activities keep a tap on  dissidents, secessionists and  transnational organized crime involving Nigerians such as drug trafficking, human trafficking, fraud, cybercrime, money laundering, and immigration-related crimes.

 

15.     Additionally, the DSS collaborated with foreign services in furthering common national, regional and international priorities set by Government. This led to effective representation of the country in regional and continental security platforms such as the ECOWAS, CISSA and other regional and continental organizations.

 

LAW ENFORCEMENT

 

NIGERIA POLICE FORCE AND OTHER LAW ENFORCEMENT AGENCIES

 

16.     The Nigeria Police Force and other law enforcement agencies have undertaken significant reforms and operations to enhance public safety. These include restructuring and reforming the intelligence department and reopening the Nigeria Police Intelligence School. The launch of the Special Intervention Squad (SIS) as well as  collaboration with international partners, alongside the Schools Protection Initiative and the deployment of helicopters for train escorts along the Abuja-Kaduna route to enhanced security measures.

 

17.     Digital support systems like the Nigeria Police Force Rescue Me App have been relaunched, leading to significant successes. The Nigeria Police during period of the year, arrested 4,796 armed robbery suspects, 3,068 kidnap suspects, 2,474 suspects for rape/sexual crimes, and 1,213 suspects for unlawful possession of firearms.

 

18.     There are: 3,523 suspected cultists, 3,381 suspects for murder/homicide, and 13,382 suspects for other offences. Additionally, 1,713 kidnap hostages rescued, 2,566 firearms and 19,310 rounds of ammunition  recovered, along with 1,465 vehicles/motorcycles. Also, during the period under review, the Nigerian police prosecuted 29,052 cases. Of these, 7,675 cases were conclusively dispensed, 11,376 suspects are currently undergoing trial, 51 cases are under appeal in appellate courts, and 16,200 cases resulted in the conviction of suspects who have received various punishments for their criminal acts.

 

19.     Similarly, the Nigerian Security and Civil Defence Corps (NSCDC) recorded significant feats to bolster internal security and secure critical infrastructure. The Nigerian Security and Civil Defence Corps established the National Safe Schools Response Coordination Centre (NSSRCC).

 

20.     The Nigerian Security and Civil Defence Corps foiled over 48 school attacks and kidnap attempts nationwide during the period. They equally launched the CG’s Mining Marshall.  These Mining Marshals combated illegal mining activities, dismantling 1,975 illegal mining sites and 165 illegal local refineries. The illegal refining sites were uncovered and dismantled. The Corps also enhanced communication initiatives, promoted public awareness and sensitization programs.

 

CUSTODIAL MANAGEMENT

 

21.     The pivotal role in law enforcement played by Custodial management can not be over emphasized. Custodial management ensured the proper care, rehabilitation, and reintegration of inmates into society. During the last one year, the Nigerian Correctional Service focused on enhancing custodial practices. These was achieved through enhanced inmate training and productivity, increased revenue from Correctional Farm Centres and Vocational Skill Workshops as well as educational advancements for inmates.

 

22.     Inmate welfare was improved through the distribution of beddings, uniforms, and hygiene materials, coupled with access to healthcare services. Efforts to decongest custodial centres through fines, renovations, and expansions have been significant. Meanwhile, staff welfare enhancements saw the promotion of over 10,000 officers and men, and improved working conditions.

 

ANTI-CORRUPTION CRUSADE/ EFFORTS TO COMBAT CYBERCRIME

 

23.     The lead agencies in the fight against corrupt practices namely, the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices Commission (ICPC) evolved anti-corruption initiatives that have been significant  in maintaining law and order. Some of these initiatives resulted in the recovery and forfeiture of assets. The Economic and Financial Crimes Commission (EFCC) made significant progress in the fight against economic and financial crimes by securing 3,412 convictions and recovering vast sums of money both in local and foreign denominations.

 

24.     The recovered amounts include N161,642,239,242.30 (One Hundred and Sixty One Billion, Six Hundred and Forty-Two Million, Two Hundred and Thirty-Nine Thousand, Two Hundred and Forty Two Naira, Thirty Kobo), $43,835,214.24 (Forty-Three Million, Eight Hundred and Thirty-Five Thousand, Two Hundred and Fourteen Dollars, Twenty-Four Cents), £25,365.00 (Twenty-Five Thousand, Three Hundred and Sixty-Five Pounds), €186,947.10 (One Hundred and Eighty-Six Thousand, Nine Hundred and Forty-Seven Euros, Ten Cents),

 

25.     The EFCC further recovered ₹51,360.00 (Fifty-One Thousand, Three Hundred and Sixty Rupees), C$3,750.00 (Three Thousand, Seven Hundred and Fifty Canadian Dollars), A$740.00 (Seven Hundred and Forty Dollars), ¥74,754.00 (Seventy-Four Thousand, Seven Hundred and Fifty-Four Yen), R35,000.00 (Thirty-Five Thousand Rand), 42,390.00 UAE Dirhams (Forty-Two Thousand, Three Hundred and Ninety Dirhams), 247.00 Riyals (Two Hundred and Forty-Seven Riyals), and 21,580,867.631 Crypto Currency (Twenty-One Million, Five Hundred and Eighty Thousand, Eight Hundred and Sixty-Seven Crypto Currency Units, Six Hundred and Thirty-One Cents).

 

26.     The EFCC has taken several bold steps to combat corruption, including the investigation of several politically exposed persons including former ministers and governors. The agency launch a crackdown on internet fraudsters and currency racketeers, securing over 50 convictions.

 

27.     The EFCC’s Special Task Force against Naira Abuse and Dollarization of the Economy is working to protect the sanctity and strength of the Naira. To prevent corruption, the EFCC has established a Fraud Risk Assessment and Control department (FRAC) to identify vulnerabilities in government agencies and launch preventive measures.

 

28.     The Independent Corrupt Practices Commission (ICPC)on the other hand recovered over N66 billion in cash and rent on forfeited assets. Additionally, assets worth N5.882 billion were restrained and N366.97 million was forfeited through judicial processes.

 

29. During the period, there were 131 investigations that led to prosecutions and 18 convictions. Furthermore, Education and training programs were organized with 25 training sessions and 2,244 participants. Also, diverse public education and enlightenment programs lead to the implementation of public awareness initiatives.

 

NIGERIA CUSTOMS SERVICE

 

30. The Nigerian Custom Service generated exceptional revenue of   about 4 Trillion (₦3,991,988,348,853.32). Some of trade facilitation initiatives deployed by the customs included the implementation of the Time Release Study (TRS), the Advance Ruling system, and the Authorized Economic Operator (AEO) Program. Additionally, officers’ skills and automated processes were enhanced through capacity building and technological advancements.

 

31.  Through upgraded infrastructure development, the customs strengthened its operational capacity. Also, Strengthened stakeholder engagement facilitated a more integrated approach to customs operations. Overall, significant seizures of contraband goods, illegal arms and narcotics contributed to  national security efforts.

NIGERIA IMMIGRATION SERVICE

 

32.     Nigerian immigration through implementation of the e-Border Project deployed e-Gates solutions for border governance. Additionally, the immigration service enhanced border patrol and surveillance through the launch of 30 operational vehicles. During the period, the Immigration Service completed several Infrastructure development projects such as the e-Border Data Centre. Also, the Command and Control Center for operations of API/PNR system was completed, while E-gates for passenger clearance at 5 major international airports were deployed.

 

33.     The full automation of passport processing significantly improved service delivery. Additionally, the Integration of solar power systems ensured uninterrupted operations of the service. Also, technological upgrades facilitated seamless integration with border control systems. The immigration service also conducted public sensitization and enlightenment to raised awareness about the dangers of irregular migration.

 

EMERGENCY RESPONSE

 

34.     National Emergency Management Agency (NEMA) and the Federal Road Safety Corp are the lead agencies in providing emergency response. There activities have been effective in achieving national resilience and security. The Agency distributed food and livelihood items to farmers affected by floods and Nigerians impacted by various disasters across the 36 States and FCT under a Special National Empowerment and Livelihood Initiative (SNELEI).

 

35.     The National Emergency Management Agency also stepped-up timely response in the coordination of intervention efforts in the forms of search and rescue in various disasters situations. These include fire incidents in Lagos, Adamawa, Maiduguri, explosions in Ibadan and Kano, etc.

 

36.     The National Emergency Management Agency also conducted a detailed assessment of these disaster incidents in collaboration with the State Emergency Management Agencies (SEMAs) and provided relief support to the affected persons. The National Emergency Management Agency also delivered 42,000 metric tonnes of food commodities nationwide and provided relief to communities affected by the drone incident in Kaduna State.

 

FEDERAL ROAD SAFETY CORP KEY ACHIEVEMENTS

 

37.     The Federal Road Safety Corp achieved notable reductions in road traffic crashes (RTC). The addition of patrol vehicles, ambulances, tow trucks, and motorbikes improved response capabilities. The construction of office complexes and the establishment of area and unit commands enhanced operational efficiency of the Corp. Additionally, the Federal Road Safety Corp during the year introduced new laws such the FRSC Training Institution Establishment Act, 2023, as well as, the Speed Limiter Pre-Fixing Regulation 2024. These have had significant impact in improving road safety measures.

 

38.     Additionally, the Federal Road Safety Corp collaborate with Dangote Group in improving road infrastructure and safety measures in several areas. The Corp also
recruited 3,537 personnel during the period.

 

FUTURE OUTLOOK

 

39.     Looking ahead, security agencies will focus on the following strategic priorities:

 

a.          Strengthening intelligence-sharing mechanisms to pre-empt and counter security threats more effectively.

 

b.       Strengthen mechanisms to ensure a people-oriented approach to securing our communities.

 

c.       Invest in advanced technologies and equipment to enhance the capabilities of security forces.

 

d.       Deepen partnerships with international allies to tackle regional and global security challenges and leverage best practices.

 

40.     We are working decisively to address insecurity and ensure the safety of citizens. It must be reiterated that the lifeline of the terrorist and other forms of insecurity is the people. Accordingly, winning the war without the support of the people is close to impossible.

 

41.     It is for this reason, we call on all citizens, the private sector, NGOs, religious communities, and other stakeholders to support efforts of the security forces. Through the strength of our interagency collaboration, we have achieved so much and it is indicative that much more can still be achieved and will be achieved.

 

42.     Overall, Together, we can achieve even greater security and prosperity for our country. We would continue to strive for a safer and more secure nation.

Nigerian government commends Kano State on Transport policy reforms

The Nigerian Minister of Transportation Said Alkali has commended the Kano State, Governor, Abba Yusuf for the development of a Transport Policy Document to transform the Transportation Sector of the Center of Commerce to attain heights of maximum productivity and Economic Development.

The Minister made the commendation at the Kano State Transport Policy Dialogue held in Kano State.

He said the leadership of Kano State took to heart the resolutions of the recently concluded 18th National Council on Transportation and convened the laudable event.

Senator Alkali said the fundamental goal of the current administration of President Bola Tinubu which is to develop an adequate, safe, secure, smart, environmentally sound, efficient, affordable, sustainable,
preferred and integrated transport system is gradually being actualized.

He said “States such as Lagos and Kano States have become trailblazers as they have recognised the need to provide a blueprint that will serve as a set of principles and ethos to guide their overall decision making for an integrated and functional transport system. “

The Transportation Minister called on other States in Nigeria to also kick start the development of their own Transport Policy so as to stimulate a well developed Transportation Sector for Nigeria.

He reiterate that the importance of a good and dynamic transport policy lies in its ability to: Promote Economic Growth, Enhance Social Equity, Reduce Environmental Degradation; Improve Safety and Security; Foster Innovation and Technology, and Enhance Quality of Life; among others.

The Kano state Governor Abba Kabir Yusuf, said the government has reconstructed numerous roads overhead and under pass bridges thereby reducing the traffic congestion in the cosmopolitant city.

Governor Yusuf believed that reforming the Transportation Sector has become imperative in view of the kano Transport challenges which is akin to Lagos and other emerging Mega cities in the country.

The Governor Represented by his Deputy Aminu Abdulsalam Gwarzo said, Kano being a commercial hub of Nigeria and sub-Saharan Africa requires a comprehensive and integrated approach for the Transportation Sector in order to meet the modern day Transportation reality.

He said, “Kano state Government is committed to Developing a more balanced and sustainable transport systems as encapsulated in it’s transport vision statement.”

The Commissioner for Transportation Muhammad Ibrahim Diggol emphasized that, the Kano Transport dialogue marks a significant step towards shaping the future of Transportation in the state to achieving a multi-modal system in tune with the global best practices.

Diggol said, as cities become the engines of economic growth due to urbanization, they are becoming major contributors to Green House Gas Emissions, congestions and deteriorating air quality.

“This is adversely impacting on the health of the people and constraining economic growth.”

He noted that, the provisions of appropriate transport infrastructures and services determines the safe morbidity of all people and goods and a fundamental factor to sustainable future livelihoods.

NSCDC COMMANDANT GENERAL’S SPECIAL INTELLIGENCE SQUAD NABS 9 SUSPECTS FOR CRUDE OIL THEFT DISMANTLED 3 MASSIVE ILLEGAL BUNKERING SITE IN RIVERS-ABIA BOUNDARIES

With firm determination to salvage the nation’s economy from saboteurs perpetrating acts of illegal dealings in petroleum products; the Nigeria Security and Civil Defence Corps Commandant General’General, Dr Ahmed Abubakar Audi min. OFR has commended the effort of the Commandant General’s Special Intelligence Squad (CG’s SIS) for the arrest of 9 suspects for their alleged involvement in Pipeline Vandalism, operating illegal local refineries and crude oil theft.

According to a press release signed by
CSC Babawale Afolabi, PRO, National Headquarters, Abuja, narrating the ordeal of effecting the arrest of the 9 suspects in a very massive thick forest at Ommuma/Owaza forest- a boundary between Rivers and Abia States; the CG’s SIS Commander DC Appolos Dandaura said the Squad placed a strategic surveillance on the crime scene based on the Corps resolve to wage relentless war against vandals and oil thieves.

“Based on sustained intelligence we placed strategic surveillance on the crime scene and apprehended 9 suspects caught in the act of illegally refining stolen crude extracted from a vandalized Oil Well Head; we also discovered an ongoing construction of a local refinery with the capacity to produce 60,000 litres of crude at once”.

“While on operational tour across the terrain, we uncovered about 3 well constructed illegal local refineries where crude is being siphoned through the vandalized well head with large hoses connected to transmit crude to Cooking ovens and later channelled to reservoirs after processing; thereafter loading is finally done “.

“Visibly at the massive illegal bunkering site you will notice how large hoses and galvanized metal pipes were laid to transfer stolen crude across the processing channels; the site occupied over 15 Modular ovens with 4 fabricated reservoirs and 30 pits dug out to store processed AGO”.

“The names of the Suspects arrested are Oghene Wede (M) 32years, Moses James (M) 25years, Chidi Nwosu (M) 53years, Samuel John (M) 24years, Emmanuel Paul (M) 20years, Oghenevo Nwebi (M) 43years, Martina Whinnypeter (F) 38Years, Nwabuchi Nwogu (M) 41 years and David Okere (M) 20years”.

DC Appolos further relayed that some exhibits recovered during the operations are: RWD 5.0 GFE-6500 Power Generating Set, 2 Yellow Colour Pumping Machines, Metal and Plastic buckets, Cutlasses, Saw, Mats, Welding Machine, Galvanized metal pipes, different heavy-duty hoses, Head flashlights, some Automotive Gas Oil (AGO) illegally processed in cooking ovens.

“Investigation has commenced to unravel the level of involvement of each of the suspects and their sponsors; at the end of our thorough investigation; the Suspects would be charged to court to serve as deterrent to others”.

As part of his determination to ensure the safety of Students, Teachers and learning environment across the nation; the Nigeria Security and Civil Defence Corps Commandant General, Dr Ahmed Abubakar Audi has reaffirmed the Corps commitment to overall protection and safety in the educational sector.

Dr Audi said in achieving this herculean task, it has become very imperative for the Officers and men to acquire the relevant skills and knowledge to enhance effective service delivery.

“Let me reaffirm and state unequivocally that Personnel training and manpower development is a prerogative in actualizing the fundamental objectives and directive principles of the policies of government as well as the statutory mandate of providing safety and security for Nigerian citizens”.

The CG assertion informed the training recently organized by the National Safe School and Response Centre headed by Commandant Hammed Abodunrin PhD who charged the trainees to seize the opportunity of the 1-day Safe School Workshop to upscale their skills and be better informed to tackle emerging challenges in their respective jurisdiction.

The Commandant General who was represented by Commandant Akenimo Peter said that the Corp has been saddled with the responsibility to take charge and bring out policies to protect the critical national assets and infrastructure of the nation.

He relayed that the protection of the School’s Infrastructures, assets, teachers, students and the entire learning environment are very vital and is embedded in the operational agenda of the National Safe School Response Coordination Centre.

The CG said the Corps is fully prepared to train over 2000 personnel nationwide that will cascade to others the acquired skills in the protection of schools and students across the board.

He further advised the participants to take advantage of the training adding that all the officers involved will be posted to various outposts to tackle the menace of insecurity in schools.

In a welcome remark, the Commander, Safe School stated that the workshop is as a result of the Commandant General’s commitment to ensure a safe environment in the FCT and for the children to learn in schools without any iota of fear or threats.

He further encouraged the participants to pay rapt attention and work collectively as Corps’ ambassadors who in adherence to the Standard Operating Procedures of the Corps would protect and safeguard the well-being of school children all over the nation.
